October Rally Day Sunday 4th2015

Wannon Zone DCI Panel would like all clubs in the Zone to participate in a cluster rally on Sunday 4th October 2015.
This day will be organized by clubs who have volunteered to host some surrounding clubs and give all members and opportunity to socialize and participate in a great day.


We have designated the following clubs to keep numbers balanced; following are the hosting clubs with their visiting clubs

Macarthur to host Warrnambool, Penshurst & Western District

Heywood to host Dennington, Portland & Branxholme

Camperdown to host Emu Creek, Heytsbury & Cobden

Hamilton to host Glenelg, Dunkeld,ApsleyColeraine

Please support this initiative by joining with your host club for the October rally.

WORKING WITH CHILDREN CHECK

The PCAV State Council is committed to providing a safe and secure environment for young members to enjoy Pony Club.
Working with Children’s Checks (WWCC) will be required for Parents/Guardians and Carers from the 1st July 2015. All Parents/Guardians and Carers must be registered as Adult Supporting Members by the Club with the State Association at membership renewal time.

The PCAV State Council decision broadens the minimum mandated requirements as set out in the Working with Children’s Act. The decision to broaden the minimum requirements as a measure to control risk and promote a safe environment within Pony Club is both an acceptable practice and legal.

The new WWCC requirements do not affect events with spectators, casual visitors or individuals who are not consistently and significantly associated with a Club.

Pony Club Victoria has required all Club Officials and Club Coaches (instructors) to have a Working with Children’s Check for a number of years. The requirement has now been extended to Adult Supporting Members.

The new requirements for Adult Supporting Members will come into effect from the 1st July 2015.

Categories of members requiring a WWCC

Categories of members regularly attending rallies and club functions over a twelve month period requiring a WWCC are as follows:

  • An adult riding club member.
  • An honorary life member who regularly attends rallies and club activities.
  • An adult supporter which category shall be deemed to include the following:
    Both parents of riders who regularly attending rallies.
    A single parent who regularly attends rallies.
    A non-parent guardian of a child either temporary or otherwise who regularly attends rallies.
  • Visiting members and adult supporting members as defined above from clubs other than the host club.
  • A non-member who does not fall within the categories listed above who regularly attends rallies and club activities.

Definition of "regular"

For the purpose of definition in this sub clause “regular’ and ‘regularly” shall be deemed to mean three or more times over a twelve month period. A “single parent” shall be deemed to be a person who is listed on the membership form of a member club as the primary carer

Who is not affected by the changes?

Requirements do not affect the following individuals:

  • Competition Spectators, competitions which are open to the public with entries open to any eligible rider. An eligible rider may or may not be a Pony Club Member.
  • “Come and Try for the day” at the rally because they are not yet members of the club and their membership will be conditional upon obtaining a WWWC.
  • A parent or a guardian or a grandparent or a friend of the rider, who is not a member of the club and who is not registered as a member on the club’s membership list from coming to a rally. They may have to bring the rider and be the carer on the day due to changed circumstances or attend as a spectator.

If a non-member starts to attend the rally on a regular basis then they must register with the club and obtain a WWCC.

Purpose of the Changes

The intention of the Working With ChildrenCheck(WWCC) changes for Pony Club members is to provide a safe and secure environment for our riding members to enjoy Pony Club.

Steps to take to align with the changes

  1. Alter your membership forms to include:
  2. The WWCC information and identify the primary carer and who will be coming to the rally on a regular basis to ascertain who needs to apply. These fields maybe WWCC no. Expiry or date of application.
  3. Advise new members after they have a “Come and Try” that their membership is conditional upon them providing a WWCC. If they cannot produce the check before the next rally then they can ride at one rally (after they have joined) upon production of the receipt that it has been applied for.
  4. Place a clause on your application form that membership is conditional upon the production of a WWCC.
  5. Advertise to your Adult Supporting Members and Adult Riding Membersthat they need to obtain a WWCC for Membership Return time.
  6. Encourage your Adult Supporting membersand Adult Riding Membersto register for a WWCC, many may have them already if they are in other sporting/recreation organisations or are assisting at Schools or other youth orientated workplaces or volunteer organisations.
  7. Any member with a Teaching, Vic Police or other similar check should simply produce this check and need not apply for a Working with Children’s Check Card.
  1. Adult Supportersand Adult Riding Membersare considered volunteers at the Club and should apply under this area and nominate "Pony Club Victoria" as the place of volunteering, you may also record your Club there too.
  2. If a members already has a check simply ask them to add Pony Club Association of Victoria as a place of volunteering.

  3. If you have an Adult Member (Supporter) or Adult Riding Member who refuses to obtain a WWCC they must be refused membership and therefore may not attend Pony Club Rallys more than twice in a year without applying for a WWCC.
To assist Club Officials to implement this requirement the PCAV State Council have given an 8 months lead in so that members have had time to apply prior to the implementation date. The application process can commence now in time for the July 1st implementation.
This ruling has been implemented to promote a safe environment for young people to enjoy Pony Club, the State Council understand this is a new initiative and Club Officials will endeavour to implement this ruling to the best of their ability.

COACH MEMBERSHIP

The DCI Panel recommends that Clubs consider registering all their parents as coaches. (See Non-Reimbursed/Unpaid Coaches below)

Coaches play a vital role in the success of Pony Club.

The Pony Club Rally is considered the backbone of Pony Club, where all learning begins and Coaches play an integral role in creating ralliesthat are informative, challenging and fun for riders. Coaches need to be able to provide a safe and fun environment for riders to develop skills, confidence, a sense of belonging and a love of horses and horse riding.

Coaching provides senior members with a great way to keep involved with Pony Club after they have moved onto other riding opportunities, or give another avenue to assist their Club whilst continuing to ride. It also provides parents/guardians/adult supporters with an opportunity to get involved on a different level with their Club, to further develop their knowledge of horses and riding; and gives greater confidence in their abilities with horse management, horse ownership or helping their children master their skills in these areas.

Coaches must beregistered on the State MembershipDatabase before coaching at Pony Club and must have aWorking with Children's Check.

Who needs to register?

Any person who coaches at Pony Club must be registered with PCAV to be considered a registered and approved coach.
  • Reimbursed/Paid Coaches
    Any person coaching at a Pony Club who receives reimbursement isrequired to complete anonlinemembershipregistration
  • Non-reimbursed/Unpaid Coaches
    Any person coaching at Pony Club who does not receive reimbursement of any kindcanbe registered by Club Officials for freeviathis template. (PDF Versionif you have trouble downloading the Excel version)

Why do I need to register?

Many reasons including improved communication, statistics, better targeting of resources, risk management and insurance requirements. If you are a coach but not registered as a coach on the PCAV Database you will not be covered by our insurance policy for your coaching activities.

For some time we have tried to find a way of creating a Coach Directory. Many Clubs contact the State Office looking for Coach contacts so this process will enable us to connect Clubs with Coaches (if the Coach wishes!) Coach Directory

Insurance

  • All Coaches, including Preliminary Coaches and other Coaches, approved by PCAV have Public & Products Liability up to $20,000,000, with an excess of $1,000 third party property damage for claims relating to your legal liability to compensate third parties for personal injury or property damage.
  • In addition to this NCAS L1 Coaches registered with, and approved by, PCAV have this same Public & Products Liability Insurance whilst coaching an up to date financial member of PCAV for your coaching activities only, outside of usual PCAV organised activities.

  • NCAS L1 Coaches are also covered for Personal Accident whilst engaged in non-income earning activity involving riding, caring for or handling horses or ponies and attending equestrian activities organised and/or sanctioned by PCAV, in addition while engaged in coaching:
  • any PCAV member (including day member) at a PCAV organised and approved event.
  • an up-to-date PCAV financial riding member regardless of whether or not you are earning income from that activity

CLUB CONSTITUTION/RULES OF INCORPORTION

The DCI Panel recommend that Clubs submit a copy of their Constitution/Rules of Incorporation to PCAV
The Pony Club State Office, as a part of the SASH Club Development Program, did ask Clubs to submit their Rules of Incorporation a few years back and has continued to request copies from Clubs to keep on file here at the State Office for the purposes of being able to retrieve that information for our Clubs.

HORSELAND INTERZONE TEAMS HORSE TRIALS

ZONE ENTRIES CLOSE:26TH AUGUST 2015

INTRODUCTION

In 2003, the first InterZone Teams Horse Trials was conducted to give Grade 3 riders a State Level Event. In this year, the event was held concurrently with the Interpacific Exchange Rally which was an exciting spectacle for all riders to watch.

In the following year, Grade 4 riders were included and the InterZone Teams Horse Trials has continued annually. It is now a focal highlight of the Grade 3 and 4 calendars for horse trials.

OVERVIEW

The Interzone Teams Horse Trials comprise three disciplines, dressage, cross country and showjumping, which are conducted on the same weekend. Combinations compete in all three disciplines. All dressage tests and cross country will be ridden on Saturday. Showjumping will be on Sunday. Combinations of horse and rider must be graded in Grade 3 or Grade 4 eventing to be eligible to compete in this state level event. They must be qualified as per the PCAV By‐Laws. The competitions will be conducted on a Teams basis. Riders send an Expression of Interest and a list of their qualifications to their zone for selection. Zone Teams may be entered and excess riders may be offered a ride in a composite team if space in the draw allows.

ELIGIBILITY

PCAV Club Member cards are not required at the state level competition but they must be inspected thoroughly by the zone prior to selection. The organising committee reserves the right to ballot entries or make composite teams. Competitors may ride more than one horse, subject to ballot. Club members who have been in pony club for more than two years and are over the age of 13 years (i.e. have had their 14th birthday) must have attained their ‘C’ Certificate in order to compete at the state level event in accordance with criteria for state events in the PCAV Handbook of By‐ laws.

QUALIFYING CRITERIA BYLAW 36.5.

Combinations must complete all three phases, without elimination of at least two Pony Club events of their grading with no more than 60 cross country jumping penalties.

Entry fees are $75 per combination and the correct fees must accompany all entries.
