Supplier Questions and MBTA Response

  1. Supplier Question:

Are the new (CAF) low floor (24) vehicles on order yet? Can our requirements regarding the onboard equipment needed for this new system be added to the vehicles prior to delivery to MBTA? What is the current schedule for delivery of the Number 9 (CAF) vehicles to MBTA?

MBTA Response:

The Type 9 Pilot cars (2) are expected to be on MBTA property March of 2018. However, they will be at the Manufacturing facility in Elmira, NY in August of 2017.

Provisions have been included in the Type 9 vehicle specification to allow for space for GLTPS equipment such as speed sensors, a rooftop antenna, console space for an operator display, power and wiring provisions.

Note that the MBTA expects all GLTPS equipment across the different vehicle types to be as interchangeable as possible.

  1. Supplier Question:

How many vehicles will be available for the following:
Survey/Inspection by Contractor?
Retrofit simultaneously during the Program?
How many vehicles are in usage on a daily basis (Fleets)?

MBTA Response:

For Survey/Inspection: At least one vehicle of each type and configuration will be provided for the contractor's site survey.

For retrofit simultaneously during the Program: The MBTA is responsible for providing the labor for installation on the vehicles. The contractor responsibilities are defined in the RFP and Technical Specification.

  1. Supplier Question:

What kind of Interlocking does MBTA currently employ?
Is their detailed information available pertaining to the electrical interfaces to the signals?
What type of track vacancy detection system is in use on the Green Line currently?

MBTA Response:

The typical signaling circuits can be found in Appendix 6 of the Technical Specification.

  1. Supplier Question:

Is the Project governed by AREMA Compliance?
Will the MBTA consider CENELEC Compliance with SIL 3 & 4 Safety Factors? There is considerable newer European Technology available governed by CENELEC Compliance.

MBTA Response:

Refer to Section 5.1.3.3 of the Technical Specification.

  1. Supplier Question:

Page C4-2, Section C 4.02 Guarantee of End Products, D. states: All work performed by Authority personnel on behalf of the contractor in connection with this section and all other applicable sections of the contract shall be invoiced by the Authority to the contractor at the established flat rate of up to $108 per hour. When does this apply? Is the SI responsible for paying for install work on the demo? Is the SI responsible to pay for work on the installation? Or is the SI responsible only for warranty repairs?

MBTA Response:

Section C4.02 applies to the scope of the guarantee of the end product. MBTA will provide labor for the Proof of Concept testing. Refer to RFP Section C4.01 E for SI installation requirements.

  1. Supplier Question:

When is pricing due for Phase 3? The RFP states that the pricing proposal is due at the same time as the Phase I proposal. This does not give the SI a chance to survey cars and/or wayside. It makes more sense that the SI provide the price proposal after Phase 2 demo is complete.

MBTA Response:

Refer to updated RFP Sections 2.6 and 3.7.

  1. Supplier Question:

What car type and quantity will be used for the Proof of Concept Demonstration?

MBTA Response:

It is envisioned that the POC demonstration will include two (2) train consists each made up of 2-3 cars, using a combination of Type 7 and Type 8 cars. Most tests will be completed using these 4-6 cars. Dead Tow tests will need an additional 2-3 cars; however, depending on the proposed solution, these additional cars may or may not need any GLTPS equipment installed on them.

  1. Supplier Question:

How are the brake rates different for the 3 fleets?

MBTA Response:

This is outlined in the Technical Specification, in Section 2.4.1.5.2.

  1. Supplier Question:

Is a copy of the vehicle survey mentioned in A1.1.3 available?

MBTA Response:

The survey is Appendix 1.

  1. Supplier Question:

Do all car types have wheel size compensation active on-board?

MBTA Response:

No cars currently employ any form of wheel size compensation on-board, as no ATC or PTC systems are currently in use on the Green Line vehicles.

  1. Supplier Question:

The assumption is that the Green Line is a captive fleet (Types 7, 8, and 9), however will there be operation of any other vehicle types (maintenance, track geometry or otherwise) that will not be equipped with the TPS, or is the expectation that these will also be equipped with a TPS?

MBTA Response:

There is no expectation at this time that other vehicle types will be part of this procurement/project. Therefore, the MBTA does not expect the contractor to provide any effort into equipping GLTPS on other vehicle types which are not mentioned in the RFP or Specification.

  1. Supplier Question:

Under what conditions is the E-brake to be invoked for the GLTPS? Is it expected that the GPTPS will have a type of brake assurance (this is typically a vital application)? Also, it is mentioned that the E-Brake may be described in the Phase II report. Is it possible for the phase II report to be provided as part of the RFP material?

MBTA Response:

The GLTPS should not interface with emergency brakes at all. The GLTPS should only interface with the full service brakes. TS Section 2.4.1.4.3.3 was only included in the TS to provide reference information about existing jerk limiting on the trains.

  1. General Appendix Question:

MBTA Response:

The information provided in Technical Specification Appendix Section 1 (as well as other Appendix sections) have been provided as reference only. The intent of the appendices is to assist the contractors in proposing a valid technical solution. The MBTA does not guarantee the accuracy of the appendices; it will be the responsibility of the Contractor to perform a full and complete site survey of the vehicles and wayside to validate this information.
