“IPA 2010 Project on Human Resources Development in Albania”
Call for Expression of Interest for local professional expertise in the field of
Vocational Education and Training and Lifelong Learning
Since 2002, the European Union has provided continuous support to Albania in order to improve the capacity of its institutions and promote the development of human capital that is an essential factor for economic and social enhancement of the country.On the 1st April 2009, the Stabilisation and Association Agreement (SAA) entered into force and on 28 April 2009 - Albania submitted its application for EU membership.
The economic development of Albania needs to be adequately supported by the availability of a skilled labour force. The Ministry of Education and Science(MoES) and the Ministry of Labour, Social Affairs and Equal Opportunities (MoLSAEO) have made significant efforts to address this issue. Various donors, in particular the European Commission, have given financial assistance for improving the quality and relevance of education and training. The difficulties introduced by the global crisis, the fragmentation of the labour market and the weakness of its institutions require to work more in depth and consistently for the achievement of the above-mentioned objectives.
Following the indications of the EU Multi-annual Indicative Planning Document (MIPD) 2009-2011, the Ministry of Education and Science, the Ministry of Labour, Social Affairs and Equal Opportunities and their implementing agencies - National Employment Service (NES), National Agency for Vocational Education and Training (NAVET) and State Labour Inspectorate (SLI) -jointly prepared at the end of 2009 and beginning of 2010, a project fiche to be financed under IPA 2010.
The overall objective of the project is to have improved labour market functioning and quality of human capital.The project is composed of three main technical components all linked to the improvement of labour market institutions and increasing emploiability of the Albanian labour force:
Component 1 - Modernisation of the State Labour Inspectorate (SLI);
Component 2 - Modernisation of the National Employment Service (NES);
Component 3 - Vocational Education and Training (VET) Reform.
Improving the capacity of labour market institutions, mainly the State Labour Inspectorate (SLI) and the National Employment Service (NES) and promoting employment by enhancing the employability of Albanian workforce can be considered as the project main purpose.
The EU IPA project on HRDis addressing the policy aspects through the elaboration of appropriate and sustainable strategies, also working to improve the attractiveness of the training offer and the involvement of other partners throughout public-private partnership mechanisms. Previous projects implemented in the country related to the VET sector are also a strong basis for this IPA project on Human Resources Development, for instance the technical assistance provided so far in the development of the Albanian Qualification Framework.
Under Component 3 - VET Reform - of this projectand with a view to achieve the overall objective of this Component which aimsfor the improvement of the "Capacity of the VET system to provide the Labour Market with a skilled work force", there are three different but interrelated outcomes as follows:
- Outcome 3.1: Policy framework developed
- Outcome 3.2: Albanian Qualification Framework further developed
- Outcome 3.3: Post secondary strategy elaborated and implemented
The project duration is 24 months.
In order to achieve the expected results, the ILO would like to expand its own expertise through the hiring of local external collaborators proficient in the following areas:
Post-secondary VET systems design and implementation
Design of occupational standards
Design of VET modular, learning outcomes-based curricula
Recognition of prior learning
Quality Assurance Systems for VET
National Qualification Frameworks
Credit transfer system in VET
Accreditation and certification
If you are a local expert in one or more of the above areas and wish to contribute to the above-mentioned project, you are kindly requested to submit, by January 23, 2013 to your Expression of Interest in accordance with the template provided in Annex 1. Please write “Expression of interest” in the subject line of your email.
The ILO retains the right to accept or reject any proposal.
