Job Description
Position Title: Irrigation District Manager, Full-time
Job Description: Manages the day-to-day operations of a mid-sized irrigation district in Central Wyoming. Controls and assists in distribution of irrigation waters. Works with other district employees to operate and maintain a modern irrigation water delivery system.
Supervision Received and Exercised: Works under the direction of an elected three-man Irrigation District Board of Commissioners as authorized by Chapter 7 of Title 41 of Wyoming Law. Supervises ditch riders, maintenance workers, secretary, and part-time and/or temporary employees.
Duties and Responsibilities:
1)Plans, directs, and inspects water delivery, construction, maintenance, and operation activities.
2)Implements district policies as adopted by the District Board of Commissioners relating to regulation and distribution of water and system operation, and recommends changes in policy when necessary.
3)Regularly communicates with the Irrigation District Board of Commissioners in regard to matters involving district operation and personnel.
4)Works with the Board of Commissioners to prepare annual budgets.
5)Prepares contracts, bid solicitations, and agreements for board execution.
6)Confers with water users to discuss and resolve matters involving the district, listens to ideas and requests from water users of the district for improvements, upgrades, and/or enhancements to the operation and maintenance of the district, and responds according to the district policies and Board of Commissioners advice.
7)Inspects field operations and reviews work of subordinates to determine the progress of construction and maintenance projects, water distribution, and user satisfaction.
8)Maintains a set of maps, aerial photos water rights and head gate information for each diversion out of the canal, in addition to construction plans for proposed projects as well as completed projects within the district.
9)Constantly watches for methods and ways to improve the overall efficiency safety and performance of the District, including ditch and drain maintenance, infrastructure upgrades, pipe installation, vegetation control, erosion control, construction needs, etc. Regularly assesses the condition of District vehicles, heavy equipment, and other property and recommends repair or replacement when necessary.
10)Approves employment and discharge of employees, recommends employee compensation levels, and makes recommendations for additional staffing needs when necessary.
11)Obeys Wyoming Water Laws and all State, City, and Federal Rules and Laws.
12)Studies and learns the application of State Water Laws and pertinent Federal laws to the Districts’ place on the river and to the internal use of those laws within the district. Stays informed of emerging Corps of Engineers requirements regarding river activities.
13) Operates light and heavy equipment; instructs subordinates in same.
14)Other duties as assigned by the Board of Commissioners.
Qualifications:
Knowledge of: Wyoming Water Law; pertinent Federal laws; irrigation system design and construction; personnel management; equipment operation; layout and boundaries of the irrigation district.
Ability to: Prepare reports; professionally represent the District; develop plans of work; understand budgetary process of the District. Require that all employees, annually, have read and understand the Employee Policy Manual and the Rules and Regulations Manual and understand OSHA rules and regulations.
Environmental Conditions: Work is in a field environment as well as office environment with some work in the shop and equipment yard; requires travel from site to site; exposure to water, dust, noise, grease, smoke, fumes, chemicals, weather; work around heavy equipment.
Physical and Mental Conditions: Walking, standing, bending, reaching, working on uneven/slippery surfaces, lifting, carrying, constant water hazards, stress of emergencies, disgruntled water users, and government mandates.
