Modification of Agenda: Jessy added March 7th minutes to be approved, tax map maintenance, certificate of no appeal and Fred added ADA (Americans with Disability Act) Study to the agenda.
Elect Chairman, Vice-Chair, Clerk, Set Procedures
Fred made the motion to elect Gary Allard as the chairman of the Selectboard. Gary seconded. All approved.
Fred made the motion to elect Brent Beck as the Vice-Chair to the Selectboard. Gary seconded. All approved.
Selectmen procedures remain the same as well as Jessy remains the clerk of the board.
Opening:Fred opened the Selectmen’s meeting at 7:30 p.m. Fred made the motion to approve the minutes for February13th, 28th and March 7th. Gary seconded the motion. All approved. The Selectmen signed the minutes and orders. Budget report was presented to date.
Better Back Roads Grant Program Jessy and Lisle are working with Kerri O’Brien to complete.
Suitor Road Driveway PermitIf it appears the road is going to be damaged by the run off, the town will correct the issue and bill the land owner.Fred will contact Robert Brazil to construct a letter to send to the landowner.
Equipment Replacement ScheduleFred met with Lisle and compiled the Equipment Replacement Schedule. It is identified that the Loader is going to be the next piece of equipment that needs replacement.
Welder & Plasma CutterWade has been letting the town use his welder & plasma cutter. Lisle indicated that Wade said it might cost around $5,000. Fred made the motion for Lisle to purchase a welder & plasma cutter that will be paid for from the equipment fund. Gary seconded the motion. All approved.
OtherJoanne mentioned on the overweight truck permit the time frame for highway & bridge weight restrictions is currently March-June. Some towns have it entire year so that any thawing and freezing that may happen at any time is covered. Fred made the motion for the highway & bridge weight restrictions to include the entire year. Gary seconded the motion. All approved.
Fred expressed his concern with the truck traffic that will occur due to Green Mtn. Quarry.
Gary asked Lisle if class 4 roads can be posted during spring time. Moved to April agenda.
Waterford Church DirectionNothing at this time.
Tax Map UpdateJoanne, Jessy and Howard met with CAI and corrections are being updated.
Recycling StrategyDavid Morrison suggested education to citizens on the current recycling laws and restrictions. Fred will meet with Lisle to discuss possible location of a 20yd dumpster that would be used for cardboard.
Tax Map MaintenanceProposal Fred took the contract for review before signing.
Certificate of no appeal The Selectmen signed the Certificate of no appeal on the 2012-2016 grand lists because TransCanada appeal is settled.

ADA Study Fred answered a self-survey that questioned how we complied with the ADA. Fred will contact Doug Morton at NVDA to discuss.
Town Clerk’s AssistantSteven Eddy is the new Assistant Town Clerk.
Voluntary Vision for EmployeesFred made the motion to add Voluntary Vision for Employees to the health plan. Gary seconded. All approved.
Adopt All Hazards Mitigation PlanApproved by FEMA and signed by the Selectboard. Fred made the motion to adopt the All Hazards Mitigation Plan. Gary seconded. All approved.
DRB/PB Membership & Alternates
It was recommended by Andrea that Dot Borsodi, Kevin Gillander, Bernie Brochu, Mike Barrett and she stay on as the 5 member DRB and to make John Gillott and the clerk an alternate.
Fred made the motion to reappoint Dot, Kevin, Bernie, Mike and Andrea (2021) to the DRB and have John Gillottand Steve Eddy as alternates. Gary seconded. All approved.
Fred made the motion to reappoint Tom Robinson & Mike Barrett to the Planning Board and have Steve Eddy as an alternate. Gary seconded. All approved.
Gary will contact Bill Dimick to see which 5 will be the PB members and discuss alternates.
Recycling Newspaper & Food Scraps It is required that the town begin collecting food scrapes by July 1, 2017 as part of Act 148-Vermont’s Universal Recycling Law.
Discharge of Memorandum of Understanding Signed by the selectmen.
Website Domain Name Fred maintains the Town name through go daddy.

Gary seconded the motion. All approved. The selectmen will ask the 8th grade if they would coordinate the GreenUp co-chairmen.
Other Lister hour’s vs salary is to be added to the April agenda.
Howard mentioned that there should be a town wide re-appraisal done.The selectmen suggested him contact VLCT to discuss. Howard will contact VLCT.
Howard suggested that the Town ask Bob Fenoff who lives on Kidder Rd about if there is any gravel at his location and if so if it could be used for the Town. Gravel Site moved to April agenda.
Howard submitted a festival permit. The selectmen signed and waived the festival permit fee.
Adjourn: Fred made the motion to adjourn. Garyseconded the motion. The meeting adjourned at 8:40pm.
