03 / Framework for Participation (Youth Parl)
Doc / Members of The Senedd yr Ifanc steering group (Youth Forum) presented an update on progress to the CYP Scrutiny Committee on 18th Nov. This included a presentation on the work of the group to date, and the next steps of the project.
The DVD to promote the Senedd yr Ifanc has now been completed, and a series of awareness raising events will be held to promote the project. / Participation Practitioners TF group to be reconvened to support the young people to roll out the Senedd yr Ifanc.
Visit to be arranged to Shropshire Council which has a well established Youth Parliament.
Participation Training has been arranged for January 2010. Members of The Senedd yr Ifanc steering group (Youth Forum) presented the full DVD at the Youth service Christmas staff meeting on 16th December. 68 youth work staff pledged to support the project. Information and the DVD has all been submitted to be put on the Young Wrexham website.
04 / Play Strategy 0-25
MB / The Play Strategy has now been endorsed by the WCBC Executive Board.
The Play Development Team have are looking at costing out a launch event, and other ways of highlighting the strategy.
The terms of reference have been reviewed and redeveloped to ensure the Strategic Play Forum has a specific focus on driving forward the new play strategy and monitoring the success of its action plan.
Individual job descriptions for each of the forum’s members are being created to ensure that individuals understand their roles and responsibilities within the group.
The forum has been working on developing performance indicators so that we can better monitor the impact and successes of the play strategy. / 2 sub TF groups have been convened-
Disabled Children’s Play:
The aim of this group is to identify actions for Year 2 of the Play Strategy. The group has been set up and has met twice. Primarily the group have so far focussed on what services exist, who these services are aimed at and therefore where any gaps maybe. This group will also look at the training needs of workers in relation to supporting disabled children’s play.
Play Training:The aim of this group is to establish the training needs of workers across children and young people’s services in relation to support children’s play. The group began by looking at what qualifications and training courses are currently available. However there is a need to establish how workers impact on play before we can discuss the types of training they may require.

AJ / Unable to appoint last recruitment drive but we are re -advertising this month, We are able to respond to referrals which have been steady - 7 for the last quarter, which are lower due to the fact there is no outreach happening at the moment.
Again 4 of these are young people who are pregnant or whose children are involved with Prevention. The others are housing, bullying and school refusal, and a complaint about health services. / Very low attendance at last TF group meeting. Members need ensure attendance at next meeting.

The Strategy Progress document was updated as of 15/12/09, but will remain in draft until headline issues noted in this report are clarified, given their potentially significant implications for a wide range of services. / The poor attendance at the December meeting was of particular concern given the critical issues facing ‘Everybody’s Business’ CAMHS at the moment.
No formal contact had been made with the group to discuss the impact on ‘Everybody’s Business’ of the potential cuts in provision involving Longfields, PMHWiE, the LA-funded post in Tier 3 CAMHS, and NSPCC. / significant implications for a wide range of services

- The substantive WAG Action and Implementation Plan was launched on 2/11/09. It is now dated 2009-2014.
- The draft we previously prepared has been matched against the final WAG plan with the agreed local addition which were agreed by the representatives of sectors across Wrexham.
There will be resource implications that require addressing across agencies and sectors.

- WAG Respect Anti-Bullying Roadshow took place on Nov 5th 09.
- ANTI-BULLYING WEEK - Nov 16th - Parent workshops took place at Penycae Primary where Heart Radio was involved and at Rhosnesni where Peer Mentors took Year assemblies – many other events took place.
- Young People’s Anti-Bullying Committee has met twice this term.
- Strategic Guidance being edited for printing.
- Emotional Health and Well-Being Conference will take place in Spring term and Anti-Bullying will be one of the themes covered.
- Wrexham results of a National Bullying Survey are now available.
- Key priority of Spring Term is to offer training in RESTORATIVE PRACTICE. A taster session for Primary and Secondary Heads has already taken place and a whole day training event will take place on 13th and 14th January. Flyers have been distributed to schools.
- Anti-Bullying Steering Group has met. Forthcoming priority to look at SCHOOL MONITORING and to look at the use of websites in Wrexham for reporting bullying.
Anti-Bullying Week is successfully being used as a focus for anti-bullying activities in many schools.
Young People’s Anti-Bullying Committee produced a leaflet for YP and parents to be distributed to all schools in Spring Term.
Hard copies of Strategic Guidance to be distributed in Spring Term.
Discussion and planning for Conference taking place within the CAMHS training group.
A number of heads have expressed an interest in Restorative Practice.

- LEA and School Effectiveness Group will have two sub- groups focusing on the use of data and self-evaluation. These 2 groups will feed into the overall LEA and School Effectiveness Group that reports to the LA SCoG.
- The LEA and School Effectiveness Group will meet in Spring Term 2010 and provide a presentation to the SCoG on 6 July 2010.
- LEA and School Effectiveness Strategy completed in July 2009 now being aligned with national School Effectiveness Framework.
- Guidance on use of data (FFT, CATs, PASS and Suffolk Reading Tests) to be prepared in Spring Term 2010.
Appointment of new Heads of Service in December 2009 for 0-8, 8-14 and 14-19 phases provides capacity for new Head of School Effectiveness to take the Effectiveness Strategy forward from January 2010.

- TF group focusing on two strands of work at present – finalising the criteria to identify pupils at risk of becoming NEET and developing a pre-Skill Build pilot.
- TF members attended the Capita Conference in Cardiff. Wrexham cited by WAG as an LA which has adopted an “impressive” approach to reducing NEETs.
- Destinations data received from Careers Wales indicates that Wrexham Year 11 NEETs in 2009 have reduced by approximately 50% compared to 2008. This is a very positive result, yet there is still need to retain the focus on this group to ensure that future results are as positive and not just a one off.
Criteria need to be completed ASAP to allow sufficient time for schools to use this to identify this year’s Year 11 leavers after Christmas.

- The outcomes of the 2007-09 collaborative provision are very positive on the whole. A full analysis of outcomes for KS4 for 2008-09 has been completed and reported to WASH and Curriculum Deputies Groups. It will be presented to the Network January 2010. A full analysis of post 16 results is planned as part of the next stage of the Transformation programme.
- Evaluation of the SummerCollege and related initiatives, provided for high risk Y11 priority NEETs with support from NACRO and Yale, shows that the 14-19 NEETs work made a significant contribution to the WCBC strategy to reduce the number of NEETs in 2009.
- The percentage of pupils continuing in full time education at school and college after Y11 has improved but is still significantly lower than the Wales average. The numbers continuing to higher education are also low. Final data will be available when Careers Wales destination data is published in January 2010
- WAG’s Consultation document containing proposed Statutory Guidance for Youth Support Services 11-25 and Learner Support Services 14-19 was published on 9 December. The consultation period ends 31 March 2010.
- Work to cost and impact assess three options proposed in the Feasibility Study for the future delivery of post-16 education and training in Wrexham is being taken forward with support from Tribal and Capita agencies.
