Orion enhancements NEW TENDERS IN BRIEFMinister for Defence Joel Fitzgibbon has
announced a $68 million program to provide
enhancements to the ADF’s Maritime Patrol
Capability. Mr Fitzgibbon made the
announcement whilst inspecting an AP3-C
Orion at RAAF Edinburgh with the Federal
Member for Wakefield, Nick Champion.
AIR 5276 Capability Assurance Program 1
(CAP 1) will equip the whole AP-3C Orion
Maritime Patrol Aircraft fleet (Orion fleet),
with modern electro-optic/infra-red sensors, a
high data-rate communications system
(tactical common data link), and a
replacement video recorder system. Aircrew
training and engineering support will also be
provided to bolster this modern technology.
Mr Fitzgibbon said CAP 1 would improve
the efficiency, effectiveness, and safety of
Orion fleet missions.
“This valuable real time information and
high-speed streaming of data will further
allow us to support a wide range of allied and
coalition armed service partners, as well as Air
Force units, the Australian Army and Navy,
Australian Federal Police and Coast Watch,”
Mr Fitzgibbon said.
CAP 1 has been developed in partnership
with Australian industry through the P-3
Accord, which is an alliance between the
Defence Materiel Organisation, BAE Systems
Australia Defence and Australian Aerospace
Ltd.
New SADI agreement
Sydney-based SME Broens Industries has
committed to upskilling 80 staff over the next
three years, under an agreement drawn up
with the Australian Government through the
Skilling Australia’s Defence Industry (SADI)
Program.
“This new Agreement represents a joint
commitment on the part of Defence and
Broens Industries to spend over $2 million on
defence-specific professional and technical
training activities,” Parliamentary Secretary
for Defence Procurement Greg Combet said. / “To date Broens has been geared to provide
integrated manufacturing systems to the
automotive industry but with the additional
SADI support Broens Industries will be better
equipped to support Australia’s defence and
aerospace sectors.
“The SADI initiative shares the
responsibility for skills growth and
development between industry and
government with a view to addressing the
unique character of many defence-relevant
skills.”
DMO at home in Hunter
Parliamentary Secretary for Defence
Procurement Greg Combet has acknowledged
the large presence of the Defence Materiel
Organisation (DMO) in the Hunter Region.
Mr Combet was in Newcastle as the keynote
speaker at an event attended by local DMO
personnel.
“In addition to the Royal Australian Air
Force (RAAF) Base Williamtown and
Singleton Military Area that directly employ
approximately 4,000 Defence personnel and
contractors, the Hunter region is also home to
three DMO System Program Offices (SPOs).
“The Tactical Fighter SPO is involved with
the through-life support of F/A-18 Hornet and
Hawk 127 aircraft and their associated
systems providing the ADF’s tactical fighter
capability.
“After a first successful prototype and with
five aircraft currently in work, the first ten
F/A-18 Hornet aircraft due for Centre Barrel
Replacement under Phase 3 of Project AIR
5376 are being dismantled and rebuilt at
Williamtown where the RAAF’s premier
fighter base is located,” Mr Combet said.
Mr Combet also presented a commendation
to the Ground Telecommunication Equipment
SPO located at RAAF Base Williamtown for
the work it is performing on acquiring and
sustaining assigned airspace surveillance,
control and communications systems for the
ADF.

antiquated, has numerous faults, parts are no longer available and it does not conform to current
standards. Army School of Electrical and Mechanical Engineering, Bonegilla, Victoria and RAAF Base
Darwin, Northern Territory, utilise similar types of guillotines and are subject to the same predicament.
These three shearing machines require replacement to provide better capabilities in sheet metal
fabrication for Defence. The requirement will also include installation, commissioning and training.

Defence has a requirement for the provision of Qty 502 Integrated Radio Headset devices. The
Government has directed the establishment of Special Operations Command (SOCOMD) in order to
further enhance the Special Operations capability being provided under Land 132 and JP2088. In
achieving effective communications for SF requirements a light weight integrated radio headset was
identified incorporating active noise reduction and impulse noise reduction (ANR/INR) for connection
to multiple communication platforms. The integrated headsets will enable personnel to monitor and
communicate over radio communications systems in high noise environments without exposure to
dangerously high levels of sound. The difficulty communicating in high noise environments significantly
degrades C3 performance of CDO FE with an associated reduction in overall capability. The primary
utility of the headset is that it shall connect to two communication systems at once and be able to
connect to the AN/PRC-148 MBITR whilst maintaining OHS. The current requirement for IRH combines
the functionality of the former headset and microphone requirements into a single head system (SF
headset). The devices are to be i/a/w attached specification DEF(AUST) 10051/Issue 1.

The Department of Defence has a requirement for qty forty-nine (49) Inflatable Body Armour Systems.
The 4 RAR Commando (CDO) Group have a user requirement for an Integrated Body Armour and
Personal Flotation Device Capability for Commando Watercraft Crews. The current in service
equipment consists of separate body armour and a variety of personal flotation devices that reduces
personnel effectiveness when worn together. This capability shortfall can be resolved through the
purchase of either MOTS or COTS materiel solutions and will significantly enhance the capabilities of
boat platoon to provide amphibious support to the ADF. The IBAS concept is for a jacket vesting system
containing an inflatable personal flotation device, removable soft ballistic panels (both front and rear),
with the additional provision for inserting and removing hard ballistic plates (both the front and rear).

The Defence Science and Technology Organisation facility at Fishermans Bend (DSTO(FB)) has a
requirement for updating the paging and two-way communications equipment used by the Emergency
Control Organisation (ECO). DSTO has not yet decided on the number of pagers and two-way
communication units that will be purchased. Hence, responses shall include pricing of the pagers and
two-way communication units on a "per unit" cost. If the cost of these units varies with the number
purchased then this information shall also be provided. Proposals will be assessed on a cost-effectiveness
basis as well as assessment of compliance against the essential and desirable requirements (though note
that a proposal must meet all the essential requirements).
The ECO consists of Emergency Wardens and First Aid attendants and is headed by a Chief Emergency
Warden. Supporting the Chief Emergency Warden are two Deputy Chief Wardens, four Zone Wardens and
an Occupational Health Coordinator, who is responsible for the Medical Emergency Response Team
(MERT). There are approximately 130 Emergency Wardens and 35 MERT personnel. The role of the ECO is
to manage DSTO’s response to emergencies until the emergency is over or emergency services arrive on
site. DSTO(FB) consists of a 16-hectare site located in an industrial area at the intersection of Lorimer
Street and Todd Road, Fishermans Bend. The facility comprises a number of separate buildings scattered
over the site.

SAFETY CONSULTATION AND LABORATORY MEASUREMENT SERVICES

Department of Defence policy requires the protection of the health and safety of its employees,
contractors and members of the public from the harmful effects of lasers and non-coherent nonionising
radiation sources by being compliant with Australian legislative obligations and its own
internal policies and procedures derived from these legislative obligations.
This RFT, requests the provision of five distinct services that directly support Defence compliance with
the subject internal policies and procedures.
Tenderers may offer to provide one or more of the following services:
Service 1: Provide technical advice and/or conduct studies on: lasers; non-ionising coherent and noncoherent
sources; and laser safety;
Service 2: Review Laser Safety Papers and make recommendations for clearance;

Service 4: Perform laser safety and electro-optical measurements;
Service 5: Perform laser safety measurements and prepare laser safety papers;
Tenderers are required to address the provision of each service within the offer separately. The
provision of each service has a specific set of performance requirements, servicing staff
competencies, or accreditation requirement associated with it.
Estimated task throughput for this standing offer is:
Service 1. 3 occurrences per annum;
Service 2. 12 occurrences per annum;
Service 3. 2 occurrences per annum;
Service 4. 5 occurrences per annum; and
Service 5. 1 occurrence per annum.
Providers of the service are: to be independent of the equipment being assessed; to operate within
probity guidelines; not to be in a position to gain commercial advantage by providing the service, other
than remuneration for the service and enhancement of reputation for having performed the service.
Providers of the service are:
a. not to be owned or associated commercially with the manufacturer of a device that is the subject of
the provided service;

2005/1088877 PROVISION OF DEPLOYABLE MEDICAL DIGITAL IMAGING SYSTEM 22 SEPTEMBER

The Department of Defence has a requirement for the provision of a Deployable Medical Digital
Imaging System (MDIS). Joint Project (JP) 2060 seeks to enhance the Australian Defence Forces
Deployable Health Capability. Under Phase 2B of this project Qty Six (6) MDIS are required to replace
current conventional wet film x-ray equipment with digital technology to enhance the efficiency and
effectiveness of radiological application in ADF deployed environments.
It is intended that the acquired MDIS will enable:
a. an increased throughput and productivity of X-Ray imaging on deployment in austere environments;
b. an Improved X-Ray image quality through diagnostic improvement image manipulation by post
processing software;
c. decreased X-Ray image repeat rates (compared to conventional X-Ray repeat rates);
d. greater transportability (and therefore compact); and
e. enhancement to repair, maintenance or replacement in field (isolated) conditions.
Defence's requirements should, so far as possible, be met by a Commercial-Off-The-Shelf/Military-Off-
The-Shelf solution or Production-Ready Non-Developmental item, where there will be no development
or only minimal, non-critical development.
