Job Purpose
Under the direction of the Contracts Manager to provide advice, support and guidance to the citizens of Charnwood to ensure the most effective and efficient use of available services in pursuit of the Zero Waste Strategy, Open Spaces Strategy and other related service plans and strategies.
Main Duties and Responsibilities
1. / Supervise and monitor relevant contractors and sub-contractorsin respect of the Environmental Services Contract, Recyclate Contract and the Open Spaces Contract to ensure key and local performance indicators.
2. / Investigate complaints in accordance with the Corporate Complaints Procedure and deal with enquiries from the general public, including elected members to help deliver Customer Service Excellence.
3. / Effectively and efficiently manage workloads, including requests for service, enquiries and complaints, through the Council’s CRM system.
4. / Provide advice and support to the citizens of Charnwood on existing and new methods of sustainably managing waste as a resource through education and awareness raising initiatives in pursuit of the goals and targets contained in the Strategy’s within the service.
5. / To promote and market the services offered by the Group thorough educational and promotional activities in educational establishments, community groups, resident groups etc. This will include attending meetings, road-shows and events etc and providing interactive activities for groups of individuals such as schools or colleges.
6. / Engage with the local communities, groups and partner agencies to ensure effective partnership working relationships are established that will help maximise performance e.g. re-use groups, Government Agencies or other local authorities.
7. / Investigate flooding issues within the Borough and liaise with all external and internal partners in the event of a flooding incident.
8. / To carry out Contract related Health & Safety inspections in accordance with the HSE & British/European Standards to effectively manage the contracts. This includes joint service delivery inspections of the Contractor’s and playground inspections where necessary.
9. / To support the Contracts Manager in the effective management of the Snow Warden Scheme though communication and support for the volunteer Snow Wardens.
10. / Provide information and support for the Contracts Manager to ensure the effective management of contracts within Cleansing & Open Spaces.
11. / Undertake such other duties commensurate with your grade, and/or hours of work, as may reasonably be required, at the initial place of work or at any other of the Authority's establishments.

Qualifications

HNC or equivalent relevant experience to demonstrate the skills and knowledge necessary to carry out the duties required
GCSE Grades C or above (or equivalent) in
Mathematics and English
RPII - Outdoor Play Operational Inspector CPC
An understanding of the issues and willingness to learn the health and safety issues relating to outdoor play and sports facilities
Membership of relevant professional body
Sufficient awareness and understanding of the issues outlined in this job description
Graduate in Environmental Science or similar related subject. / ü

Experience
Experience of monitoring or supervising front line services, in particular waste management services, open spaces or flooding services
Experience in the field of environmental management, waste management and litter enforcement
Experience in providing advice and information to the general public
Experience of local authority flooding issues and section 106 adoptions procedures
Experience in dealing with customer complaints relating to service delivery issues
Understanding of Customer Service Excellence
Experience of supporting events and working with the community on environmental issues

Knowledge of health and safety within a waste management or open spaces environment, in particular experience of Playground inspections

Familiarity with the use of Microsoft Office programmes and GIS Mapping
Working knowledge and understanding of the role and use of a Customer Relationship Management system in delivering front line public services
