MINUTES of a meeting of Ringwould with Kingsdown Parish Council held at Kingsdown School on Monday 2nd June 2008 at 7.30pm

The minutes of the previous meeting (7th May 2008), having been circulated were taken as read and signed by the Chairman as a true record.
Community warden / Partners and Community Together (PACT)
No report as both Community Warden and PCSO were unable to attend.
Matters arising not covered elsewhere on the agenda.
Kingsdown Park Cr Clark is meeting with Jason Oliver on 3rd June to discuss his intentions for the area. Mr Oliver has plans to mend the wall in hand.
ACTION Cr Clark to report to Council following meeting with Jason Oliver.
The Rise Cr Paice has spoken with Kent Highways who have expressed no knowledge of correspondence regarding the overgrown vegetation.
ACTION Clerk to forward copies of correspondence to Cr Paice.
Bus Stops Clerk will contact Kent Highways to progress having the area by the stop at Glen Road / Osbourne Road paved.
ACTION Clerk to contact Kent Highways
The bus stop by Kingsdown School is still being used for football by some youths, the Council considered whether to move this to the other side of the school gates.
ACTION Clerk to make enquiries of the bus company / planning department / highways regarding their opinion on the merit of moving the bus stop.
Village Plan
The Council discussed a letter received from Dover District Council (DDC) Planning department concerning Village Design Guides. This states that the District Council cannot adopt a Village Design Statement under the new town planning legislation, but that such a guide would be a useful tool for informing Parish Councils responses to planning applications.
ACTION Clerk to contact KALC and Action for Communities in Rural Kent for advice on this.
ACTION Clerk to contact DDC for clarification on this matter.
ACTION Cr Deschamps to investigate this matter further to clarify position.
The Parish Council strategy document was discussed and content approved. The council agreed this document should be displayed on the noticeboards. It was agreed that any logo or letter heading should be in black and white to make copying easier.
ACTION Cr Paice to follow up getting a council logo or letter heading.
ACTION Cr Shepherd to revise document to put it in a format suitable for displaying on the noticeboards. For review at the next meeting.

To co opt a new member of the Parish Council
Nick Jackaman was co-opted to the Council by a majority of 5 votes to 1. The Council agreed that all applicants for the position should be invited to join the Parish Plan sub committee.
ACTION Clerk to write to all applicants advising them of the outcome.
ACTION Clerk to proceed with the process for appointing Nick Jackaman to the Parish Council.
Kingsdown Village Hall
The survey report has been received, this does not contain a roof inspection. The Council agreed that they needed to review the survey and that potentially a second survey should be requested. Cr Clark is meeting with Jason Oliver and will report back his suggestions for the land next to the hall. Cr Clark is attending the next hall management committee and will report back their recommendations following this. It was discussed that once different options for the refurbishment of the hall have been outlined, these should be presented to the community for consultation prior to any decision.
ACTION Cr Clark to attend meetings relating to Kingsdown Village Hall.
Annual Parish Meeting Review
The Annual Parish Meeting was held on 28th May at Kingsdown School. The meeting began with a short welcome from the Chair, then proceeded to an informal session with Councillors present at various tables to answer questions from the public. Representatives from parish societies were also present. Feedback was received from those who attended that this new approach worked well. It was agreed that the same format be used next year, but that the meeting must be scheduled in plenty of time to allow sufficient time to be fully publicised. At the meeting Cr Deschamps spoke with several people who were interested in being involved with the parish plan.
ACTION Cr Deschamps to contact all those who expressed an interest in the parish plan.
Structure of Future Meetings
Requests have been received from members of the public to have a formal slot at the beginning of each agenda for the public to speak.
ACTION Clerk to include an item ‘questions from the public’ on all future agendas, this should come directly after ‘Community warden / PACT’.
Recreational Land
ACTION Clerk to contact SITA to put in place a contract for them to empty the litter bins at Ringwould and Kingsdown recreation grounds.
Ringwould
· There has been no further communication from DDC regarding the handover of the play area.
Kingsdown
· It has been suggested by a member of the public that a fence be put up to create a ‘no dogs’ area in the recreation ground. The council discussed this and concluded that in a rural setting a ‘no dogs’ area was not necessary.
· It is a condition of the council’s insurance policy that an annual inspection be held of play equipment.

ACTION Clerk to contact Playscape to schedule inspection of play equipment.
ACTION Clerk to ask A Calder to fill in a hole in the recreation ground where someone has cut and moved a turf.
Footpaths
The Council discussed the location of litter bins along Wellington Parade.
ACTION Clerk to contact Dover District Council again to request a litter bin for Kingsdown beach
ACTION Clerk to ask A Calder to open out ER3 where it crosses Glen Road towards Knights Bottom. This should be cut back to open it up to at least 4ft wide.
ACTION Clerk to contact Denise Roffey concerning overhanging trees on ER19 and to advise that ER288 is blocked west of the farm track.
Horses are being ridden through the bluebell woods.
ACTION Clerk to contact the National Trust concerning the bluebell woods.
Cr Paice advised he is still in correspondence with Denise Roffey concerning the works to Wellington Parade. The waste left behind will now be removed and workers will be returning to uncover the hidden stopcocks, however there are no plans now to resurface.
KALC

Planning
The following recommendations of the planning committee were announced:

· DOV/08/00314 Three Cliffs, Claremont Road, Kingsdown -Erection of single storey front extension providing first floor accommodation in the roof space, and a first floor rear extension.

The proposed extensions, by virtue of their size, scale, height, location and design would, both individually and cumulatively, constitute a large, incongruous and obtrusive addition to the property, detrimental to the character and appearance of the property, its relationship with the adjoining property (Coolroemore) and the street scene. Accordingly, the proposal is contrary to policy QL1 of the Kent and Medway Structure Plan and policy DD1 of the Dover District Local Plan. The windows in the proposed rear extension would cause unacceptable overlooking of the neighbouring properties, to the detriment of the privacy of the occupants of those properties. Accordingly, the proposal results in a loss of residential amenity contrary to policy DD1 of the Dover District Local Plan and policy QL1 of the Kent and Medway Structure Plan. The two storey rear extension would have an unacceptable overbearing impact on, and cause an unacceptable loss of light to, the adjoining property Coolroemore. Accordingly, the proposal results in a loss of residential amenity contrary to policy DD1 of the Dover District Local Plan and policy QL1 of the Kent and Medway Structure Plan.
· DOV/07/01418 Part of 41 Balmoral Road, Kingsdown – Erection of detached dwelling and garage and alterations to vehicle access.
PERMISSION REFUSED.
Due to the proposed design, height, bulk, size, scale and siting, and given the exposed nature of the rear boundary of the application site, the proposed development would appear as an unsympathetic, dominant and cramped form of development which would detract from the character and appearance of the locality and result in a prominent and visually intrusive form of development, which if permitted, would be harmful to the visual quality of the area and in particular appear injurious to views from the adjoining Special Landscape Area and public right of way contrary to policy EN1, EN5 and QL1 and of the Kent and Medway Structure Plan and policy DD1 of the Dover District Local Plan. By reason of the scale, height and siting of the dwelling and garage, the proposal would appear as a dominant and overbearing form of development which would cause harm to the living environment of the adjoining residential occupiers to the detriment of their residential amenity contrary to Policies QL1 of the Kent and Medway Structure Plan and DD1 of the Dover District Local Plan.

Any Other Information
There has been a complaint that bags of dog waste are being thrown into the hedges by ED46 at Courtlands. The location of dog bins within the parish was discussed.
ACTION Cr Danby to check location of all dog bins.
A large amount of green waste has built up in The Butts following recent work there.
ACTION Clerk to ask A Calder why this cannot be removed.
ACTION Clerk to contact Squires to obtain a quote for clearing the waste (once nesting season has passed).
Cr Paice advised that the latest planning application for the Campbells garage site will be heard by Dover District Council planning department on 10th July. The application is for a crescent of town houses and is being opposed by local residents. This area is part of Walmer parish.
