TB Alert, the UK’s national tuberculosis charity, works in the UK and internationally to fight a disease that globally claims 1.7 million lives a year and in this country is one of Public Health England’s seven priority health issues.
Our mission is to work towards the control and ultimate elimination of TB by increasing access to effective treatment for all. We do this by:
· providing information, guidance and support to individuals, communities and health and care services, so that people with TB access healthcare and receive a prompt and accurate diagnosis
· partnering health and care services to ensure people with TB receive the clinical and psychosocial support necessary for successful treatment
· building TB capacity among civil society, and strengthening collaboration between health and care services and civil society.
Job purpose
The Collaborative TB Strategy for England recommends that people who have recently migrated to England from countries with high incidence of TB are offered screening for latent TB. As part of this programme, TB Alert is being funded by NHS England in partnership with Public Health England, to support a number of high incidence CCGs to develop, deliver and monitor multi-stakeholder partnerships to increase awareness of latent TB. This will allow new entrants to make informed choices about taking up the offer of testing and treatment. This work complements a toolkit[1] TB Alert published to guide TB services on how to increase screening uptake and provide patient-centred services. The programme is essentially about guiding and supporting localities to implement Section 3 of the toolkit.
You will be supported by a Programme Assistant and will work closely with our Communications Manager who leads on developing awareness resources. You will work with stakeholders in about 10 CCGs (the majority in London) and will also participate in regional and national processes and forums. This is initially a fixed term contract until March 2019 but with the expectation of a six month extension in the next commissioning cycle. Additionally, for the right candidate TB Alert will be interested in exploring a permanent appointment as part of our team.
Main duties
1 Guide and support localities to develop multi-stakeholder partnerships involving the statutory and non-statutory sectors and affected communities, to increase awareness of latent TB
2 Guide and support localities in analysing and understanding barriers and facilitators to engaging local new entrant communities in latent TB testing and treatment programmes, including carrying out consultations or research where required
3 Guide and support localities in delivering and monitoring (at activity, output and outcome levels) latent TB awareness and health promotion activities
4 Lead the development and delivery of workshops or other consultation and learning events on increasing the uptake of latent TB screening
5 Collate learning, best practice and evidence, and develop appropriate guidance for use by other localities nationwide
6 Participate in appropriate policy, steering or working groups at local, regional and national levels
7 Support TB Alert’s Communications Manager in developing and testing new awareness and health promotion resources
8 Work with the Chief Executive to liaise with NHS England, Public Health England and other current or potential programme funders and key stakeholders
Person specification
Essential / DesirableQualifications/education/ knowledge / Relevant graduate qualification and/or equivalent experience
Knowledge of current health inequalities policy, social models of health and social marketing principles and practice relevant to populations vulnerable to TB / Relevant post-graduate qualification
Knowledge of clinical governance and patient safety principles and practice
Knowledge of health commissioning processes within the NHS and/or local government
Demonstrated experience / Developing and delivering health promotion programmes through partnerships involving the statutory and voluntary sectors
Managing programmes of engagement with migrant communities or other populations that experience health inequalities
Developing, implementing and reporting on monitoring and evaluation processes
Negotiating and influencing, especially where there are no formal policy levers
Participating in multi-agency health forums / Involvement in professional education activities for healthcare professionals
Presenting at high level meetings or conferences
Personal qualities / Excellent verbal and written communication skills
Ability to interact effectively with people of diverse demographics
Ability to travel nationally on a frequent basis, with occasional overnight stays
Proficiency in MS Office and Outlook
