COVINGTON CITY SCHOOL BOARD
Minutes
December 14, 2015
The Covington City School Board held its regular meeting in the Board conference room on Monday, December 14, 2015, at 6:30 p.m. with the following members in attendance:
Tammy Scruggs-Duncan, Chair
Cynthia Bennett, Vice-Chair
Eddy Clemons
Dizzy Garten
Nicole Rickett
Superintendent Tom Long was present as were Melinda Snead-Johnson, Director of Elementary & Middle Education and Student Services; Marc Smith, Principal of Edgemont Primary School; and Rebecca Irvine, Clerk.
Mrs. Scruggs-Duncan called the meeting to order, and those in attendance recited the Pledge of Allegiance.
MINUTES
Upon a motion by Mr. Clemons, seconded by Mrs. Bennett, the Board unanimously approved the minutes of November 9th and November 10th as presented.
FINANCE
Upon a motion by Mrs. Bennett, seconded by Mr. Clemons, the Board unanimously approved payments of September and October warrants and invoices totaling $886,720.50.
The Board reviewed expenditure reports from each school.
Mr. Long presented a preliminary expenditure budget for FY 2016 – 2017 totaling $11,566,254. This is a base budget that includes the final 1% employee retirement phase-in ($13,500) and a 10% increase in health care costs ($180,725). Mr. Long also presented a budget priority list that includes the cost of step increases and anticipated staffing and operational needs from supervisors.
Governor McAuliffe will release his budget on December 17th that will include projected state revenues. Preliminary reports indicate that a 2% salary increase is included in the Governor’s budget for the 2nd year of the biennium. Covington’s local composite index for the next biennium is .2803 which is close to the current .2818.
The Board scheduled a budget work session for Tuesday, January 26, 2016, at 6:00. Goals and objectives will also be discussed at this meeting.
OLD BUSINESS
Mrs. Scruggs-Duncan noted that Annual Director Training for the New Tech Committee is held in February of each year. Some discussion ensued regarding the status of the New Tech application and implementation plan.

Miss Irvine reminded Board members that Economic Interest Statements are due tomorrow, December 15th, 2015.
CAREER & TECHNICAL EDUCATION ADVISORY COUNCIL/CHS
Mr. Long recommended Board approval of the following representatives to serve on the Career and Technical Education Advisory Board at CHS:
FACS: Ashley White, Kendall Staunton, Anita Rice
Sports Medicine: Madeline Myers, Corey Bowles
Business and Information Technology: Nathan Hiner, Zelpha Withrow
Technology Education: Marley Crawford, Gary Wolfe, Curt Martin
Upon a motion by Mrs. Bennett, seconded by Mrs. Rickett, the Board unanimously approved this recommendation.
COVINGTON HIGH SCHOOL/OVERNIGHT FIELD TRIPS
Upon a motion by Mr. Clemons, seconded by Mr. Garten, the Board unanimously approved a field trip for All District Choir on February 12th – 13th, 2016, in Blacksburg, and a girls basketball trip on December 19th – 22nd, 2016, to Orlando, Fl.
COMMITTEE AND JOINT BOARD REPORTS
Mr. Long reported that Melody Weiss has been hired as the new administrative assistant at JRTC.
Mr. Clemons noted that the welding class at JRTC received a recent grant.
EXECUTIVE SESSION
Upon a motion by Mr. Garten, seconded by Mrs. Bennett, the Board unanimously approved an executive session to discuss matters in relation to the Code of Virginia, Section 2.2-3711 (1) Personnel and Section 2.2-3711 (2) Pupil Personnel.
Upon a motion by Mrs. Rickett, seconded by Mr. Clemons, the Board came out of executive session at 7:55 p.m.
Upon a return to open session, the Board agreed to certify the closed session under the Code of Virginia, Section 2.1-3711 (1) Personnel and Section 2.2-3711 (2) Pupil Personnel with a roll call vote.
PERSONNEL
Upon a motion by Mr. Clemons seconded by Mr. Garten, the Board unanimously approved the following superintendent recommendations for resignations/appointments:
Lodge, Sherry Resignation: Nurse/EPS & JWIS (effective January 8, 2016)
Seldomridge, Ricky Appointment: Custodian/Bus Driver (effective January 4, 2016)
