PRESENT: Judy Holzapfel, Janice Cannon, Helen Duree and Kathy Perez.
ABSENT:Adele Foley - Ill
OTHERS:Superintendent Quarne, staff and community members.
1.0 CALL TO ORDER:
The meeting was called to order at 5:30 P.M.
2.0PLEDGE OF ALLEGIANCE:
The Pledge was led by Roberto Herniman.
3.0APPROVAL OF AGENDA:
Approval of Agenda as presented. Action Item
Kathy moved to approve the agenda with the removal of item 7.0 – B. President Holzapfel seconded.
The agenda was approved with the removal of item 7.0 – B by a show of hands and ayes by Board members Holzapfel, Cannon, Duree and Perez.
4.0APPROVAL OF MINUTES:
Approval of regular meeting minutes of May 21, 2014 – Action Item
Janice Cannon moved to approve the minutes of the regular meeting of May 21, 2014 with the following correction:
4.0 needs to read “as corrected”,
7.0 – A under the Conservation Corp of Long Beach, remove the word “learned”,
9.0 – under President Holzapfel, change the words “a teacher”, to the “college.”
Helen Duree seconded.
The minutes from the regular meeting of May 21, 2014 were approved with the correction by a show of hands and ayes by Board members Holzapfel, Cannon, Duree and Perez.
Approval of special meeting minutes of May 21, 2014 – Action Item
President Holzapfel moved to approve the special meeting minutes of May 21, 2014 as presented. Janice Cannon seconded.
The special meeting minutes of May 21, 2014 were approved by a show of hands and ayes by Board members Holzapfel, Cannon, Duree and Perez.

7.0NEW BUSINESS:
- Charter School Reports –Information Only
- Wm. Finch Charter – Lisa Morgan
- Auditors visited Wm. Finch and reviewed the student files and found everything in excellent order.
- The Community Service Project for the seniors went very well.
- The Senior trip was fun.
- Graduation was successful and well received.
- June 13 was the staff planning day for following year.
- Success One! – Susan Domenighini
Success One! has its first graduate. There are two students enrolled now. Ten students are in line for next year from the jail,a waiting list is being created. The school will start in July, 2014.
- Conservation Corps of Long Beach – Susan Domenighini
Conservation Corps of Long Beach is working towards a new building.
- Mental Health Presentation – Amy Lindsey
This item was taken of the agenda to be heard at the July meeting.
- Tower Project – Superintendent Quarne/Roberto Herniman – Information Only
Roberto Herniman reported he had just received an update from DSA. The architects need to do further calculations for the Princeton High design and resubmit to DSA. Since it’s the same design for the tower at GCOE, he expects to hear the same request from DSA on that tower.
- Policy Committee Report – Janice Cannon
BP-7012 – Action Item
Use of school facilities policy
Helen reported the Committee has met and reviewed the rental policy. Some changes were made and is ready for approval from the Board. Kathy Perez moved to approve BP-7212 use of school facility policy. Janice Cannon seconded.
The BP7012 Use of School Facilities Policy was approved by a show of hands and ayes by Board members Holzapfel, Cannon, Duree and Perez.
- Board Liaison Reports – Information Only
President Holzapfel attended the SELPA meeting. SELPA is reviewing the bylaws and presenting a “Boot Camp for Administrator’s.”
Helen Duree attended the Wm. Finch graduation and was very impressed.
- Order of Elections – Superintendent Quarne – Action Item
Resolution #2013/2014-4 – Resolution for Glenn County Office of Education
President Holzapfel moved to approve the Order of Elections Resolution 2013/2014-4 for Glenn County Board Elections. Helen Duree seconded.
The Order of Elections Resolution 2013/2014-4 was approved by a show of hands and ayes by Board members Holzapfel, Cannon, Duree and Perez.
Resolution #2013/2014-5 – Resolution for Butte-Glenn Community College
Helen Duree moved to approve the Order of Elections Resolution 2013/2014-5 for Butte-Glenn Community College elections. Janice Cannon seconded.
The Order of Elections Resolution 2013/2014-5 was approved by a show of hands and ayes by Board members Holzapfel, Cannon, Duree and Perez.
- Carl Perkins – Jess Modesto– Action Item
The Carl Perkins application was presented by Randy Jones. Following questions from the Board and the correction of the coordinators name, President Holzapfel moved to approve the Carl Perkins application. Kathy Perez seconded.
The Carl Perkins application was approved by a show of hands and ayes by Board members Holzapfel, Cannon, Duree and Perez.
- Wm. Finch Charter LCAP – Lisa Morgan – Action Item
After reviewing the Wm. Finch Charter School LCAP, Janice Cannon moved to approve. Helen Duree seconded.
The Wm. Finch Charter School LCAP was approved by a show of hands and ayes by Board members Holzapfel, Cannon, Perez and Duree.
- Success One LCAP – Susan Domenighini – Action Item
After reviewing the Success One! Charter School LCAP, Helen Duree moved to approve the LCAP with the insert of the corrected page 8 of 28. Kathy Perez seconded.
The Success One! Charter School LCAP was approved by a show of hands and ayes by Board members Holzapfel, Cannon, Perez and Duree.
- GCOE/Willowglen LCAP – Susan Domenighini – Action Item
After reviewing the Willowglen/GCOE LCAP, Kathy Perez moved to approve as presented. Janice Cannon seconded.
The Willowglen/GCOE LCAP was approved by a show of hands and ayes by Board members Holzapfel, Cannon, Perez and Duree.
- GCOE 2014/2015 Proposed Budget – Randy Jones – Action Item
Randy Jones, Assistant Superintendent of Business Services, presented the Board with a handout of the Educational Protection Account to insert into their budget packet. After a few question/answers, Helen Duree moved to approve the proposed GCOE 2014/2015 budget. Kathy Perez seconded.
The GCOE 2014/2015 proposed budget was approved by a show of hands and ayes by Board members Holzapfel, Cannon, Perez and Duree.
8.0ADMINISTRATIVE REPORT: The Superintendent will report on his activities.
- Glenn County Mental Health turned the START program into SMART (System-wide Mental Health Assessment and Treatment Response Team), MHSA is committing their grant money into the program.
- New proposed legislation will cap the reserves a school district can have.
9.0BOARD MEMBER REPORT: Report on any County Office of Education related activities by Board Members.
Kathy Perez reported Hamilton Unified and Princeton are doing well. Hamilton may propose a bond and Princeton just passed theirs. Mrs. Perez also attended the Wm. Finch graduation.
Janice Cannon announced Laurel Hill-Ward is the new principal for Stony Creek. Mrs.
Cannon attended the WHS graduation and the Adult Education Medical Assistant graduation.
Judy Holzapfel attended the Walden awards, Summer Kick-off, a video webinar for the county LCAP, WHS graduation and the first 8th grade graduation at Walden Academy.
10.0COMMUNICATIONS:
- Princeton High School will keep receiving the necessary small school funding for three more years.
- Superintendent Quarne reported on the accident between a school bus and go-cart.
- CHP audited the buses and found an area that needs to be cleared. Drivers need to report the time they work outside of GCOE.

President Holzapfel adjourned the meeting into closed session at 6:49 P.M.

President Holzapfel reconvened the meeting at 8:40 P.M.
The Board received information to consider until the July meeting.
