Council Meeting January 11, 2016

Council Chambers:

ROLL CALL:The City Council of Lincoln Center convened in regular session at 7:30 p.m. with Mayor Travis Schwerdtfager presiding. Councilmembers present: Jack D. Crispin, Jr., Lisa S. Feldkamp, Elijah Keever, Melodee K. Larsen, and Louis Zsuzsics, Jr. Official present: Clerk Heather N. Simms.

VISITORS: Visitors in attendance for all or portions of the meeting: Jyll Phillips, Robert White, Jolene Lessor, Kelly Larson, Sherri Suelter and Dave Tangeman.

AGENDA AMENDMENTS:There were no agenda amendments.

MINUTES:Upon motion byFeldkamp, seconded by Larsen,minutes of the December 31, 2015, year-end meeting were approved as written.

ACCOUNTS PAYABLE:Council reviewed accounts payable listscontaining December invoices in the amount of $10,738.10, and January invoices to date totaling $43,149.82. Upon motion by Crispin, seconded byKeever, all said invoices, in the amount of$53,887.92, were approved for payment.

DELINQ. ACCNTS.:Three (3) accounts, totaling $484.93, were on the list of delinquent utilities reviewed and discussed.

LIVE HEALTHY LINCOLN CO:Sherri Suelter, Live Healthy Lincoln County, reported theyhave formed a group and have monthly meetings at the Health Department on the 3rd Tuesday of the month at 1pm. Suelter encouraged the Council to attend if possible to get involved. They have formed a coalition as a County and have hired RDG to help develop a master plan for Lincoln County. This plan will assist community members when they apply for future grants. She presented the coalition’s new logo that had been designed.

RABIES CLINIC:Jolene Lessor, Denmark Dames Service Club, reported this would be the 5th Annual Rabies Clinic held this year and they would again like to sponsor the clinic. She gave a report of the last four years and asked for the Governing Body to allow them to once again hold the clinic at City Hall as they have in the past. The clinic was tentatively scheduled for Saturday, March 5th from 9-11am. Solomon Valley Clinic had agreed to provide vaccinations. Someone from the City Clerk’s Office would also be on hand to sell dog tags. Upon a motion by Crispin, seconded by Larsen, the Denmark Dames was granted permission to hold the Rabies Clinic at City Hall again this year.

SECURITY SYSTEMS:Dave Tangeman, File Safe, went over multiple proposals for different City facilities and answered questions of the Governing Body. Tangeman informed the Governing Body that it was necessary to replace the video recorder that was damaged during the City Hall break in. After a lengthy discussion, Crispin moved to accept the proposal for: motion detectors at City Hall for $895.00, Upgrade 3 cameras, install 2 new cameras and replace the City’s Video recorder for $2,653.00, and install interior security at the City Warehouse, City Shop & Power Plant for $4,998.00. Motion seconded by Keever, carried.

REC COMM. APPT.:Mayor Schwerdtfager asked the Governing Body to allow him more time for research on his appointments to the Recreation Commission Board. Upon a motion by Crispin, seconded by Zsuzsics, the Rec Commission appointments were tableduntil the February meeting.

DEF COMP RES. #16-01:Resolution No. 16-01, entitled “A RESOLUTION TO AMEND 457 DEFERRED COMPENSATION PLAN,” was introduced. Said amendment was necessary to satisfy certain new IRS regulations regarding the options to include or exclude certain classes of employees and the ability to expand distribution options. Feldkamp moved to adopt Resolution No. 16-01. Motion seconded by Larsen, carried.

PRCF GRANT APPLICATION:Councilmember Feldkamp asked for some suggestions on grant ideas as the Post Rock Community Foundation grant application is due by February 1st. After discussion, the Governing Body decided on new LED lighting for Main Street for the application.
