Primary purpose of the position
The LGNSW Manager Learning Solutions manages the operations of the unit to develop, deliver and evaluate a broad range of professional development options offered to councils in NSWto develop sector-wide capability as described in the Local Government Capability Framework.
This is a key role within the LGNSW Innovation and Capacity Unit and needs to manage resources to ensure the design and delivering of a high quality and diverse range of learning events and programs according to agreed budget targets.
Key accountabilities
- Oversee the design of the learning suite of programs in consultation with internal and external stakeholders to ensure it is future-focussed, strategically aligned with LG NSW’s vision, and meeting the needs of member councils
- Effectively lead, coach, monitor, manage and develop the learning team and oversee the allocation of workand manage their processes and efficiency
- Ensure the delivery of the unit’s budget, including the achievement of income targets and the oversight of expenditure
- Undertake course development, design, facilitation and presentation where required
- Grow the use of online learning products to support face-to-face training initiatives
- Undertake promotion and marketing of all learning programs within organisation systems, guidelines and processes
- Build a strong group of learning facilitators: guide, coach and provide feedback to trainers and facilitators to maintain an excellent learning program
- Negotiate commercially viable contracts with facilitators and other external training providers
- Manage the Learning and Development Network for member councils, including managing meetings and facilitating outcomes

Essential requirements
- Solid experience (minimum 5 years is indicative) in a similar role encompassing business development, L&D, budget oversight and team leadership
- Experience with a range of methods and processes to identify and understand training and development needs
- Proven experience in identifying and delivering on new business opportunities
- Experience working with technologies such as an LMS, e-learning platforms, and a CRM
- Proven experience in the design and delivery of new training programs
- Willingness and ability to undertake occasional travel, sometimes involving overnight stays
- Event management and facilitation experience
- Ability to focus on the unique needs of the NSW local government sector
- High level communication skills
