LOCAL AUTHORITY (LA) GOVERNOR APPOINTMENT PANEL

MINUTES OF THE MEETING HELD ON 5th MARCH 2014

The Meeting commenced at 4.30pm and concluded at 5.40pm.

Present:

Councillors Mrs Moore (Chairman), Mrs Evans (Vice Chairman) and Brooke.

John Pay- Independent Governor

Also Present:

Luana Girling- Governor Services and CPD Adviser (Children, Young People & Learning Services)

Louise Brewer – Support Officer/Governor Services (Children, Young People & Learning Services)

Lisa Gardner – (Clerk, Legal & Democratic Services)

  1. APOLOGIES FOR ABSENCE

Apologies for Absence were received from Cllrs Mrs Pratt and Mrs Walton.

  1. MINUTES

RESOLVED that the Minutes of the Meeting held on 6th November 2013, be confirmed and signed by the Chairman as a correct record, subject to the following amendments:

(Minute 3)- to add the declaration of a Personal Interest that all Councillors present knew the applicant;

(Minute 7- (viii): to correct the spelling of the applicant’s name.

MATTERS ARISING

(1)Minute 7(iii) (6th November 2013) – The LA Governor Appointment Panel noted that the appointment to the Governing Body had not gone aheadand two alternative Governing Bodies had been identified. The final appointment would be presented to a future meeting for ratification.

(2)Minute 7(iv) (6th November 2013) – The LA Governor Appointment Panel was informed Councillor Mrs Jane Pratt’s working commitments coincided with meetings of the Governing Body that she had been appointed to althoughtwo alternative Governing Bodies had been identified for her. The final appointment would be presented to a future meeting for ratification.

(3)Minute 7(viii) (6th November 2013)- There were no vacancies for LA Governors on the Governing Body of Broadstone Middle School at the current time, although the `in principle’ appointments agreed at the last meeting, could potentially be confirmed at a later date. It was agreed Governor Services would continue to check for vacancies and update the LA Governor Appointment Panel accordingly.

  1. DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS

There were no declarations of disclosable pecuniary interests.

Other non-statutory interests Members wished to declare:

Minute 2 (2)- Councillors Mrs Moore, Mrs Evans, Brooke and John Pay declared personal interests that they knew Jane Pratt;

Minute 2 (3)- Councillors Mrs Moore, Mrs Evans, Brooke and John Pay declared personal interests that they knew the applicants;

Minute 6 – Councillors Mrs Moore, Mrs Evans, Brooke and John Pay declared a personal interest that they knew Peter Adams;

Minute 6 – Councillor Brooke declared a personal interest that he knew Deborah Tendler.

  1. GOVERNOR SERVICES’ UPDATE

Luana Girling gave an update with regard to Governor Services’ provision and highlighted the following points:

  • 12 Schools were buying into the Service Level Agreement offered by Poole’s Governor Services;
  • A self-evaluation had been undertaken by Governor Services and suggested areas of improvement included an improved Training Planner and further publicity of the services provided;
  • Governor Services would be completing visits to Schools to meet with Governing Bodies and Training Programmes were being provided for Chairs and Clerks to Governing Bodies;
  • Governor Services was working on its Recruitment Strategy and the School Governor One-Stop-Shop would be targeting local businesses with a view to recruiting Governors with specific skill sets;
  • Governor Services was seeking to strengthen and build on it services.

The Chair thanked Luana Girling for providing an update and it was noted that the item on `LA Governor Appointment processes’ would be included on the Agenda for the next meeting.

  1. EXCLUSION OF THE PUBLIC AND PRESS

RESOLVED that, under Section 100A(4) of the Local Government Act 1972, the public and press be excluded from the Meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in Paragraphs 1 and 2 of Part Schedule 12A of the said Act, as the public interest in withholding the information outweighs the public interest in disclosing it.

  1. APPOINTMENTS TO VACANCIES ON SCHOOL GOVERNING BODIES

(i)Hillbourne Middle School

RESOLVEDthat the applicantbe re-appointed as LA Governor, in principle, subject to a completed renewal form.

(ii)Broadstone Middle School

RESOLVED that Deborah Tendler be re-appointed LA Governor to Broadstone Middle School.

(iii)Stanley Green First School

RESOLVED that Peter Adams be re-appointed LA Governor to Stanley Green First School.

(iv)St Josephs Primary School

RESOLVED that the applicantbe appointed LA Governor to St Josephs Primary School for a 4 year-term in principle, subject to St Josephs confirming that they would like to retain a LA Governor.

(v)Haymoor Junior School

RESOLVED that Steve Andrew be appointed LA Governor to Haymoor Junior School.

(vi)Poole High School

The LA Governor Appointment Panel noted that Martin Bland had been allocated to Poole High School as a co-opted Governor.

(vii)Potential New Appointment

The LA Governor Appointment Panel was advised that the applicanthad applied to become LA Governor and Governor Services was in the process of identifying a Governing Body for them. It was proposed that the appointment be agreed in principle and ratified once a Governing Body had been identified for them.

RESOLVED that the applicant be appointed as LA Governor, in principle, and that the appointment be ratified when a Governing Body had been identified for them.

(viii)Potential New Appointment

The LA Governor Appointment Panel noted that an expression of interest had been received for the position of LA Governor although an application form had not been received at the current time.

(ix)Potential New Appointment

The LA Governor Appointment Panel observed that the applicanthad applied to become a LA Governor and Governor Services was in the process of identifying a Governing Body for them. It was proposed that the appointment be agreed in principle and ratified once a Governing Body had been identified for them.

RESOLVED that the applicantbe appointed as LA Governor, in principle, and that the appointment be ratified when a Governing Body had been identified for them.

(x)Ben Aldous – Turlin Moor Community School

RESOLVED that Ben Aldous be appointed LA Governor to the Governing Body of Turlin Moor Community School.

(xi)New Application

The LA Governor Appointment Panel considered a new application for the role of LA Governor and agreed for the reasons discussed that it was unable to support the application.

RESOLVED that the application for the position of LA Governor be refused.

Current LA Governor Vacancies:

There were currently vacancies for LA Governors on the following Governing Bodies:

(i)Merley First School;

(ii)Sylvan First School;

(iii)Talbot Primary School;

(iv)Turlin Moor Community School;

(v)Winchelsea Special School;

(vi)St Joseph’s (potential vacancies with effect from 1st September 2014).
