The Board of County Commissioners, three members and the County Clerk present, met in regular session at 9:00 AM.
CALL TO ORDER: Commissioner Brown.
INVOCATION: Commissioner Brown.

ACTION: A motion was made by Commissioner York to approve the agenda as amended.. The motion was seconded by Commissioner McManus.

APPROVAL OF PAYMENT OF INVOICES:
ACTION: A motion was made by Commissioner McManus to approve invoices in the amount of $21,527.20 (Prepays) $228,711.51 and $2,129.95 end-of month as presented by the County Clerk’s office. The motion was seconded by Commissioner York.

APPROVAL OF MINUTES:
ACTION: A motion was made by Commissioner McManus to approve the minutes of June 22, 2015 as presented by the County Clerk. The motion was seconded by Commissioner York.

2016 BUDGET REVIEWS WITH DEPARTMENT HEADS:
County Treasurer Nancy Clubine, County Appraiser Angela Wright, Emergency Preparedness Director Jim Miller, Public Works Coordinator Robert Bever (Budgets for Noxious Weed; Household Hazardous Waste; Special Bridge; Building Maintenance; County Building and Road and Bridge), County Attorney Larry Markle, Human Resources Director Shawn Wallis, Environmental Health/Zoning Director Scott Barnhart, Register of Deeds Marilyn Calhoun, Sheriff’s Department and Department of Corrections presented by Sheriff’s Administrative Assistant Liz Schwatken, and Computer Department Jason Clubine.
No action was taken at this time.

PUBLIC WORKS:
Public Works Coordinator Robert Bever and Assistant Public Works Coordinator Jim Wright met with the Board to present the written weekly report. The following items were discussed:
- Retirement part Tuesday, June 20, 2015 at 3 pm for Frank Arnold at the shop –
- Final draft written by Paul Kritz of Memorandum of Agreement between Montgomery County and the City of Coffeyville for the occupation of the 3rd floor of the City Hall building for Court, Court Services, Community Corrections, County Sheriff, and related purposes. The County shall not be obligated to pay rent to the City for use of the premises. No action was taken on the Memorandum at this time.

EXECUTIVE SESSION – ATTORNEY/CLIENT PRIVILEGE:
ACTION: A motion was made by Commissioner McManus to recess to Executive Session at 11:20 AM to return at 11:50 AM with the Board, Undersheriff Richard George, Sheriff’s Administrative Assistant Liz Schwatken and the County Clerk present with County Counselor on speaker phone for Attorney/Client Privilege. Motion was seconded by Commissioner York.

Returned to session at 11:50 AM stating no decisions made and no action will be taken at this time.

The Board discussed a request from Mr. and Mrs. Brian Reedy and the contents lost in their rental home at the time a criminal was apprehended in the premises. After discussing the request and the contents lost, the Board decided to take the following action:
ACTION: A motion was made by Commissioner York to authorize a payment in the amount of $20,000.00 to Brian and Lori Reedy subsequent to the execution of a Release. Motion was seconded by Commissioner McManus.

2016 BUDGET - LARRY WRIGHT, CPA AND EMPLOYEE HEALTH INSURANCE REPRESENTATIVE MICAH BOULANGER:
The Board worked on the options presented by Micah Boulanger on the Employee Health Insurance Plan the county is currently under. Several options were presented by Mr. Boulanger and the Board has asked for him to return at the next meeting with additional options. As a result of the discussion concerning the employee health coverage and the cost to the county, it was determined there may be ineligible individuals covered under the County health insurance. Those individuals will be notified about discontinuation of coverage if they are determined to be ineligible.

- Cereal Malt Beverage License for Caney Golf Club – Approved by the Board and signed by the Chairman –
