Subject: Contract Changes for 2011-2012

With the filing and approval of all Final Expenditure Reports for 2010-11, we are now able to proceed with the change process for 2011-12 funding. The following principles are applicable to the process for this year:
A limited amount of additional funding is available for support of dual credit programs that have additional student enrolment or for potential new dual credit programs.
- For expansion of an approved program, RPTs are asked to use the 2011-12 Dual Credit Contract Change Form (attached).
- For funding for a new Dual Credit Program, please provide a completed Form 3 (attached).
- As communicated in September, RPTs have permission to substitute one college course for another college course so long as there is no impact on funding. RPT chairs will need to submit a completed Dual Credit Contract Change Form (attached). RPTs may also need to request a new course code on the Course Code Request Form.
As in the past, RPTs may request approval to transfer funding from one approved dual credit program to another or from one approved activity/forum to another. This year, for the first time, funds may also be transferred from an activity/forum where they are not needed to a dual credit program. However, dual credit funding must remain within that category. These changes are to be requested using the appropriate change forms as attached.
For 2011-12 all contract change requests will be considered according to the following schedule:

The above schedule will also be applied in processing new course code requests which must be done using the Course Code Request Form as attached. Such requests should be sent directly to Phil Hedges (), for English-language RPTs or to Lynn Grittani () for French-language RPTs. Be sure to complete all sections of the form. If you need assistance or clarification, please contact Phil or Lynn directly.
One additional cycle of changes will be completed in the spring for the purposes of clarification/confirmation of all approved funding in preparation for the Final Expenditure Reports. These changes must be requested by March 8, 2012; the SCWI Team will consider on March 22, 2012 and responses will be forthcoming by March 29, 2012.
From the 2011-12 RFP you will recall that all proposals will be considered in terms of the focus on the primary target group of students.
As in the past, the following points will apply to change requests as well:
1. The following additional funding requests are generally not approved, since these are included in the benchmark funding:
· Additional student materials: memory sticks, textbooks
· Student recreation fees
· Student transition supports
· Student administration fees
· Certifications
· Tracking, Monitoring, Reporting
· Planning
· Project coordination
· Night school principals
· Developing online versions of existing college courses
· Completing gap analysis in team taught courses
· Travel for dual credit teacher
2. Also note that for college-delivered courses beyond 45 hours:
· no additional funding
· credit value does not increase beyond 1.0
3. For college delivered courses with fewer than 45 hours
·Funding is pro-rated
.50 credit course: 50% of benchmark
.25 credit course: 25% of benchmark

NOTE: Some RPTs had submitted change requests last spring or earlier this fall. These requests will have to be re-submitted in order to be considered at this time. If in doubt, please contact David Armstrong.
