MINUTES of a Council meeting held at Soar Chapel Vestry, Primrose Hill, Llanbadarn Fawr, on MONDAY, 14 October, 2013.

7.10 p.m. to 8.25p.m.

PRESENT:

Councillors: Mark Hemingway (Chairman), Ben Davies, Martin J. Davies, Gareth Davies, Pedro Diogo, Paul James, S Mary Jones, Linda Keeler, Margaret Leney, Dafydd Pritchard.

1) APOLOGIES – Apologies for absence were received and accepted from

Councillors: David Greaney, Paul Thomas and Gwern Evans.

In attendance: Mrs Tegwen Jones (Clerk)

2) PRESENTATION BY MR T EDWARDS – Unfortunately Mr Edwards was not able

to be present.

3) PERSONAL MATTERS -

i. Fire at Glyn Padarn – It was noted that a fire had broken out at Glyn Padarn

Residential Home and that one resident had sadly lost her life and we sympathise

with the deceased’s family. The Councillors would like to thank the members of the

community, the emergency services, the local Policing Team, the Police and the St

John Ambulance Service for their services on the tragic night and also the following

days.

ii. Members sympathised with the family of the late Mr Dai Hedley Jones (Dai Fly) a well

known character from the village.

4) DISCLOSURE OF INTEREST - The clerk reminded Councillors of the need to declare a particular interest in any item on the agenda or under discussion at the meeting and that the Councillors declaration of interest and withdrawal from the meeting would be recorded in the minutes.

5) MINUTES OF THE LAST COUNCIL MEETING

The Minutes of the Council meeting held on the 9th September 2013 were confirmed as a true record.

6) MATTERS ARISING FROM THE MINUTES

a) Minute 3 iii - The Clerk read a letter received from Mr Emyr Hughes

thanking the Councillors and Clerk for their congratulations.

b) Minute 5 i – Welsh Water – The Clerk informed the members that she had

been in touch with Welsh Water and that a site meeting would be held on

Thursday 24 October at 10 am – Cllrs P Diogo and B Davies to attend and the

Clerk.

c) Minute 5 ii – Police Commission Fund – Cllr P James noted his findings

following the request for Freedom of Information. It was also noted that the

AM’s and MP’s were following matters closely.

d) Minute 5 iii – Balance Sheet received from Padarn United Football Club and

the Clerk would now be sending a cheque.

e) Minute 7 f – Brynrheidol Estate and Brynglas Rd – Cracks in wall – It was

noted that remedial works would be carried out by Tai Ceredigion on the

Brynrheidol Estate and that the Council are in the process of dealing with

the owner of the wall at Brynglas Rd.

f) Minute 7 i – Yellow Lines – Cllr P James noted that the placing of yellow

lines were 3/4 weeks behind schedule.

g) Minute 7 n – It was noted that the Sub-Committee would be holding a

meeting on the 28 October, 2013.

h) Minute 9 – Arrangements for Remembrance Service 2013. – Mr Cameron

James is unable to be a bugler at the Service – The Clerk would make further

enquiries for a replacement.

i) Minute 11 ii. Lamp Opposite Cambrian Printers – .

Contractors painted out the front section of the light opposite Llwyn Gog

and between Poplar and Llannerch.

j) Minute 11 iv – Clos Non - A member of Ceredigion County Council will

attend the site and look into the matter.

7) PLANNING MATTERS

a)  Approvals Noted

i. New underground heating mains from the Low Carbon Energy Centre to serve

Ysgol Gyfun Gymunedol Penweddig and Plascrug Leisure Centre. The Clerk

thanked the Councillors for their feedback.

ii. McDonalds Restaurant Ltd – Display of advertisements.

iii.Erection of a single storey extension to existing Energy Centre to provide

additional biomass fuel storage.

b) Applications

i. Llysnewydd, Primrose Hill, Aberystwyth – Proposed kitchen dining extension to

the ground floor with a bedroom to the first floor along with internal alterations.

Observations – as long as the extension was in keeping with existing building work.

ii. Variation of conditions 1& 3 of planning permission A100209 (Erection of a

dwelling). To extend time for commencement of development by a further 5

years. Land adjacent to Brynteg, Primrose Hill, Llanbadarn Fawr, Aberystwyth.

No observations. Cllr M Leney declared an interest and withdrew from the

meeting.

8) CORRESPONDENCE

a) Cwmpadarn School – E-mailed received requesting use of the Playing field for

football practice and 4 home games during the season. Clerk responded following

circulation that there would be no problem if the School undertook a Risk

Assessment and that they had Insurance in place.

b) BDO – Audit for the Year Ended 31 March 2013 – The BDO’s sent their opinion

regarding the Audit and the only matter to arise was that the Risk Assessment was

minuted in April instead of March. Noted

c) TME Electrical Contracting Ltd – quote £2232.00 of for Installing Christmas

Lighting in Llanbadarn Fawr. It was agreed to accept the quotation.

d) Ceredigion County Council – Trunk Road Agency has installed a replacement

Highway Lighting Scheme in the area and request six column positions to fit

Christmas Lighting Power Supplies for the Councils use. It was requested that TME

Electricals be asked where the garlands were placed last year on the Trunk Road.

e) Local Democracy and Boundary Commission for Wales – Electoral Review

Programme 2014 Assessment and timetable. They will begin Ceredigion Review

in quarter 2 – 2017.

f) Ceredigion County Council – Applications for dispensation regarding the Playing

Field - The time scale for dispensation had now expired and the clerk noted that

she had sent the necessary paperwork to the individuals.

g) Ceredigion County Council – Brush Cutting grant received in the sum of £1410.

h) Mid and West Wales Fire and Rescue Authority – Draft Annual Improvement

Plan for 2014-2015 on their website. It was noted that no hard copy was received.

i) Welsh Government – Consultation Document – The Public Service Workforce –

available on their website and requesting responses by 20 December, 2013.

j) Carmarthenshire County Council – Employer Form and Annual Consultative

Meeting to be held at Llanelli 3rd December, 2013. It was agreed that the Clerk

would attend.

k) One Voice Wales – Availability of Planning Training Module – Noted.

l) One Voice Wales – Ceredigion Area Meeting to be held Wednesday 23 October,

2013. Cllr B Davies to attend.

m) The Royal British Legion – Festival of Remembrance 6th November at Great Hall.

n) CCT Cameras – Cllr P James noted that the placement of the cameras was going

ahead.

o) Church Night – Church Street Night to be held on 1st November, 2013.

p) Mcdonalds – Complaints regarding the refurbishment of McDonalds. It was noted

that residents should log all incidents but that they were awaiting the required papers

from Ceredigion County Council.

q) Aberystwyth Eisteddfod – to be held on 30 April, 2014 - Request for sponsorship

of one of the main competitions to the tune of £200 or a lesser sum. The

programme is being launched on 20 November. It was agreed to donate £200.

r) Flag – Notified that the flag was on the floor. Cllr G James had fixed

this and the Councillors thanked him for his work.

10).FEEDBACK ON OUTSIDE BODIES –

i. SARPA – Cllr Greaney attended the meeting and requests that the other Councillors

completes a Cambrian Railways Survey regarding the frequency of trains between

Aberystwyth and Shrewsbury. These Surveys are available from the Aberystwyth Town

Council Office or on-line and should be returned by 21st October.

ii. Once Voice Wales Conference – Cllr B Davies attended the Conference at Builth Wells

Show Ground and gave an overview of the day.

iii. Dog Liaison Dyfed Powys Police – Cllr B Davies attended the meeting with the Police Commissioner and gave a report on the meeting.

11). ANY OTHER BUSINESS

i. Bus Shelter Glyn Padarn – The bus shelter is in need of a deep clean. The Clerk to

contact Mr Peter Hemming.

ii. Two way sign bottom of Primrose Hill – It was noted that the sign needed replacing due to damage.

iii. Primrose Hill/Students – It was noted that it was very chaotic outside the College and that

the safety of students was of very grave concern due to the volume of traffic and also the increase in numbers of students and the lack of buses on the route. It was resolved to bring this to the attention of the University.

iv. Anti-skid surface on Primrose Hill – It was noted that a bicycle had an accident on the anti-skid surface on Primrose Hill and the student was seriously injured. It was resolved to write to the Council expressing concern regarding the matter.

v. Information Board – opposite Cricket Club – Cllr G Davies noted that the information

board was worn away. It was resolved to make enquiries to see if Coed Cymru was still in existence.

vi. Budgets – It was noted that Ceredigion County Council would be looking to make

savings of £8 ½ million and that tough times were ahead.
