2.A male age around 50 years, height 5’7”, sallow complexion, long face, thin built, wearing green lining T. Shirt, white and grey underwear found on 21-8-2011.
3.A male age around 25 years, height 5’7”, wheatish complexion, round face, strong built, wearing Red T. shirt, white only found on 21-8-2011.
4.A Female age around 35/40 years, height 5’2”, wheatish complexion, long face medium built, wearing green red & mehroon printed jamfar, same colour linedar salwar and yellow chuni, found on 21-8-2011.
5.A male age around 30/35 years, height 5’5”, normal built, wearing pink brownish & white strip shirt and grey lower track suit, found on 25-8-2011.

ARREST OF FOUR BURGLERS AND RECEIVER (SUNAR) OF STOLEN PROPERTY BY THE TEAM OF SPECIAL STAFF NORTH-WEST DISTT.
INTRODUCTION
With the arrest of following four burglars and one receiver of stolen property, the team of special Staff North West Distt has busted a notorious gang of house burglars involved in three cases of Burglary and Autolifting

(5) Rakesh Soni s/o Giani Ram r/o A-7 MCD Colony Ibrahimpur Delhi Age 35 yrs (receiver of stolen property)
2nd INCIDENT
In Another incident, the staff of AATS/NWD arrested the following two persons namely Momin Malik @ Bhura and Afsar Malik, who were found riding on a stolen motor cycle No. DL 13 SC 2721 which was reported stolen vide case FIR No. 267/11, Dated 28.8.2011, U/S 379 IPC PS Khajuri Khas, Delhi. They were arrested U/S 41.1 (D)/102 CrPC. The concerned Police Station has been informed.
INVESTIGATION AND PROFILE OF POLICE TEAM
Keeping in view of increasing incidents of day house burglary in the area of PS Mauyra Enclave, a team of Special Staff was tracking the activities of budding criminals of Jahangir Puri jhuggi cluster. On 28.8.2011, on receipt of a secret information, the police team of special staff North West, laid a trap near Haiderpur Red Light early in the morning and arrested four burglars cum auto lifters namely Mukesh, Murshid, Jubail & Siraj while going on two stolen motor-cycles with house breaking implements in their possession. During sustained interrogation, all accused revealed the commission of incidents of burglary and auto lifting reported vide FIR 179/11 u/s 454/380/411/34 IPC IPC PS Maurya Enclave. On the instance of arrested accused persons the receiver of gold ornaments namely Rakesh Soni, another co accused was arrested. Two Gold kade/Chudi, 4 gold ear rings have been recovered on the instance of accused persons from their residence/hide outs.

INTERROGATION & MODUS OPERANDI
During sustained interrogation it was revealed that the entire gang was operating under the leadership of gang leader Shahadat & Murshid . The gang used to execute the commission of theft in an organized and planned manner. The task of each and every member was specifically assigned by the gang leader Shahadat before leaving for commission of crime. The task of conducting reccee and transportation of team to the spot, was done by Mukesh, in his three whealer ,who is an auto driver. The gang leader Shahadat used to distribute the stolen articles as per role of each accused. The Motorcycles were got stolen at the instance of Shahadat by the other members of the gang to use the same in the commission of crime.
PROFILE OF ACCUSED PERSONS
(1) Mukesh s/o Mangli Ram r/o C-708 Jahangirpuri 28 yrs is a primary school drop out and an auto rickshaw driver. He was lured in the crime by the gang leader Shahadat, who used to give him more money than he earned from his profession of auto driving.
(2) Murshid s/o Bappi r/o Jhuggi G Block Jahangirpuri 20 yrs is an illetrate from west Bengal.
(3) Jubail s/o Siraj r/o 1085 Jhuggi G Block Jahangirpuri, is basically a muscle man to protect the group members from any scuffle and belongs to Bengali Muslim community.
(4) Shahadat s/o Ashraf r/o 1084 Jhuggi G Block Jahangirpuri 23 yrs is also a primary school drop out Bengali. He is a gang leader. Earlier he was a rag-picker and used to

2nd INCIDENT
(6) Momin Malik @ Bhura S/o Maksood Ali R/o Gali No. 16 Nehru Vihar, Mustafabad, Delhi is a school drop out and vegetable seller in Azad Pur Subzi Mandi. He is facing financial crisis and therefore, he committed the theft of motor cycle from the area he resides and to recoup the financial loss.
(7) Afsar Malik S/o Sebi Malik R/o Jhuggi Azad Pur, Shadi Pur, Mandir Wali Gali, Azad Pur, Delhi is an illerate labour working in the buffalo dairy in Azad Pur. He is lurked to commit the theft by Bhura.

SENSATIONAL KIDNAPPING FOR RANSOM CASE OF 3 YEARS OLD MINOR GIRL HAS BEEN SOLVED, GIRL RESCUED AND ACCUSED ARRESTED
Highlights:A girl aged about 3 years has been kidnapped from Janta Colony, Welcome.
Ransom call received from different PCO Booths.
Accused apprehended with the help of intelligence as well as Eyes and Ears scheme.
Girl rescued safely.
Motive behind crime is to earn quick and easy money to fulfill requirement of Drugs.
Accused got the idea from one TV serial
With the arrest of Mohd. Sartaj @ Sonu s/o Mohd. Faiyyaz r/o Mohalla Haziapur Chungi, PS Baradari, Barielly, UP aged 22 years, the North East District Police has solved a sensational case of Kidnapping for ransom of a minor girl. With his arrest, kidnapped girl has been rescued safely.
INCIDENT:
On 27/08/11, a case of kidnapping of a minor girl aged 3 years was got registered at PS Welcome on the complaint of Ikhtiyar s/o Intzar Khan r/o E-50 Janta Colony, Welcome Delhi and the investigation was taken up by Insp. Manmohan Singh, Insp. Investigation, PS Welcome. On the same day, complainant received a call from PCO booth that his girl is in possession and demanded Rs. 1.25 Lakhs as ransom and the phone was got disconnected. Hence section 364-A was added in the case accordingly.
TEAM :
Considering the gravity of the case, special investigation teams comprising Local Police as well as Special Staff of Sub Division Shahdara under the close supervision of Shri Dharambir Joshi, ACP/Shahdara were roped in for early breakthrough in the case and to recover the minor girl.
INVESTIGATION:
During the course of investigation, several teams were formed and were assigned the jobs from different angles. Several raids were conducted at various places & several persons were interrogated continuously. From the analysis of
crime & entire sequence thereof, prima facie there was strong suspicion that this crime could have been committed by some known person. For the same, several boys in the neighborhood with dubious character i.e. ruffians, smack addicts were picked up and interrogated. Even, close relatives of the deceased were also under scanner. With painstaking and relentless efforts, various pieces of evidence, testimony and information were linked to solve the intrigue puzzle of case. The background of the victim’s family was thoroughly analyzed to learn about his background, antecedents and his past movement.
During investigation, complainant had received three consecutive calls for ransom over his mobile phone. On verification, it came to notice that all the PCO Booths are situated in an area of particular locality. Since accused was using different PCO booth to evade his apprehension, hence, all PCO of that area and surrounding areas were put under surveillance. Hence all teams having more than 60 police persons headed by the Inspectors swung into action and started massive combing operation with the assistance of stake holders of Eyes & Ears scheme in the area. The owners of the PCO Booths were got examined to develop any clue about the physical description of the caller. Since under “Eyes and Ear Scheme”, regular meeting with PCOs booth owners are conducted, PCO operators co-operated with the police and one PCO owner helped us in providing vital clue about the suspicion caller. On the basis of this physical description, the staff involved in this operation was briefed and put on at about 20 STD/PCOs of the area. One team was also detailed with the complainant to inform about the number if the call is made and to alert the person, who is detailed at that particular PCO Booth. Besides this, few members of Staff were also detailed to patrol in the area of Chand Bagh, from where the maximum STDs were used presuming that the kidnapper might be living in the vicinity or would use the PCO Booth from this area.
On 28.08.11, at about 05:30 PM, HC Sunil of PS Welcome who was deployed in the area of Chand Bagh shown his alertness of mind and got suspicion on a person with same physical description. He was directed to stop, but he tried to flee away. He was overpowered by HC Sunil and other team members. His identity was got established as Mohd Sartaj s/o Faiyyaz. Initially he tried to conceal the facts, but on sustained interrogation, he accepted his involvement in the crime.
INTERROGATION:
During the sustained examination of the accused, it was revealed that the accused was working in one embroidery work shop in the area of Chand Bagh. About 10-12 days back, he was fired from the job due to his behavior; he also became addicted of ganja. He started living at his relative’s house in Janta Colony, Welcome in the neighborhood of complainant. Being in dire need of money to fulfill his requirement of Ganja, he planned to kidnap the daughter of complainant to earn quick money, as he came to know that the complainant is having 3 TSRs. He got the idea from a TV serial in which kidnapper got easy money through kidnapping. As per plan, on the day of incident, he kidnapped the girl from the main road and put up the girl in his relative’s house in Mustafabad area showing the girl as his relative. In furtherance, he made calls from various PCO Booths to the complainant for ransom.
On his instance, the kidnapped minor girl was rescued safely.
PROFILE:
Mohd Sartaj s/o Faiyyaz r/o Mohalla Haziyapur Chungi, PS Baradari, Dist Barielly, UP aged 22 years is illiterate having mother and one brother in Barielly. He is a ganja addict.
Further investigation is in progress.

This order shall be published for the information of the general public in the official gazette and by affixing a copy on the notice boards of the office of all District Deputy Commissioner of Police and all Police Stations in Delhi/New Delhi.
The concerned civic road agencies maintaining the roads/areas shall erect the corresponding informatory signboards indicating the restrictions in the area for the guidance and convenience of all concerned.
This order shall come into force with immediate effect.

1. Whereas, a large number of private courier services operate in and around the capital to facilitate sending of goods through courier across the country.
2.And whereas, it has been noticed that the private courier services generally book goods or items to be transferred on the face value of the courier sender without bothering to verify his or her address thereby paving the way for unscrupulous persons using the courier services for illegal activities.
3.And whereas, instances have come to notice where criminals have used courier services to send incriminatory items, contraband and even dead bodies in the guise of courier.
4.And whereas, it has also been observed that the record of courier senders are not kept by the courier services or agents engaged in the business of facilitating courier of goods making it difficult for the investigation agencies to identify the culprits behind such crimes.
5.And whereas, it is thus rendered imperative to put regulatory check on the private courier services who deal in booking and sending goods from one place to another so that the anti social elements may not be able to use them to send incriminatory things through them and it is felt that immediate action is necessary in this regard.
