Payment by Results is coming now and impacts in many areas.
Budget / PD went through budget papers – looking to overspend by £7,662 due to communications centralisation. Management Board have been sent the projected spend and income for next financial year. We have been given notification of allocation of funding linked to substance misuse which had previously come to the PCT (2009 -10)for Youth Justice – this changed (2010-11) and went directly to YOT but then the ring fencing taken off and it is now (2012-13) to be transferred to the Police Association. Estimated that approximately 12% of budget will go to the New Police and Crime Commissioner (PCC). The hope is that this year we can apply for this to be streamed back to us. West Yorkshire YOT Managers are meeting to look at putting together programmes/strategies to put to the PCC to try and have funding come back to YOTs. YJB will be implementing the new formula for the next financial year, although they have confirmed that it will be tapered and any significant gains or loss will be smoothed out.
Performance / JR & PD went through the performance figures with Management Board. Cost for custody is due to come to Local Authorities but not sure exactly when, although we do believe this will be finalised before year starting 2013-14. We need to continue to review processes and support offered to enable a further reduction in custody numbers, even though we only have a small cohort to begin with. Discussion around how we could reduce this – mainly through early intervention / prevention. Locality team may help us to identify young people with police sanctions that have not come through the YOT. FTE Data – although not finished for this year is looking like we will have fewer than 100 first time entrants working with the YOT; this is the lowest number since the conception of YOTs. YJB are reviewing their cohorts regarding performance and are using PNC data against a historical position of local data, we do have some variance with this and will need to work with the board to identify what data you require to support and inform your judgements.
ETE / JR went through ETE resettlement paper and highlighted the main points. A ETE pilot scheme is being done with WY consortium to support a consistent approach to resettlement – around support for young people with regard to education whilst in custody and upon release. Need to ensure we address ETE for young people not in custody as well as look at how we can engage young people that do not engage in any form of ETE. JR and Dean to give an update to YOT Management Board. / JR
Restorative Approaches / JR gave update – we were undertaking a National Pilot but we are not longer part of this. They have strict criteria to report on but it does not include theft or assault – so is mainly around low level nuisance situations. YOT is still taking part in restorative approaches in the borough but not as part of the pilot so will not be reporting back to Ministry of Justice. A briefing day on Restorative Approaches for up to 150 stakeholder members to be arranged for after May half term. Currently working with Todmorden High delivering restorative approaches and are in discussion with the PRU and Broadwood School.
Draft Youth Justice Plan / This is a re-draft of last year’s plan and currently being finalised. At the moment is with the YOT Operations Managers for comments but once this is completed JR will forward to Management Board. / JR
Payment by Results / Regional position sent to Management Board – we are achieving our outcomes and only one of three YOT’s in our region that are doing so.
Young Fire Fighters & Boxing Club / Papers outlining these programmes sent out. Young Fire Fighters Programme – overall the young people are enjoying this immensely and staff are impressed with how the programme has been set up and the quality of the equipment used. YOT are to capture what the young people thing of the programme and gather parent/carer feedback to bring back to Management Board. This is an excellent programme and YOT would take part again in the future. The Boxing Club programme is also accessed by our young people and financed through the Fire Service. CS and JR to look at putting a good news story together. Suggestion of a newsletter going out to Management Board on regular basis – with the hope this would reduce the number of papers sent for each Board. / JR

Volunteering / Have had request for feedback on appropriate adults – audit of number of young people has been done and it has identified 3 young people as being kept in the cells but should have been offered a PACE bed. JR is to bring this back to the Management Board. / JR
Compliance Panels / Papers handed out to Board and summarised by JR. Number of panels held are significant are positive in re-engaging the family and young person in managing their order.We constantly review delivery and outcomes and feedback from Young People, to enable the service to build on outcomes with a clear focus on reducing breaches. So far 25% of those who have had a panel have not gone on to breach, clearly we need to raise this bar and achieve stronger outcomes. A report will be tabled in 6 months when we have a year’s data and findings. / JR
Inspection Consultation / Papers have been sent out to the Board for their information. We have been going through a consultation process on HMI Inspections of YOT’s. JR explained to Board what system it is they have asked for feedback on. Suggestions of only 10 days notice for an inspection and to be spread over two or three weeks. Inspections may only be triggered if performance information is concerning or even a great deal of good practice is being undertaken.
Any Other Business / DG has requested a standing item ‘Health’ on each Board.
CSE – a tender for service in Calderdale is out now and will be starting on 1 September.
Substance Misuse – Needs Assessment done for last year and shows alcohol as main substance however stimulants are on the increase. Prevention plan has been signed off. Young people are now more vulnerable and chaotic there substance misuse involved. Had reduction of hospital admissions. Theatre event on Alcohol about to go back into schools.
Health Services at YOT – Would be useful to have Health Practitioner’s data at Board. Over November – January 5.5 days of service only at the YOT and has cost £9000 with hardly any interventions being carried out. There is now someone in post so this should pick up. PCT Contracts Board – provision at YOT will be raised at this meeting.
