The Board of Supervisors South Abington Township, Lackawanna County, Pennsylvania held its regular meeting on Monday, October 9, 2017 at the Township Building, 104 Shady Lane Road, Chinchilla, Pennsylvania.

Chairman Stanton called the meeting to order at 7 pm.

Mark Dougherty motioned, Joseph Sproulseconded, and bills were unanimously approved for payment from the following funds:

Alex Blakewicz, Audubon Drive, a Scout with Pack 160, was present for requirements of his Citizenship in Community Badge. He reported observing broken up blacktop on his street. The Manager told him that several catch basins had eroded and were being reported and that he should have also seen cones. Alex said he did see cones. Alex was a very precocious young man. Chris Bednar, 1301 Applewood Acres, was also present to observe.

As duly advertised, Ordinance # 239, Establishing Compensation for the Board of Supervisors, was approved after motion by Joseph Sproul and second by Giles Stanton. Both gentlemen gave an affirmative vote. Mr. Dougherty abstained in order to avoid any appearance of impropriety. The compensation will go from $2,000 to $2,500 for the supervisor elected in November.

Mark Dougherty motioned to approve Resolution 17-10, establishing a bank account for highway stormwater facilities escrows. Joseph Sproul seconded and the resolution was unanimously approved.

The Manager reported that the Shady Lane Tunnel project should be complete by Christmas.

American Asphalt is re-doing, at their expense, a “soft spot” on Lakeside Drive. The Thorpe property will be monitored for correct repair.

Giles Stanton motioned to appoint Nathan Kilian as a part-time police officer, pending positive background investigation. Joseph Sproul seconded and the motion was unanimously approved. Officer Kilian was interviewed prior to the meeting.

The Manager reported that bids for the sale of surplus equipment were opened on 9/22/17 with a minimum bid of $3,000 required. Boots & Hanks was the high bidder at $4,277. Mark Dougherty motioned to accept the bid, Joseph Sproul seconded and the bid was unanimously accepted.

There being no further business to come before the Board, the meeting adjourned at 7:30 PM
