REGULAR MEETING OF THE COMMON COUNCIL

JANUARY 14, 2013

Mayor Helena Waala called the regular meeting of the City of Wautoma Common Council to order at 7:30 p.m. on Monday, January 14, 2013.

Present: Mayor Helena Waala, Alderpersons Trevor Diedrick, Aaron GrimmRobert Helbing,Patrick King, Steve Ryerson, and Lee Wise.

Prayer and Pledge took place.

Alderperson Helbing moved approval of the minutes of the Common Council meeting held on December 10, 2012. The motion was seconded by Alderperson Ryerson and carried 6-0.

Minutes were presented fromtheFinance and Personnel Committee meetings held on January 7, 2013 and the WWII Memorial Board meeting held on January 8, 2013.

Mr. McCue presented the December receipt report, General Fund Budget Comparison and Bank Account Report.

Alderperson Ryerson moved approval of the agenda. The motion wasseconded by Alderperson Wise and carried 6-0.

The WautomaHigh School’s Link Crew presentation was postponed to a future meeting.

Both Pat Bero and Sue Shemanski representing the Healthy Community Healthy Youth Committee gave a presentation and share information with the common council regarding underage drinking and suggested that the city pass a Social Host Ordinance.

On Wednesday, January 8, 2013 the city opened bids for both the Manhole Rehabilitation and Replacement Project and the Sanitary Sewer Lining Project. Togetherboth projects came in $325,407.50under budget. Below is a break down for each project.

The bids may be awarded at the February 11, 2013 common council meeting. The numbers above are unofficial and the city reserves the right to exclude any vendor or rebid the project.

Alderperson King moved approval of Ordinance 13-001 an ordinance annexing territory to the City of Wautoma, Waushara County, Wisconsin from the Town of Wautoma, Waushara County, Wisconsin specifically the McDonald’s Corporation N2545 Plaza Drive Wautoma, WI 54982 and all documents to approve the annexation. The motion was seconded by Alderperson Grimm and carried 6-0 on a roll call vote.

Mr. McCue presented his Administrator/ Clerk/ Treasurer’s report, gave an update on the Sanitary Sewer Project, gave an update on the Silver Lake Sanitary District’s new Board members and Chief Weiss’ monthly report.

Mayor Waala reiterated the rules for public comment by stating that any resident, property owner or business owner wishing to speak in front of the common council must contact either the mayor or city administrator by the Wednesday before the meeting to be placed on the agenda.

The mayor also shared that the CAP Services administered Community Development Block Grant- Revolving Loan Fund has $22,425 available to City of Wautoma residents for home improvements.

Alderperson Helbing moved approval of displaying a picture and plaque in the WWIIMemorialBuilding for Herman R. Lichtenberg. The motion was seconded by Alderperson Diedrick and carried 6-0.

Alderperson Grimm moved approval of advertising for sealed bids for the sale and removal of the Gables. The Gables must be removed by July 1, 2013. If no bids are submitted or if the building is not removed by July 1, 2013, then it is recommended to salvage any items of value and raze the Gables building. The motion was seconded by Alderperson Wise and carried 5-1 with Alderperson King voting no.

Alderperson Grimm moved approval of paying the monthly vouchers. The motion was seconded by Alderperson Ryerson and carried 6-0.

Alderperson Ryerson moved approval of the WautomaMunicipalAirport having a loaner car for people that fly into the city’s airport with the suggestions made by the city attorney. The motion was seconded by Alderperson Diedrick and carried 6-0.

Alderperson Wise moved approval of the City of Wautoma’s Sewer Utility reimbursing Stone Ridge- Piggly Wiggly $51,494.07 for sewer charges in error since approximately 2006. The motion was seconded by Alderperson Helbing and carried 4-0-2 with Alderpersons King and Diedrick abstaining.

Alderperson Helbing moved approval of accepting Justin Schmick’s resignation from the Wautoma Police Department. The motion was seconded by Alderperson Grimm and carried 6-0.

Alderperson Wise moved approval of allowing the City Administrator/ Clerk/ Treasurer to accept city employees’ resignations on behalf of the City. The motion was seconded by Alderperson Ryerson and carried 6-0.

The council reviewed a letter informing the city that the Wautoma Professional Police Association (WPPA) elected Scott Rasmussen to serve as their president.

The council reviewed a letter informing the city that the Wisconsin Professional Police Association will have Michael Goetz serve as the WPPA’s new Field Services Manager.

Alderperson Wise moved to go into closed session pursuant to Wisconsin State Statute 19.85 (1) (c) (g).

  1. For the purpose of reviewing an internal personnel matter
  2. McGibbon lawsuit

The motion was seconded by Alderperson Ryerson and carried 6-0 on a roll call vote. The council moved into closed session at 8:18 p.m. Alderperson Grimm had to leave the meeting at 8:58 p.m.

Alderperson Wise moved to adjourn from closed session and to reconvene into open session. The motion was seconded by Alderperson Ryerson and carried 5-0 on a roll call vote. The council reconvened into open session at 9:35 p.m.

Alderperson Ryerson moved to start an internal investigation pertaining to the Stone Ridge Sewer Utility error. The motion was seconded by Alderperson Helbing and carried 3-0-2 with Alderpersons Diedrick and King abstaining since both work at Stone Ridge.

No action was taken regarding the McGibbon lawsuit.

Alderperson Diedrick moved to adjourn the meeting. The motion was seconded by Alderperson Ryerson and carried 5-0. The meeting ended at 9:40 p.m.
