A meeting of the Parish Council was held in the Welton Room, Welton Village Hall

on Monday 14th December 2015.

15/12/01 Chairman’s remarks

The Chairman welcomed everyone to thelast meeting of 2015 and thanked Andy Smith for attending to discuss with members the proposed changes to the bus service. He wished everyone a Merry Christmas and a Happy New Year and looked forward to the first meeting of 2016.

15/12/02Apologies

On a proposal from Cllr Powell, seconded by CllrReall, it was unanimously RESOLVED following a vote to accept apologies from Cllr Mrs van Gelderen, having considered and accepted her reason for absence. County Cllr Mrs S Rawlins, District Cllrs M Parish and Mrs D Rodgersand the Police also sent their apologies. Cllr Watkin was absent, but no apologies were received prior to the meeting.

15/12/08 Financial Matters

  • On a proposal from CllrMrs Chapman, seconded by CllrHornsey, it was RESOLVEDfollowing a majority vote(8 for, 2 abstentions – both are payees) to accept the accounts presented for payment.
  • Councillors received details of income and expenditure to 30.11.15.
  • On a proposal from Cllr Greenway, seconded by Cllr Powell, it was RESOLVED following a unanimous vote to sign and witness the precept demand for 2016/2017 for submission to WLDC.
  • On a proposal from Cllr Greenway, seconded by Cllr Reall, it was unanimously RESOLVED following a vote to agree the Clerk and Cllr Mrs England’s attendance at a WLDC Volunteers and the Law training event in Nettleham.

15/12/09Bus Service in Welton

Four Councillors use the service regularly and think the new route is a good idea and Welton will benefit from more buses in the hour, a direct service to Lincoln and it will speed up the journey. The route around Welton will be altered. On a proposal from Cllr Mrs Chapman, seconded by Cllr Mrs England, it was RESOLVED following a majority vote (6 for, 4 abstentions) to support the proposals from Stagecoach. 15/12/10 Welton Paper Shop Signage

Mr and Mrs Crowther had attended the meeting and spoke during the public open forum. They indicated that the sign would be reduced in length and height and members were prepared to accept the proposed adjustments. Insurance cover – have they got sufficient?On a proposal from Cllr Greenway, seconded by Cllr Powell, it was RESOLVEDfollowing a majority vote (8 for, 2 abstentions; Cllr Mrs England requested that her vote to abstain be recorded) to agree to the sign being located on the Parish Council office building, subject to its reduction in size, seeing it in situ first and confirmation of sufficient public liability insurance cover being in place.

No Observations/Comments on:

  • 133602 – Brayford Plastics Ltd – Horncastle Lane, Grange de Lings – Change of use of agricultural land to general industrial use, relocation and rotation of an existing prefabricated structure, the removal of a single storey building and the erection of 3no. extensions to an existing manufacturing use, to include ancillary landscaping, parking and servicing areas

Observations/Comments on:

  • 133646 – Mrs H Turley & Rippon Homes Ltd – Land east of Hackthorn Road – Reserved matters application for erection of 61no. dwellings, following outline planning permission 130150 granted 22nd October 2014
  • The Council’s comments on this application remain the same as those for the outline planning application 130150, which WLDC did not appear to take into consideration when granting permission.
  • The Developers have still not had any contact with the Parish Council (PC) regarding this development or the content of the Section 106 Agreement. An invitation to attend the meeting held by the Parish Council on 6th May 2014 to discuss this application was declined by both the applicant and his/her agent. The Design and Access Statement still states at 3.6 that “the applicant has held discussions with the parish council regarding potential contributions” and to date this has not taken place.
  • It appears that no regard has been taken to the draft Neighbourhood Plan, which now has more weight and the Localism Act says the PC should be consulted at all stages, in relation to the type and mix of housing that is desirable and the voice of the residents through its consultation.

  • There remain major concerns that there is only one entrance in and out of this development; in an emergency vehicles may have problems if the entrance were blocked. One road on this development is too long for a cul-de-sac. The distance between the junctions onto Hackthorn Road from this development, Northfield Road and Poachers Rest is too close and an accident waiting to happen, particularly with the speed of traffic on Hackthorn Road.
  • The site is not within easy walking distance to shops and other amenities for those who do not have access to their own transport. The distance to the centre of the village would be considerable for those who are elderly or disabled and there is no bus route on Hackthorn Road. It will be even further for those living at the end of this long cul-de-sac!
  • The number of properties on such a narrow site remains a concern and the Council respectfully requests that officers visit the site again prior to determination to assess the density of properties proposed and consider reducing the number of houses to be built.
  • The PC also requests that this application be determined by the Planning Committee and is not an officer decision.

Appeal against the refusal of planning permission

AnInformal Public Inquiry was held on 17th/18th November 2015 – result awaited

Make written/verbal support to the letter received from a resident and Cllr Greenway will attend WLDC to speak at a Planning Committee meeting.

These types of tandem development change the aspect of the village and if allowed to continue over the years the village will change considerably in certain areas.

Painshall is a historical building and part of the Prebends of Welton, it stands in the Conservation Area and we should try and keep it as it is now. Church Lane is not suitable for further traffic and there is not room for two cars to pass.

On a proposal from Cllr Greenway, seconded by Cllr Reall, it was unanimously RESOLVED following a vote to agree with the resident who sent a copy of their objections. Look at it as a whole development with both applications. 30 Ryland Road – a similar application for only one dwelling was refused by the Inspectorate on appeal a number of years ago.

Cllr Powell has visited the site as Tree Warden when an application was received for trees to be cut down. WLDC letter said the trees were not protected, even in the Conservation Area asthere are noTPO’s on them.

It has been agreed to protect the Green Wedge between the villages, Cllr Greenway has spoken to Dunholme Parish Council and District Cllr England and suggested that one objection from Dunholme Parish Council with the support of Welton PC would be more beneficial and carry more weight.

On a proposal from Cllr Greenway, seconded by Cllr Powell, it was RESOLVED following a unanimous vote that the Clerk will write to Dunholme Parish Council to our support to their comments and also advise WLDC of this decision.

  • 133747 – Mr D Holmes – 48 Ryland Road – To erect single storey rear extension with new pitched roof over existing side garage – no observations.
  • Appeal on 131492 – R H Ward (Welton) Ltd & Mr P Linder – Land off Cliff Road/Heath Lane – decision awaited, several Councillors attended the appeal hearing. If allowed, we could ask the Secretary of State to call it in. On a proposal from Cllr Pikett, seconded by Cllr Mrs Chapman, it was unanimously RESOLVED following a vote to delegate power to the Clerk to request the Secretary of State to call it in, if the appeal is allowed.

15/12/13 Leisure Facilities in Welton

An invitation from District Cllr Parish has been received for three members to join the Welton & Dunholme Partnership Leisure Working Group. On a proposal from Cllr Greenway, seconded by Cllr Mrs Chapman, it was RESOLVED following a majority vote (8 for, 1 against, 1 abstention) to decline the invitation. It was agreed not to involve the PC in any actions of this nature at this time as it could be so far in the future before any houses are built and any discussions with WLDC take place regarding the 106 Agreement.

8.43pm Suspend meeting to allow a member of the public to speak

There is time limitation on the Section 106 Agreement and this could lapse before anything is done. The Neighbourhood Plan should influence what the land could be used for in consultation with the community. The PC needs to have a firm view and negotiate with WLDC and the Developer to ensure through the Neighbourhood Plan that the right use for this land is achieved.

15/12/14 Council and Committees

  • Saturday Surgeries – A discussion took place regarding the surgeries and where they could be held, the library when it re-opens and/or Stonecliff Park were suggested as werethe Methodist Chapel and St Mary’s Church. On a proposal from Cllr Reall, seconded by Cllr Mrs England, it was RESOLVED following a majority vote (9 for, 1 against) to rotate venues between the Parish Office, Methodist Chapel, Stonecliff Park, St Mary’s Church and the library, the Clerk will write and request permission.

  • On a proposal from Cllr Mrs England, seconded by Cllr Powell, it was unanimously RESOLVED following a vote to agree the Schedule of Meetings for January – June 2016.
  • A letter has been received from the School Council of St Mary’s Primary Academy regarding ideas for developing the village. Cllr Watkin had beenrequested by the Playing Fields & Recreation Committee to discuss a single piece of play equipment for Manor Park with the school children and not for ideas to develop the village. The Neighbourhood Plan Working Group has already been into the school to talk to the children about the future of the village. On a proposal from Cllr Mrs England, seconded by Cllr Lowen, it was RESOLVED following a unanimous vote to refer the matter back to the Playing Fields & Recreation Committee.

15/12/15Councillors’ Reports

  • The utility cover has been repaired on William Farr corner.
  • Cllr Greenway – informed members that he is now the Vice-Chairman of LALC.
  • Cllr Greenway – Planning & Neighbourhood Plan Committee will meet on 5th January.
  • Trees on the verge outside Manor Park and the Golf Club heading towards Mill Lane need trimming – report to LCC.

On a proposal from Cllr Pikett, seconded by Cllr Lowen, it was RESOLVED following a unanimous vote to exclude the public and press, in accordance with the Public Bodies (Admissions to Meetings) Act 1960, to allow consideration to be given to the following staffing matter.

15/12/19Staffing Matters

A letter of resignation has been received from the Facilities Assistant. On a proposal from Cllr Lowen, seconded by Cllr Reall, it was unanimously RESOLVED following a vote to delegate power to the Clerk to advertise, interview and appoint. It was agreed the Clerk together with Cllrs Greenway, Lowen and Mrs Watson as members of the Playing Fields & Recreation and Environment Committees, will make up the interview panel.
