3. / 5/7/12 / Headley Drive
 The road surface is unsafe due to the chippings not being ‘compacted’.
Vehicles are being damaged/scratched/dented.
 Road Markings ! / LBC
Highways & Engineering / Stuart Jackson / The carriageway was dressed using a product material called Fibredeck which was undertaken by a contractor called Colas.
With ever increasing back logs of maintenance the Council is looking at more cost effective ways of treating some carriageways where there are signs of deterioration but where the road has not completely failed. The majority of defects in Hedley and Crawley Green were surface defects. We felt that this type of treatment could have rectifiedthe vast majority of the defects by sealing and thus increasing the life of thesurface for another 7 years. I did not expect thefinisheddressed road to compare with a road where the material was taken out and a new one surface inlaid. The cost to resurface both Colwell and Hedley would have been significantly higher and the surface dressing type of treatment could have delayed this by someaction by a few years
However I am disappointed with the finish product. It certainly hasn't performed as I believed it would. The majority the cracks have not been remedied, and there are certain workman issues which I am not happy with.
I have had a meeting with a Colas representative and have asked them to come up with some solution. Their technical representative has been to site, and I am awaiting his comments. I am hoping tomeet Colas again this week. This is why the road has yet to be relined.
Unfortunately the process of dressing roads with bitumen and stones results on loose chippings for the first few days. However there were more loose chips than we were expecting and it may be the case thatstones have not bonded sufficiently to thecoat of bitumen.
The Council's contractor Colas have swept the road three times. I have inspected the roads on the 10th July and the majority of the loose chips have dissipated. I shall inspect again this week. If the road needs another sweep I shall request that Colas take action.
