Respected Sir,

At the outset on behalf of SNEA (I), Nashik and on my personal behalf, we warm heartedlywelcome you first timein Nashik after taking the charge as CGMT, MH Circle. Sir, Nasik executives feel proud that the Officer who worked at Nasik as SSA Head became Circle Head, who is well aware of every aspect, business opportunitiesat Nasik. As Nasik is pilgrimage city famous for industrial and agricultural development throughout India. Sir, we also feel pride and use to propagate that Nashik SSA stood first in India and own prestigious IMRB and QOTS trophy in your leadership and successfully faced the mega event of India i.e. “Kumbh Mela-2003-04” at Nasik.

Sir, after your transfer from Nasik we tried to maintain same tempo of Development by overcoming many difficulties.Sir, as you are aware that, Nashik is one of the high revenue earning SSA amongst the forty five SSAs in India and one of the four major districts of Maharashtra having large business opportunities. Due to expansion of Mumbai – Agra highway the distance between Mumbai to Nashik is reduced in terms of timeand resulted in High growth of infrastructure and business opportunities. Nowadays, the prominent investors, builders and developers are involved in the development of Nashik city. Here BSNL is facing tough competition from Private operators and definitely needs your strongest ever support and timely guidance in dealing with the many important issues like scarcity of Man, Money & Material. Sir, traditionally SNEA (I) is still continued to give first priority to Development issues of our beloved company and second priority to important HR issues concerning to Executives.

Sir, we would like to take this opportunityon your visit at Nasik to bring certain Development & HR issues faced by Nasik SSA to your kind notice as follows,

Development Issues:-

1) Insufficient fund for Development and Maintenance activities in SSA.

2) Timely and positive support from Circle for ECT EBU cases.

3) Insufficient material like, UG cable, OF cable, BB Modems, EPBT etc.

4)Expansion of Mobile network so as to provide required services to our esteemed customers.

5) Extension of period for ‘Bharat Swabhiman Nyas”Mobile CUG plan as it is being closed on 5th May-2013 and the Demand is started increasing.

6) Formulate the plan for fixed line services,Mobile services, FTTH services to grab business of huge number of multistoried buildings in Nasik and entire Maharashtra so as to face competition with Private operators.

7) The conversion of DNP closed post paid MKS-I plan customers to prepaid MKS-Ialready exists, like wise there is huge Demand for reconnection of Prepaid MKS-I& II those are disconnected for various reasons.( This will great help in increasing Revenue and reducing outstanding Amount).

8) Delay in sanctioning estimates at circle office.

9) Top level co-ordination for recovery of reinstatement charges from NMC, National highway Authorities against severely damages of our cable network and shifting of cable routes and Telecom assets due to expansion and development work by these organizations.

10) No spare hardware / Cards available for maintenance for BTS, BSC and MSC at SSA Level.

11) For 3G Node B, no spare Hardware for repairs and replacement of faulty cards at SSA level.

12)Only one Drive Tool is provided for each DGM area. Drive Test and optimization is to be carried out for each and every site regularly to minimize inferences and to improve quality of services.

13) NWP (Network Planning) Tool is available centrally at Mumbai and Pune. For each phase of project capacity/coverage planning needs to be carried out with the help of NWP.

14)For attending routine faults like VSWR/Antenna Orientation / Tilting, RF parameter optimization, continuous attention is required. Rigger Tender is done.

15)Improper maintenance of DG sets and AC Units at BTS Sites resulting in Poor QOS & Degradation of Hardware resulting frequent replacement of TREs/Combiners.

16) Very less Mobile staff transferred from Mobile wing to SSA after merger of mobile wing to SSA and more responsibility (80% work load) of Mobile services transferred to SSA.

17) After merger of Mobile Wing in the SSA there is need to define line of action to overcome shortfalls.

HR Issues:-

1) Restoration of diverted postsof DE/SDE/JTO’s from revenue earning large SSA to non revenue earning small SSAs having less business opportunities.

2) Considering combine strength of SDE and JTO for circle average as there is acute shortage of JTOs.

3) Request to accord special weightage in more number of executives than circle average to Nasik SSA so as to successfully face coming Mega event viz. Kumbh Mela at Nasik.

4) Consideration of request transfers of the executives requested for Nasik and completed their more than three years stay.

5) Request for consideration of change of posting on transfer case of Shri. Chaudhary D J JTO Nasik who is under transfer to Gadchiroli and requested to post at Raigad, Goa, Ratnagiri or Sindhudurg. Sir Gadchiroli is now all India tenure place and more number of request are started coming for Gadchiroli and Gadchiroli is already having more JTOs than other applied tenure places.

6) Migration of Civil executives in Telecom District to utilize engineering expertise in telecom field (EB & Marketing).

7) To restore the order of Promotion & posting of JTO to TES Grp B dated 03.08.2012 cancelled by AGM(HR& Admn) Nasik as per the guidelines issued by Circle Admn. The issue of considering date of promotion to regular post to executives should be from date of issue of corporate office order. The Corporate has already issued clear cut guide lines. But as usual Nashik administration had created confusion and it was implemented wrongly. After raising complaint by some executives the clarification was sort from circle office. Circle office had given clarification which was not complete and not at all linked to corporate guide lines. It was clearly expected by our circle president to Nasik SSA head that the said order is to be implemented fully for the executives promoted after date of issue of the said order by corporate office and it can be implemented to those executives who get benefits for executives promoted before issue this order.

8) To provide one time relaxation to exercise option for pay fixation on pre-ponement of date of promotion in the cadre of JTO in Nasik SSA. Before pre-ponement of date of promotion after second PRC up gradation executives may be allowed to exercise option to continue pre-revised IDA pay scale till date of promotion. This will protect loss in pay for many executives in our SSA and in Maharashtra circle too.

9) Long pending pay anomaly cases of executives, Many times Nashik administration sought clarification from circle office and still the cases are not at all resolved and are pending for decision from last one year. Many times it is observed that Circle administration taking dual stand on the orders issued / endorsed by circle office itself, e.g. Policy for posting of TTA’s on Officiating Promotion in the SSA, JTO to SDE promotion and issues of their date of effect for pay fixation and seniority etc...
