Councilman Jimmie Hughes conducted the meeting and welcomed everyone in attendance. It was determined that a quorum was present for voting on action items.
ACTION ITEMS
NRCS Grant Application Regional Conservation Partnership Program (RCPP) Support Letter
Steve Meismer explained that the National Resource Conservations Service (NRCS) Regional Conservation Partnership Program (RCPP), would provide funding for piping the Hurricane Canal System and the Washington City Y Drain, as well as non-native plant removal and riparian restoration in the Virgin River area. As such, a letter of support has been drafted to show the Flood Control Authority’s commitment in the form of contributing $500,000 over a five (5) year period. The letter will be sent to Elaine York, at the Nature Conservancy.
If this RCPP proposal is selected for funding, the Flood Control Authority will provide a partner contribution equal to the total of $500,000 over five (5) years to the project, $100,000 of in kind contracted work during each calendar year from 2018-2022.
Corey Cram mentioned there are additional funds available in the form of PL-566 funds which are primarily used for watersheds and would like to use the same letter of support to access those funds as well.

MOTION: Motion by Troy Belliston to Approve a Letter of Support for the Regional Conservation Partnership Program (RCPP). Motion seconded by Jerry Amundsen, and carried by a unanimous vote.
