A RESOLUTION adjourning the House of Representatives in honor of Charles W. Nesby, Jr., upon his recent appointment as Director of the Department of Veterans Affairs Center for Minority Veterans in Washington, D. C.
WHEREAS, Charles W. Nesby, Jr., graduated from North Central College in Naperville, Illinois, with a bachelor's degree in economics, political science, and history; and he earned a master's degree in public administration from the Industrial College of the Armed Forces at Fort McNair in Washington, D. C.; and
WHEREAS, Charles W. Nesby, Jr., is a second-generation fighter pilot, named after his father, Charles W. Nesby, Sr., who was one of the famous Tuskegee airmen during World War II; and
WHEREAS, Charles W. Nesby, Jr., reported to Aviation Officer Candidate School in Pensacola, Florida, in June of 1973, and he is the first African-American regimental commander in the history of the Aviation Officer Candidate School; he received his wings as a naval aviator in January, 1975; and following deployments to the Western Pacific and Mediterranean, he completed pilot training for the Navy F-14A Tomcat fighter; from August 1978 until September 1981, he completed two deployments aboard the USS America, and during this tour, he graduated from the United States Navy Fighter Weapons School (Topgun) and he was a distinguished graduate in the Maritime Air Superiority syllabus (Topscore), serving as an instructor pilot, operations officer, and readiness officer from 1981-89; and
WHEREAS, in September, 1993, Charles W. Nesby, Jr., assumed dual duties as director of Air Force and Navy Requirements, Joint Primary Aircraft Training System, and Director of the Joint Cockpit Office/Wright Laboratories, Wright-Patterson Air Force Base in Ohio; and he served as commander of Strike Training Air Wing Two in Kingsville, Texas, from September, 1995, until his retirement from the United States Navy in 1997; and
WHEREAS, Charles W. Nesby, Jr., has served his country with honor and distinction, and he has been awarded the Navy Legion of Merit, Defense Meritorious Service Medal, Navy Meritorious Service Medal, Navy Commendation Medal, Navy Achievement Medal, and several campaign and Battle Efficiency ribbons, as well as other unit and service awards; and
WHEREAS, Charles W. Nesby, Jr., was appointed Director of the Department of Veterans Affairs Center for Minority Veterans in November, 2001, and as director, he is the principal advisor to the Secretary of Veterans Affairs on policies and programs affecting minority veterans, and as part of this distinguished position, he will also make recommendations for the establishment of programs to meet the specific needs of minorities, and will be responsible for ensuring that veteran programs are used by minorities;
NOW, THEREFORE,
Be it resolved by the House of Representatives of the General Assembly of the Commonwealth of Kentucky:

Section 1. The House of Representatives is indeed proud and honored to recognize Charles W. Nesby, Jr., upon his recent appointment as Director of the Department of Veterans Affairs Center for Minority Veterans in Washington, D. C., and we wish to him success in all future endeavors.
Section 2. When the House of Representatives adjourns this day, it does so in honor of Charles W. Nesby, Jr.
Section 3. The Clerk of the House of Representatives is hereby directed to transmit a copy of this Resolution to Representative Reginald Meeks for presentation to his cousin, Charles W. Nesby, Jr.
