Urban Planning Services
The Hayden Urban Renewal Agency is seeking proposals from qualified firms to update and revise the City of Hayden’s Central Business District Design and Development standards. It is anticipated that this will involve revisions to the zoning regulations, an update to the City’s zone district map, revisions to architectural standards and an updated visioning concept for the City Center. This concept will include, but not be limited to, the use and design of available and future public space and strategic land acquisition and will involve a move away from traditional downtown design concepts in a manner which recognizes the existing built environment and capitalizes on strategically located private developments.
The successful firm will be required to comply with requirements such as insurance or bonding, environmental regulations, public participation responsibilities, grantee’s affirmative action policies, etc.
The agreement will be on a lump sum, fixed price basis or cost-reimbursement "not to exceed" basis, with payment terms to be negotiated with the selected offeror.
The response to the Request for Proposals shall be in letter form, not to exceed ten (10) pages, and must be organized in the below order into sections containing the following information:
1. Description of Firm. Describe your firm’s legal structure, areas of expertise, and other information that would help to characterize the firm. Provide the address of the main office (for legal purposes) and the address of the office that will manage the project. Provide the same detailed description of any and all firms your firm may partner with or subcontract to on this project.
2. Firm’s Primary Clientele and Project Experience. Briefly describe other projects executed by your firm ( and anticipated partners/ sub-contractors, if any) that demonstrate relevant experience. In particular, it is important that project examples provided show skill in long-term visioning while accounting for practical development concepts. Extensive descriptions of vaguely related projects are discouraged. Also list all public sector clients for whom you have performed similar work in the past five years. For each project mentioned, include the name, address and phone number of a person who can be contacted regarding performance on the project. When submitting projects for which your firm worked in an auxiliary capacity or in a joint venture or partnership, include the name of the lead firm.
3. Project Manager and Team Member Experience. Provide a detailed description of your project manager and each team member’s relevant public sector experience, years of pertinent professional experience, past primary clientele along with a realistic estimate of each person’s percentage of time to be spent on this project. Also list examples of similar projects led by your project manager. Extensive descriptions of vaguely related projects are discouraged. For each project mentioned, include the name, address and phone number of a person who can be contacted regarding performances on the project.
4. Budget. Provide a proposed budget for the project.
5. Availability of Resources. Provide a graphical and/or narrative description of the staff and the time that each is anticipated to spend on this project. Also delineate the time you anticipate it will take and the availability of time resources the firm has to be able to complete the work. Submittals should identify the other projects on which the firm is currently working and pending projects to demonstrate the time availability for this project.
6. History of Timely Work Performance. Provide a list of the projects for which the firm has requested an extension of time to complete (if any) and the reasons for the request for the extension.
References, brochures or other material that may be helpful in evaluating your firm may be included in an appendix of the Proposal. This appendix may exceed the ten page limit and is not limited in number of pages; but shorter submittals are encouraged. Note that this information may or may not be reviewed at the discretion of the selection committee.

An email acknowledging receipt will be returned promptly. Submittals received after the deadline will not be considered.
Submittals will be ranked on qualifications and the Agency may choose to interview several of the top ranked firms. However, at its discretion, the Agency may dispense with interviews and select a firm to perform the work from the Proposals. Firms will be evaluated according to the following factors (5 points for each category weighted by the shown factor; 50 points total):

Selected references will be contacted. A selection decision is anticipated to be made within four weeks of submittals.
The Agency will seek to negotiate a contract, a detailed scope of work, schedule, etc. with the preferred firm. If unable to reach an agreement, the Agency will terminate negotiations and at its discretion, may commence negotiations with the second-ranked firm, and so forth; or may choose to reject the remaining responses.
The Agency reserves the right to negotiate an agreement based on fair and reasonable compensation for the scope of work and services proposed as well as the right to reject any and all responses deemed unqualified, unsatisfactory, or inappropriate.
