1.1 What is Toastmasters?
1.1.1 Toastmasters International (TI)
Toastmasters International is non-profit organization that is devoted to enhancing members’ communication and leadership skills. The website of Toastmasters International describes this organization as follows:
From a humble beginning in 1924 at the YMCA in Santa Ana, California, Toastmasters International has grown to become a world leader in helping people become more competent and comfortable in front of an audience. The nonprofit organization now has nearly 235,000 members in 11,700 clubs in 92 countries, offering a proven – and enjoyable! – way to practice and hone communication and leadership skills.
Most Toastmasters meetings are comprised of approximately 20 people who meet weekly for an hour or two. Participants practice and learn skills by filling a meeting role, ranging from giving a prepared speech or an impromptu one to serving as timer, evaluator or grammarian.
There is no instructor; instead, each speech and meeting is critiqued by a member in a positive manner, focusing on what was done right and what could be improved.

1.1.2 Toastmasters in Taiwan (District 67)
The following introduction of Toastmasters in Taiwan is adapted from Spark TMC (2001):
In Taiwan, the first Toastmasters club (Taipei Toastmasters Club) was established in 1958. The governing body of Toastmasters on Taiwan is the … [District 67 of Toastmasters International] located in Taipei. Over the last …[50] years, we have …[about 130 clubs and 3500 members] island-wide. The majority of the clubs are English clubs [(80%)), with a few Taiwanese, Japanese, …[Mandarin and Hakka] clubs. Our members come from all walks of life, managers, teachers, trainers, professors, salespersons, doctors, civil servants, students and housewives. We have a diversified membership with different nationalities. The clubs are public clubs, company clubs, community clubs and university clubs. Our sole purpose is to gain personal growth through the training of communication and leadership skills in a positive environment.

1.1.3 Toastmasters in universities in Taiwan
There are more and more Toastmasters clubs in universities in Taiwan. Examples are: NTU台大 (1997), NTOU海洋 (1998), Chia Yi嘉義 (2001), YZU元智 (2002), Chang Gung長庚(2002), Yang Ming陽明(2004), Yun Tech雲林科技 (2004), FJU輔仁 (2004), Cheng-Kung成功 (2004), NCCU政治 (2005), NCU中央 (2005), SCU東吳 (2006), AU亞洲 (2007), Shi Chien實踐 (2007), Tamkang淡江(2007), KMUS高醫學生(2008), I-Shou Univ. 義守大學 (2009), etc. Of these, Chang Gung TMC and NTOU TMC are no longer in the club list on the website of District 67; they are probably not running.
1.2 Vision, mission, values and promise
1.2.1 The vision of Toastmasters International
The website of TI describes its vision as:
Toastmasters International empowers people to achieve their full potential and realize their dreams. Through our member Clubs, people throughout the world can improve their communication and leadership skills, and find the courage to change.
1.2.2 The mission of Toastmasters International
The mission of TI is described on its website as follows:
Toastmasters International is the leading movement devoted to making effective oral communication a worldwide reality.
Through its member Clubs, Toastmasters International helps men and women learn the arts of speaking, listening and thinking—vital skills that promote self-actualization, enhance leadership potential, foster human understanding, and contribute to the betterment of mankind.
It is basic to this mission that Toastmasters International continually expand its world wide network of Clubs, thereby offering ever-greater numbers of people the opportunity to benefit from its programs.
1.2.3 The core values of Toastmasters International
The same website defines the values of TI as:
Toastmasters International’s core values are integrity, dedication to excellence, service to the member and respect for the individual. These are values worthy of a great organization, and we believe we should incorporate them as anchor points in every decision we make. Our core values provide us with a means of not only guiding but also evaluating our operations, our planning and our vision for the future.
1.2.4 The mission of the club
One can find the same mission shared by every Toastmasters club on the website of TI:
The mission of a Toastmasters Club is to provide a mutually supportive and positive learning environment in which every member has the opportunity to develop communication and leadership skills, which in turn foster self-confidence and personal growth.
1.2.5 A Toastmaster’s promise
A toastmaster’s promise is stated clearly on the website of TI:
As a member of Toastmasters International and my club, I promise...
. To attend all Club meetings regularly;
. To prepare all of my speeches to the best of my ability, basing them on projects in the Communication and Leadership Program manuals or the Advanced Communication and Leadership Program manuals;

1.4 Clubs of District 67 Taiwan
In September 2008, there are 132 clubs listed on the website of District 67 (www.toastmasters.org.tw), belonging to 9 divisions. The format was originally designed by Helen Chen, a member of Mosaic TMC. The underlined clubs are in universities.

1.6 Toastmasters activities
1.6.1 Regular meetings
Toastmasters is a learning by doing program. In other words, we learn while we participate and take different meeting roles. At a typical regular meeting, we will learn to master prepared speeches, impromptu speaking, running a meeting and evaluations.
The main four sessions of a regular meeting are:
1. Joke/Variety Session: Jokes or games are provided to bring a happy atmosphere.
2. Prepared Speech Session: You will practice presentation skills, body language, and vocal variety, etc. by following the guidance in the Competent Communication manual.
3. Table Topics Session: You will learn to think on your feet, and deliver an impromptu speech of one to two minutes, with a clear and complete structure.
4. Evaluation Session: You will learn to provide effective, constructive feedback.
1.6.2 Other Toastmasters activities
A toastmaster can learn not only from his/her own club, but from other clubs and many activities held by the areas, divisions and district. Instances are:
1. Joint meetings: two clubs can run a meeting together. In this way, we can learn from the good role models of other clubs.
2. Contests: Humorous speech contest and evaluation contest are held each year in spring; prepared speech contest and table topics contest are held in fall. If a toastmaster wins in his/her own club, he/she can attend the area contests, and will have the chance to attend the division contests, etc.
3. Conventions: In the Spring Convention and the Fall Convention, final speech contests (in different languages) are held, and international trainers are invited to give workshops. The champion of prepared speech contest will represent District 67 to attend the Inter-district contest, of which the winner will attend the International contest.
