I.  CALL TO ORDER

WCA President, Joaquin Arrillaga, called the Voting Members Meeting to order at 7:00 PM.

A quorum of the Voting Members was present. There were 2,771 members of the Association represented by the presence of the Voting Members.

The Voting Members Meeting Notice was electronically transmitted to the Voting Members on Friday, February 8, 2013. The notice was also posted on the WCA marquees.

IV. Minutes

Approval of Meeting Minutes for January 8, 2013

Carlos Quiros made the motion to approve the January 8, 2013 meeting minutes. Mary Griffin seconded the motion. A vote was taken and the motion passed 24-0

V. New Business

·  Presentation of Brentford Screen Enclosure Guideline Amendment - Initial Approval

Brentford voting member presented an amendment to the current guideline, which requires unit owners to submit a variance request with three requirements for bronze screen enclosures. The amendment to the INSG would eliminate the requirement for a variance, thereby allowing unit owners to have both white or bronze screen enclosures. Of the 85 units, 44 yes votes were needed in order for the amendment to be considered for approval. A total of 44 votes in favor of the change were received.

Brian Bobrovetski made the motion to give initial approval for the Brentford screen enclosure guideline amendment which would eliminate the requirement for a variance, thereby allowing unit owners to have both white or bronze screen enclosures. Kathy Carlsen seconded the motion. A vote was taken and the motion passed 24-0

·  Presentation of Stamford Fence Guideline - Initial Approval

Lisa Jones presented an amendment to the current guideline for fences, which allows only standard shadowbox wood fence, made of cypress, pressure treated #2 spruce or pressure treated pine. The amendment to the INSG would allow “vinyl fencing” as permitted in the Master Guidelines Fencing Materials Section 2.2.15(D), with design elements remaining the same per the Westchase Residential Guideline for shadowbox fences.

Of the 61 units, 32 yes votes were needed in order for the amendment to be considered for approval. A total of 34 votes in favor of the change were received.

Leslie McCluskie made the motion to give initial approval for the INSG Stamford Fence Guideline amendment which would allow vinyl fencing material, as permitted in the Master Guidelines Fence Materials, in addition to wood for standard shadowbox fences. David Mantione seconded the motion. A vote was taken and the motion passed 24-0

VI. Old Business

·  Villas of Woodbridge Mailbox Guideline Amendment – Final Approval

Villas of Woodbridge voting member presented an amendment to the current mailbox guideline, which requires unit owners mailboxes to be double mailboxes on a single white post. The units owners voted in favor of changing the requirement to be double black aluminum boxes on a single black aluminum post, to be purchased at Beautiful Mailbox Company. The Board of Directors for Woodbridge also voted in favor of the amendment. The new guideline will require “two front mounted black aluminum mailboxes on a single straight black aluminum post; gold address numbers on the side of the mailbox (supplied by Beautiful Mailbox Co.) with red flag”. Initial Approval was granted at the January 8, 2013 meeting of the Voting members

Carlos Quiros made the motion to give final approval for the Woodbridge mailbox guideline amendment which would require unit owners to replace their existing white mailboxes with double black aluminum mailboxes on black post. Eric Holt seconded the motion. A vote was taken and the motion passed 24-0

·  Revised Westchase Color Palette and Guidelines Amendments - Final Approval

At the January 8, 2013 voting members meeting, Nancy Sells presented the members with a revised color palette and proposed changes to Guideline 2.1.12 for the Westchase Master Association. In addition to the approved revisions at the January meeting, one additional amendment is being presented relating to home additions and requirements on paint colors for additions.

Nancy Sells made the motion to give final approval for the Westchase Color Palette and Guideline Amendments Section 2.1.12 as presented to the members. Carlos Quiros seconded the motion. A vote was taken and the motion passed 24-0
