Welcome / The meeting was convened at 10:05 a.m.
Approval of January Minutes / The motion to approve the January 9, 2008 minutes was made by Shirley Bergert and seconded by Walter Wisnefsky with the provision that minor typographical corrections are reflected in the final minutes. The minutes were approved on a voice vote.
Chairman’s Report
Guidelines Regarding Meeting Quorum
Energy Legislative Update / Members discussed and agreed that the board should develop guidelines regarding a “quorum”.
The chair asked Shirley Bergert to provide an brief update on:
H. B. No. 5813 AN ACT CONCERNING UTILITY ESCHEATS.
S. B. No. 589 AN ACT ESTABLISHING A RESIDENTIAL ELECTRIC AND GAS CUSTOMER DISCOUNT RATE.
Shirley Bergert testified before the Energy & Technology Committee on the above bills and will forward written testimony to the Chair to be distributed to board members.
Carlene Taylor identified other proposed energy legislation that may be of interest to the board such as:
H.B 5616 AN ACT CONCERNING A MUNICIPAL PILOT PROJECT WITH RESPECT TO THE ADMINISTRATION OF THE DEPARTMENT OF SOCIAL SERVICES ENERGY ASSISTANCE PROGRAM – which will allow New Haven area municipalities to take energy assistance applications.
Board members agreed to discuss developing a process to electronically weigh in on matters of interest to the board including formulizing rules for consensus.
DSS Report
Energy Assistance Committee / As of March 10 (CEAP, SAFA, CHAP) a total of 82,829 applications taken; 67,445 eligible; 12,015 denied; 3,369 pending certification, 27,181 received Crisis Assistance and 16,511 received Safety Net Assistance.
Carlene Taylor distributed and discussed a chart showing CAA in-take sites with access to energy software. This information will be used to assist the Energy Assistance Committee in developing strategies to make intake sites more efficient through a computerized intake process.
Other Business / Tom Murphy gave an update on Utility Day.
Next Meeting / The next meeting will be held on April 9, 2008 at 10:00 a.m. Location to be determined at a later date.
