  1. Welcome and Announcements: Shawn Golden has stepped down from the chair position due to more responsibility in her job and less time to devote to the committee.

Welcome Mr. Martin Crump and Mr. Toby Eirich from the middle schools.

  • Law enforcement conducted compliance checks for Frostburg, Midland, Lonaconing, Barton, Westernport, and Mount Savage.
  • Opportunity to increase law enforcement compliance checks for bars/retailers that “fail” compliance checks by CARD 301.
  • Provide a press release for those businesses in compliance.
  • Provide an opportunity for those who have not partnered in the Cooperating Alcohol Agreement to do so and become TIPS trained.
  • Coalition representative to attend liquor board hearings for violations.

  • Provide incentives for activities within Frostburg businesses that reduce consumption and administer voluntary breathalyzers by law enforcement during the events with alcohol education relating to BAC.
  • Ensure no drink specials are promoted during the low-risk event.
  • Implement a private compliance check program for Frostburg bars/retailers that enter the COA. If a violation occurs through this program, then the business may be subject to further compliance checks by law enforcement.
  • Purchase of ID Readers and other ID detection tools for lease by partner businesses.
  • CARD 301 program to train select staff on false ID detection and conflict management solutions for bars.
  • Certificate of compliance to display for having no underage alcohol violations.
  • Evaluate staff skill improvement as a result of being TIPS/CARD 301 certified.
  • Evaluate youth and young adult availability to access alcohol in a retail/bar/restaurant setting.
