Salary A competitive salary package will be negotiated with the successful applicant based on skills, abilities and experience. Pro rata applies for part time arrangements. The AH&MRC provides superannuation plus attractive salary packaging arrangements.
THIS IS AN IDENTIFIED POSITION
As required, the position will travel by car (and where possible plane) to regional, remote and rural areas of NSW as well as intrastate, from time to time. As well, you may be required to work outside normal standard business hours.
PURPOSE OF THE POSITION
This position is responsible for teaching, supporting and assessing students and for developing resources and materials in a range of program areas as required and within your skill and knowledge base. Specifically you will be expected to provide teaching support assessment and resource development to support and assess students undertaking qualifications in:
- Certificate III to Advanced Diploma Aboriginal Primary Health Care
- Designated Units of Competency in the areas of Alcohol and other Drugs; Social, Emotional and Wellbeing; Mental Health
and may assist in other areas of teaching within vocational expertise as required
The aim of the position is to enhance the competency of health workers within NSW Aboriginal communities in providing Aboriginal primary health care in line with the level and qualification.
Assessment of students against clusters, units of competency or skills sets will also be required.
BUSINESS CONTEXT
The Aboriginal Health & Medical Research Council of New South Wales (AH&MRC) is the peak representative body and voice of Aboriginal communities on health in NSW. We represent our members, the Aboriginal Community Controlled Health Services (ACCHS) that deliver culturally appropriate comprehensive primary health care to their communities.
Aboriginal Community Control has its origins in Aboriginal people’s right to self-determination. This is the right to be involved in health service delivery and decision-making according to protocols or procedures determined by Aboriginal communities based on the Aboriginal definition of health:
Aboriginal health means not just the physical well-being of an individual but…the social, emotional and cultural wellbeing of the whole Community in which each individual is able to achieve their full potential as a human being thereby bringing about the total well-being of their Community. It is a whole of life view and includes the cyclical concept of life-death-life.
The principles of Aboriginal Community Control apply to the planning and operations of AH&MRC. This position will be required to understand and apply knowledge of Aboriginal community control to day to day management and operational tasks.
The purpose of the AH&MRC is to:
- lead the Aboriginal health agenda for better policies, programs, services, and practices
- ensure Aboriginal knowledge informs decision-making processes
- support, strengthen and sustain Aboriginal Community Controlled Health Services.
We achieve our purpose through several business units within the AH&MRC including the Secretariat, Member Services Support, Public Health which includes the area of research, the Aboriginal Health College and the AH&MRC Ethics Committee.
This position is located within the Aboriginal Health College.
The Aboriginal Health College (AHC) is the education unit of the Aboriginal Health and Medical Research Council of New South Wales (AH&MRC) and provides education and research services focused on, and driven by, the needs of Aboriginal communities in NSW. The AHC currently delivers vocational education programs structured on a blended-learning and block session basis.
RELATIONSHIPS
Supervision
The position will work under the direct supervision of the Team Leader, Vocational Education and Assessment who will be responsible for managing the day to day operational requirements including time management, workloads and performance management of the position.
Internal
The incumbent will work collaboratively and collegiately with other members of teaching and administrative staff at the AHC and the AH&MRC. The position will also contribute to the overall experience of students.
External
The appointee will be expected to liaise and negotiate with key stakeholders such as NSW Health and the Department of Health and Ageing as well as Aboriginal Community Controlled Health Service representatives, in consultation with AHC management. The appointee will be expected to liaise with Member Services and their staff/students to develop, deliver and evaluate identified programs.
There will also be a requirement for the position to liaise with area experts/professionals to meet best practice standards.
DUTIES OF THE POSITION
This position is responsible for delivering and assisting in development of education resources for nationally accredited vocational Training Package qualifications through a blended learning approach that includes residential block sessions, tutorial support, e-learning support and assessment for identified staff servicing Aboriginal Communities in either Aboriginal Community Controlled Health Services (ACCHSs) or other relevant health and community service settings. Duties include:
- Research, prepare and customise existing learning and assessment resources to meet requirements of students, employers and industry using a wide range of technologies.
- Evaluate the development and content of materials and delivery of accredited courses to ensure quality and consistency are maintained, which may include a series of reference group meetings and product validation workshops.
- Promote and oversee the coordination of a series of residential blocks to meet course educational requirements and workforce development needs.
- Delivery of teaching and vocational instruction programs applying own competence and adult learning theories while at all times maintaining a positive and supportive learning environment that encourages self-directed learning.
- Evaluate the delivery and content of accredited courses to ensure quality and consistency and cultural integrity are maintained
- Undertake assessment of student performance in accordance with the requirements of the relevant course/Training Package including organising and assessing placements and vocational opportunities when required and utilising appropriate Recognition processes.
- Assist in relation to the operational activities of the Aboriginal Health College to ensure Australian Quality Training Framework (AQTF) compliance is maintained and to ensure quality service and outcomes by: the establishment, maintenance and review of teaching and assessment activities and material; advising on student course selection and enrolment processes on courses offered by the AHC; maintaining accurate and current records of student, and their progress.
- Manage the learning process and facilitate individual student learning by providing advice on strategies to overcome learning difficulties and/or by referral to specialist services and where appropriate assisting students to identify, understand and utilise their own learning strategies and by addressing related issues.
- Participate in a personal professional development program that ensures current competence in industry good practice is maintained and ensures that teaching practices and content are up to date and relevant to student needs.
The incumbent is required to work within the AH&MRC’s policies, procedures and other legislative/regulatory requirements, and to work independently and collaboratively.
ADDITIONAL INFORMATION
Teaching and Assessment qualifications
The minimum qualification required for teaching by the AQTF is the Certificate IV in Training and Assessment (TAE) or other relevant qualification in education or training plus the three assessment competencies from the Training Package in Assessment and Workplace Training.
It is expected that the successful applicant for this position will either possess the Certificate IV in Training and Assessment or equivalent or that they will enrol in the qualification upon appointment.
SELECTION CRITERIA
Essential
- Aboriginality confirmation*
- A Certificate IV Training and Assessment (TAA04) or (TAE10) qualification, or a Certificate IV in Workplace Assessment and Training (BSZ98) with updated currency via current assessment competencies and/or or the ability to quickly acquire such qualification
- Demonstrated relevant experience in working with Aboriginal clients and communities to achieve better health outcomes.
- Relevant and current industry recognised vocational qualifications and experience in Aboriginal Primary Health Care and/or a related community services or health work qualification.
- Demonstrated ability to plan, deliver and evaluate quality adult focussed education and assessment.
- Critical and practical outcome-focussed understanding of the issues facing and impacting upon Aboriginal Communities and Aboriginal Community Controlled Health Services.
- Demonstrated ability to meet RTO audit and legislative requirements (AQTF10)
- Communication and interpersonal skills that demonstrate your ability to work effectively with students, other work colleagues, employers, and communities.
- Demonstration of high quality client service and a commitment to Occupational Health & Safety and Equity and Access in an educational workplace setting.
