14. General Summary of Function/Purpose of Position
Quantitative analysis of drinking water and environmental samples using U.S. EPA approved test methods for inorganic constituents on a variety of matrices. The work includes daily operation, maintenance and troubleshooting of complex instrumentation such as ICP-OES, ICPMS-MS, FIA and AA, preparation of samples, standards and reagents, working with the Laboratory Information Management System (LIMS) creating batches, entering and validating data, with strict adherence to quality control and assurance procedures as defined in methodology, Standard Operating Procedures and the laboratory’s Quality Assurance Program Plan.

Duty 1

General Summary of Duty 1 % of Time 90
Chemical analysis utilizing complex instrumentation including sample batching, data entry and validation in the Laboratory Information Management System (LIMS).
Individual tasks related to the duty.
·  Prepare chemical standards and reagents. Record chemical tracking numbers on batch sheets and in tracking log books.
·  Prepare and analyze samples for analysis using EPA approved methods.
·  Analyze samples in accordance with laboratory methods and Standard Operating Procedures.
·  Review and validate sample data.
·  Review quality control (QC) data for each batch to insure that QC is within acceptable limits. Evaluating any out of control data and recommend appropriate corrective action.
·  Review QC for trends and biases.
·  Perform Method Detection Limit (MDL) studies, Initial Demonstration of Capability, and any other method specific performance study required for analysis of samples using approved methodology.
·  Review and Update applicable Standard Operating Procedures.
·  Accurately enter data into the Laboratory Information Management System (LIMS) in a timely manner.
·  Perform and document routine and complex instrument troubleshooting and maintenance procedures.
·  Order chemical reagents, instrument replacement parts and supplies as necessary.
·  Abide by good laboratory safety procedures and adhere to the Laboratory’s Chemical Hygiene Plan (CHP).
·  Adhere to all procedures defined in the laboratory’s Quality Assurance Program Plan.
·  Keep apprised of approved methods as promulgated by the EPA.
·  Dispose of completed samples following laboratory policy.
·  Train new employees where appropriate.
·  Attend required laboratory safety training.
·  Attend other DEQ or outside training pertinent to the tasks described above.

Duty 2

General Summary of Duty 2 % of Time 10

·  Orders laboratory supplies as needed.
·  Participates in the development of new procedures and implementation of new equipment.
·  Participates in the write-up of new or revised test methods, equipment operation, reporting, or safety procedures.
·  Reviews and performs safety-related functions.
·  Performs other duties as may be assigned by Unit Supervisor.
16. Describe the types of decisions made independently in this position and tell who or what is affected by those decisions.
The employee in this position must make independent judgments regarding the accuracy of procedures performed. This requires evaluating instrument performance, troubleshooting, taking corrective action, and scheduling service as required. It also requires evaluating compliance with QC criteria and taking corrective action if necessary. Testing accuracy regarding hazardous contamination of water supplies determines how well public health is protected and affects the Laboratory’s certification with the EPA. Determining qualification of data if necessary.
17. Describe the types of decisions that require the supervisor’s review.
Review and approval of expenditures and significant deviation from standard Laboratory procedures for analysis and sample processing require supervisory review. In addition, supervisory review may be required for QC data and acceptability of results.

This position requires the routine handling of hazardous chemical substances, which requires extensive knowledge of chemical properties and continuous attention to proper precautions necessary when handling such compounds.

25. What is the function of the work area and how does this position fit into that function?
The Inorganic Unit is responsible for determining inorganic constituents in water, soil and other matrices to support the Department’s programs. This position serves as a professional scientist responsible for producing analytical data.
26. What are the minimum education and experience qualifications needed to perform the essential functions of this position?
EDUCATION:
Possession of a bachelor’s degree in chemistry, biochemistry, biology, microbiology, forensic science, or a related pure or applied science.
EXPERIENCE:
Laboratory Scientist 9
No specific type or amount is required.
Laboratory Scientist 10
One year of professional experience carrying out a variety of tests, analyses, or production and research activities involving chemical, biochemical and biological samples, specimens, and products equivalent to a Laboratory Scientist 9.
Laboratory Scientist 11
Two years of professional experience carrying out a variety of test, analyses, or production and research activities involving chemical, biochemical and biological samples, specimens, and products equivalent to a Laboratory Scientist, including one year equivalent to a Laboratory Scientist 10.
KNOWLEDGE, SKILLS, AND ABILITIES:
The employee in this position must have knowledge of commonly used laboratory techniques, terminology, and equipment. The employee must have knowledge of the safety procedures for handling hazardous chemicals. In addition, the employee must show good analytical judgment and possess attention to detail, recordkeeping skills, good communication skills in dealing with staff and responding to complex directions, a high level of reliability for job attendance, consistency of work, and the ability to work in a fast paced environment.
