The Pocahontas County Board of Education met in closed session on Monday, May 11, 2015 at 6:30 PM to discuss a student discipline matter, then in regular session at 7:00 PM, the Pocahontas County Board of Education with the following members present:

EXPULSION HEARING

On recommendation of the superintendent and motion of Mr. Tritapoe, seconded by Mrs. Beverage, the Board unanimously agreed to enter in to a closed expulsion hearing for a violation of WV Code 18A-5-1a, West Virginia State Board Policy 4373, Pocahontas County Discipline Code and Pocahontas County Schools Student Code of Conduct.

EXPULSION

On recommendation of the superintendent and motion of Mr. Tritapoe, seconded by Mr. Walker, the Board unanimously approved the expulsion of a Pocahontas County Schools student for a violation of WV Code 18A-5-1a, West Virginia State Board Policy 4373, Pocahontas County Discipline Code and Pocahontas County Schools Student Code of Conduct, for up to one calendar year.

On recommendation of the superintendent and motion of Mr. Tritapoe, seconded by Mrs. Beverage, the Board unanimously approved payment of vendor listing of claims in the amount of $29,497.46.

APPROVAL TO AUTHORIZE PAYMENT OF VENDOR LISTING OF CLAIMS …

On recommendation of the superintendent and motion of Mr. Tritapoe, seconded by Mrs. Beverage, the Board unanimously approved to authorize payment of vendor listing of claims in the amount of $44,051.88.

APPROVAL TO AUTHORIZE PAYMENT OF VENDOR LISTING OF CLAIMS (LOCAL GOVERNMENT PURCHASING CARD)…

On recommendation of the superintendent and motion of Mr. Tritapoe, seconded by Mrs. Hefner, the Board unanimously approved to authorize payment of vendor listing of claims in the amount of $41,773.11.

APPROVAL OF BUDGET ADJUSTMENTS…

On recommendation of the superintendent and motion of Mrs. Hefner, seconded by Mr. Walker, the Board unanimously approved the Budget Adjustments.

APPROVAL OF BANK RECONCILIATION…

On recommendation of the superintendent and motion of Mr. Tritapoe, seconded by Mrs. Beverage, the Board unanimously approved the Bank Reconciliation for the month of March, 2015.

APPROVAL OF GRANT AWARDS…

On recommendation of the superintendent and motion of Mr. Tritapoe, seconded by Mrs. Beverage, the Board unanimously approved Grant Awards.

APPROVAL OF REVENUE & EXPENDITURES SUMMARY…

On recommendation of the superintendent and motion of Mrs. Hefner, seconded by Mr. Walker, the Board unanimously approved the Revenue and Expenditures Summary.

APPROVAL OF BUDGET

On recommendation of the superintendent and motion of Mr. Tritapoe, seconded by Mrs. Beverage, the Board unanimously approved the budget for the fiscal year beginning July 1, 2015 and ending June 30, 2016.

EXECUTIVE SESSION

On motion of Mrs. Hefner, seconded by Mr. Tritapoe, the Board unanimously approved a call for Executive Session to discuss a personnel matter. The Board went into Executive Session at 8:17 PM, and at the conclusion of the Executive Session, on motion of Mr. Tritapoe, seconded by Mr. Walker, the Board agreed to return to the agenda at 9:26 PM.

APPROVAL OF SCHOOL CALENDAR…

On recommendation of the superintendent and motion of Mr. Tritapoe, seconded by Mrs. Beverage, the Board approved the school calendar for the 2015-2016 school year with a 4-1 vote, Mr. Tritapoe casting the dissenting vote.

On recommendation of the superintendent and motion of Mrs. Hefner, seconded by Mr. Walker, the Board unanimously approved for Teresa Mullin to attend the High Schools That Work Conference in Atlanta, Georgia on July 15-18, 2015. All cost will be paid through the Family Resource Network Innovation Zone Dropout Prevention Grant.

APPROVAL TO JOIN WV SCHOOL BOARD ASSOCIATION…

On recommendation of the superintendent and motion of Mr. Tritapoe, seconded by Mrs. Beverage, the Board unanimously approved for the Pocahontas County Board of Education to join West Virginia School Board Association for the 2015-2016 fiscal year, at a cost of $1,875.

SUPERINTENDENT’S REPORT

Superintendent Bechtel informed the Board that the National Radio Astronomy Observatory donated $900 to Pocahontas County Schools to cover the cost for Pocahontas County students to attend the State Math Field Day at Concord University.

MATTERS OF THE BOARD

Mr. Walker told the Board that he was very disappointed in the teachers’ and service personnel’s actions. He stated that they asked questions and expressed their concerns, however, by leaving prior to the Board exiting executive session, didn’t allow the Board to thoroughly explain the reasoning.

Mrs. Hefner informed the Board that she recently sat in on Mrs. Shinaberry’s pre-calculus class at Pocahontas County High School. She stated that the class was very impressive and the entire school was up-to-par with their professionalism.

Mr. Tritapoe stated that he and Mrs. Hefner recently attended the Child Abuse Memorial on the courthouse lawn. He said that he really enjoyed the program, ceremony, and food. He also said that the kindergarten classes from Marlinton Elementary School placed 150 pinwheels in the lawn, which was very entertaining.

Mr. Tritapoe stated that the girls’ softball team recently won their first home game, played at the new field at Pocahontas County High Schools. He congratulated the team on their win and gave his best wishes to Sarah Lambert, who broke her leg while sliding in to home.

NEXT BOARD OF EDUCATION MEETING

The next Board of Education meeting will be held on Monday, May 11, 2015 beginning at with an expulsion hearing at 6:30 PM, then regular meeting at 7:00 PM at the Pocahontas County Board of Education Conference Room.
