Web-based legal information system to premiere online and in three Coloradocommunities
The I-CAN! Colorado Project, developed to help litigants with limited financial resources, will soon debut in three Colorado courthouses via a kiosk system and on the Web. The project allows self-represented individuals to complete and print pleadings in selected civil case-types by using online modules.
“This collaboration reflects our continued efforts to improve access to the courts,” says Chief Justice Mary Mullarkey. “It is another step toward providing expanded access to the courts for those with limited resources and those who represent themselves.
“The benefit to us is that the forms produced by the system contain all the necessary information in a standard format expediting processing,” adds Mullarkey.
The project is a joint effort by Colorado Legal Services; Colorado State Courts; Colorado Bar Association;Legal Aid Society Orange County, CA; and LexisNexis.
The online program, available through kiosks located in three county courthouses and also through the Internet, provides information for self-represented litigants on how the justice system works and enables them to create properly formatted selected types of pleadings including court filing fee waivers, protection orders (temporary orders for domestic violence situations); pleadings to initiate or defend themselves in small claims cases; and responses to eviction actions. The system uses tutorial questions, a touch-screen interface and video technology. I-CAN!web-based legal services are available in both English and Spanish.
The online modules will be available beginning Oct. 3, 2005, at and through the Colorado Judicial Branch website at
Adams, Boulder and Weld county courts will be piloting the kiosk portion of the project. Kiosks will be located the in thesethree courthouses. The kiosks will be available in Boulder and Weld county beginning Oct. 3, 2005, and in AdamsCountyNov. 1, 2005. The kiosk in AdamsCounty will be located at AdamsCountyJusticeCenter, 1100 Judicial Center Drive in Brighton. The Boulderkiosk will be located in the BoulderCountyJusticeCenter at1777 6thStreet. In the Weld County Combined Courts the kiosk will be located next to the court clerk windows in the CentennialBuilding at 901 9th Avenue in Greeley.
“The system is designed for users with little knowledge of computers,” says Molly French, Colorado Legal Services. “I-CAN! provides convenient and effective access to vital civil legal information.”
