APPROPRIATION ORDINANCE - BUILDING & EQUIPMENT FUND

AN ORDINANCE MAKING AN ANNUAL APPROPRIATION FOR

THE BUILDING & EQUIPMENT FUND FOR THE HAYNER PUBLIC

LIBRARY DISTRICT, MADISON COUNTY, ILLINOIS, FOR THE FISCAL

YEAR BEGINNING JULY 1, 2016, AND ENDING JUNE 30, 2017.

WHEREAS, the Board of Trustees of The Hayner Public Library District, Madison County, Illinois did cause to be prepared in tentative form an Appropriation Ordinance for the Building and Equipment Fund purposes and the Secretary of this Board made the same conveniently available to public inspection for at least thirty (30) days prior to final action thereon; and

WHEREAS, the Board of Trustees proposes to levy an additional .02% tax for Building and Equipment Fund purposes.

WHEREAS, a public hearing was held as to such an Appropriation Ordinance for the Building and Equipment Fund purposes on the 22nd day of September, 2016, prior to passage of said ordinance, and notice of said hearing given at least thirty (30) days prior thereto as required by law, and all other legal requirements were complied with:

NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE HAYNER PUBLIC LIBRARY DISTRICT, MADISON COUNTY, ILLINOIS AS FOLLOWS:

That the sums of money set out below or so much thereof as may be authorized by law are hereby appropriated for the purposes of the Board of Library Trustees of The Hayner Public Library District, Madison County, Illinois, as hereinafter specified for the fiscal year beginning July 1, 2016 and ending June 30, 2017.

Section 3

Pursuant to Illinois Compiled Statutes, Chapter 75, Section 16/40-50 there is hereby established a "Building and Equipment Fund" for the purpose of accumulating funds to purchase a library site/building and for the maintenance and repair of said site/building.

That the Board of Trustees of The Hayner Public Library District hereby proposes to levy an additional 2 percent tax of the value of all taxable property in this District, as equalized or assessed by the Illinois Department of Revenue (Property Tax Bureau), being the sum of $132,029.00 as set forth above (Section 1), all being pursuant to Illinois Compiled Statutes, Chapter 75, Section 16/35-5, for the rental of buildings required for library purposes, for maintenance, repairs, and alterations of library buildings and equipment.

NOTICE

This Ordinance shall be published at least once in one newspaper in the District within 15 days after final adoption. Within 30 days after this publication a petition may be filed pursuant to said statutory provision asking that the question be submitted to the electors of the District; as follows:

a. Said petition must be signed by 10 percent or more of the total number of registered voters in the District; this requires that the petition be signed by 3,246 electors of the district.

b. Said petition must be filed within thirty (30) days after the publication of the Ordinance.

c. The prospective referendum is the election presently scheduled for April 4, 2017, or the date of such emergency referenda as may be ordered by the Madison County Circuit Court.


Section 4

That this ordinance shall be in full force and effect from and after its passage as provided by law.
