Description

This role manages daily operations according to the Safety, Environmental and Quality Management System for the AML Offices located in Oakland CA & Rockville, MD as well as the present fleet of nine US Flag container vessels trading worldwide.

Accountabilities

This position is responsible for, but not limited to, the following:

·  Appointed as the "Designated Person" as required by the ISM Code.

·  Appointed as the alternate Company Security Officer.

·  Member of the Human Resources Committee (HRC) which is responsible for all Senior Officer assignments.

·  Member of the Incident Response Team for any vessel casualties or security incidents.

·  Manage the Safety & Loss Control Program.

·  Conduct accident or nearmiss investigations.

·  Function as one of the principal internal auditors within the ISO/ISM Program.

·  Develop new Safety & Quality Management programs and initiatives, as necessary.

·  Foster a safe working environment both ashore and afloat and promote safety awareness using existing programs and creating safety awareness initiatives through:

a. Train senior shipboard personnel in safety management techniques, regulatory rules and company safety policies.

b. Conduct root cause analysis of all safety accidents and near misses ensuring that lessons learned are distributed to the fleet.

c. Implement Non-Conformance and Corrective Action processes within the ISM/ISO Programs both afloat and ashore.

d. Work with the Risk Manager to provide necessary support in the insurance claims process.

·  Function as Chairman of the Incident Review Board. This requires the reviewing of all shipboard accident and near miss investigations and preparing the briefing package for the Board review. Track all Board directed corrective actions until fully implemented.

·  Review accident and illness reports, enter loss statistics in database, and conduct analysis of loss statistics. Findings are distributed to the fleet, APL corporate and to staff with recommendations for improvement.

·  Manage development of plans complying with U.S. Coast Guard, states, foreign flag states and port authority regulations including

a.Shipboard Oil Pollution Emergency Plan

b.Non-Tank Vessel Response Plans

c.Ballast Water Management plans including separate California state plan.

d. Environmental compliance, including vessel modifications/reporting to meet new EPA and ECA regulations.

·  Utilization ofthe new SQEMS management tool -REG4SHIPS (R4S) - for fleet distribution of policy changes/information/alerts, as necessary. Continuously work on system enhancements and monitor crew’s effective use of R4S as a management tool to follow company and regulatory reporting requirements to comply with the ISM code.

Qualifications:

·  Bachelor's degree or an equivalent combination of education and experience.

·  Safety Manager certification by a professional society.

·  Completed a recognized Company Security Officer Training course.

·  Expert knowledge of all aspects of shipboard & Terminal safety programs and requirements.

·  Expert in regulatory (U.S. Coast Guard/flag state, foreign port state and the International Maritime Organization) and Classification Society Rules.

·  Experience in International Organization for Standardization (ISO 9002) and the International Safety Management (ISM) certified quality programs.

·  Certified ISO/ISM auditor.

·  The ability to obtain a U.S. Department of Defense Secret Security Clearance is required to support current or future military contracts.

·  Five (5) years in marine safety position.

·  At-sea experience as a permanentlyassigned C/Mate or 1st A/ Engineer or higher onboard commercial merchant vessels, preferably US Flag.

·  Minimum eight (8) years experience supervising shipboard and office staffs.

·  Proficient in MS Office applications including Word, Outlook, Excel, Powerpoint and Project.

·  Proficient in ABS Nautical Systems 5 applications including planned maintenance,machinery history, purchasing, inventory and crew management programs.

Additional Knowledge, Skills & Abilities

·  Regulatory experience orequivalent military experience is acceptable

·  Maritime Academy graduate with extensive experience sailing as a Senior Officer on board US or Foreign Flag vessels, preferred

·  Leadership, team building and supervisory skills necessary to facilitate the success of the team including shipboard personnel, company staff and customers.

·  Excellent analysis, decision making, negotiating and problem solving skills including the ability to clearly and effectively articulate positions verbally and in writing.

·  Verbal and written communication skills necessary for presentations and refining the formal ship safety management program.

·  Excellent managerial and negotiating skills required for investigations of safety related accidents.
