TENDER NOTICE

TENDER DOCUMENTS – IIE

Terms and Conditions:

1. The Tender/ Firm has to deposit a sum of Rs.5,000/- (refundable) as EMD Along with the Tender.

2. The amount of EMD shall be paid either in cash at IIE cash counter or in the form of crossed demand draft in favour of Indian Institute of Entrepreneurship, Guwahati. The cash receipt if paid in cash or the DD should be attached with the tender paper

3. The tender will not be accepted without prescribed EMD.

4. The quoted rates should be inclusive of all, i.e. Labour, Material, tax etc.

5. The quoted rates should be valid for 1(one) year from the date of contract and no escalation of rates are allowed during the period .

6. Sufficient nos. of persons should be engaged as per guidelines for

performing the work and IIE will not take any responsibility for the staff engaged by the firm

7. Tenders received by post will not be accepted.

8. No conditional tender will be accepted.

9 Sealed and filled in tenders along with EMD should be submitted on or before 30th December, 2014, till 2.30 P.M. The same will be opened on the same day at 3.00 P.M. In case the date of opening of the tender is changed due to unavoidable circumstances, the new date and time will be intimated to the tenderers.

TERMS AND CONDITIONS TO BE INCORPORATED IN THE DEED OF AGREEMENT

TO BE EXECUTED BETWEEN IIE & THE CONTRACTORS

1. GENERAL TERMS AND CONDITIONS :

1.1.The Contractor shall not transfer his rights under the agreement to anybody.

The contractor shall devote his full attention in the work of Housekeeping, Sanitary Services, maintenance and upkeep of office hostel and discharge his obligation under the contract most diligently and honestly.

The Contractor or his workers shall not use the premises allotted to his for any purpose other than the purposes for which the contract is awarded.

The Contractor shall at all time during the time of operation of the contract abide by all directions and instructions which may be given by the Institute concerning every aspect of the contract services.

1.5. The Contractor shall deposit a sum of a sum of Rs.5,000/- as Security deposit in favour of the institute after offer of contract . No interest is payable on the Security Deposit.

1.6 The loss caused by the contractor to the items provided by the Institute if any, the cost of the same will be recovered from the Security Deposit / monthly bill. In case of deficiency or delay in Providing the services by the contractor and in case the Institute on its own provides Material of manpower to run the housekeeping, maintenance services of satisfactory level, the cost of such material/manpower will be recovered from the contractor.

1.7 A flat minimum balance of Rs.20,000/- should be made available in the savings bank Account at UBI, Extension Counter, ATPPF, Guwahati-29 and should be operated by the contractor and it should not be a joint account. Payment of IIE will be transferred to the above said account.

1.8 The agreement is terminable by 1 (one) month notice by either party.

1.9 Applicable percentage of income tax will be deducted at the source against the service charges as may be fixed pertaining to Office maintenance, Hostel maintenance services etc.

1.10. The contractor should fulfill all statutory conditions related to the Contract Labour

Act.

The bill payment will be made only after fulfilling all the terms and conditions of the contract and satisfaction of the authority.

1.11 The minimum number of persons to be deployed for the services by the Contractors are as under :2nd Hostel Maintenance – Helper/ Sweeper = 4 Nos.

1st Admn. Building Helper/Sweeper = 4 Nos.

2nd Admn. Building Helper/ sweeper = 2 Nos.

In case somebody go on leave or fall sick, the replacement should be made immediately. In case of failure to do so, the authority will take necessary action as it deems fit against inadequate deployment of staff.

1.12 One trained professional person should be deployed during the VIP visit for attending the services who can communicate well in English and Hindi.

1.13 The contractor should provide pair of uniforms to all the workers employed by him/her

1.14. The contractor should inform the Office immediately if any change of staff employed by him occurs.

2 .MAINTENANCE, SANITATION AND HOUSE KEEPING OF HOSTEL BUILDING & OFFICE BUILDINGS:

2.1 Cleaning/dusting in Hostel and Office ( all interior portions including toilets, bathrooms, windows doors and other surroundings areas using standard disinfectants/detergents/sanitary items/brooms/dusters etc.). The cleaning area will also include surrounding Hostel building area. No acidic chemicals should be used on marble floors.

2.2 Proper cleaning dusting and upkeep of all furniture and fixture items including carpets in the room.

2.3 In Office as well as Hostel, a small size of soap of standard quality and odonil should be available in the bath rooms all the time. Odonil should be available in the Almirah and Wardrobe also.

2.4 maintenance of all linen items in Hostel i.e. woolen blanket, bed sheets, towels, pillow covers, napkins should be changed on alternate day by fresh washed sets when the rooms are under occupation. Washing should be of standard quality and to the satisfaction of the representative of the Director, IIE. The charges of cleaning linen will be borne by the Contractor.

2.5 Buckets and mugs in the bathrooms and toilets should be cleaned with quality detergent once in a week. The toilet & bathroom sink should be kept clean and dry.

2.6 All the corridors, dining hall, canteen, lounge, the ground, first and second floor, conference hall kitchen area, stair cases, store room , servicing areas, common toilet areas and other covered areas in the Hostel should be cleaned with vacuum cleaner, dusted and mopped during the time period specified below everyday: Phenyl, Harpic, Caustic Soda, “Mortin” Spary etc., and other sanitary items should be used for the purposes.

4 Maintenance of a register testifying the standard of housekeeping duly signed by participants/ guests and put up to caretaker everyday before 11.00 A.M.

5 Maintenance of a register for the linen washing with the record of number of wash of each items for the Hostel Building and Office Building and the same to be shown to the Caretaker after every wash.

6 The Institute will provide the furniture and other equipments. The contractor shall be responsible for proper maintenance and upkeep of the Institute property. For any loss, the replacement cost will be borne by the Contractor. However, if these items need repair or replacement in case these are not serviceable, the Institute will bear the cost . However, all these should be handed over back in the similar condition at the termination. of the contract.

7 Similarly, the Institute will provide linen items such as woolen blankets, bed sheets, Pillow covers, mattresses, curtains etc. and any loss of the linen items (except normal Wear and tear) shall be borne by the contractor.

8 Toilets, Wash basins, Urinals should be cleaned with detergent Harpic and phenyl daily and provided with corpus/fresheners in the hostel building.

9 Conference Halls, Officer/Faculty rooms staff rooms furniture and fixtures should be cleaned by the Vacuum cleaner every alternative day. The Institute will provide the Vacuum cleaner.

10 The curtain of the Office building including the Conference Halls should be washed every month.

11 The window panes should be cleaned once in a week

Annexure - II

MAINTENANCE, SANITATION & HOUSEKEEPING OF HOSTEL.

I) Upkeeping of 2nd Hostel Building 18 Double bedded room 1 No. VIP Suite. Dining hall corridors staircases and drain etc and staff quarter premises.

i) Daily cleaning and dusting, cleaning all rooms, corridors, lounge etc. with detergent two times in a week. Window should be opened in the morning all closed in the evening.

ii) Bathroom (odonil in every bathroom, toilets, wash basin etc. cleaning by detergents, phenyl etc. and to put naphthalene balls in basin and urinals everyday when the rooms are in used an once in three days when not in use.

1 Washing of bed sheet, pillow covers and towels, washing of bed covers, washing of mosquito nets once in a month.

1 Daily cleaning of drains around the hostel, Children Park, staff quarter and spray phenyl after a week.

2 Disinfection/baygon spraying in all rooms, lounges, dining hall, corridors, staircases etc. daily to check mosquitoes.

3 In VIP Suit and Guest House whenever there is occupant repellent (Goodnight etc.) mat should be stalled and use of spray for disinfections.

4 Curtains are to be washed once in a month.

II) MAINTENANCE, SANITATION ETC.OF OFFICE BUILDING INCLUDING OPEN SPACE/ROADS.

1. Cleaning and dusting of all rooms, corridors doors and windows and other places in an around the officer building ( 3500 sq. mt. Approx) daily and cleaning with detergent once in a week.

2. Cleaning of toilets bathrooms and wash basins with detergent and phenyl and also put naphthalene balls in basin and urinal everyday.

3. Washing of all curtains on in a month.

4. Cleaning of all open space and drains around the office building daily.

5. Disinfetion/Baygon spraying in all rooms, bathrooms, toilets etc. daily to check mosquitoes.

6. Liquid soaps/soaps with soap cases to be kept in all bathroom and should be available all the time.

7. Cleaning of main drain all around the Office cum Hostel building, children park and residential areas on every alternative day.

8. Spraying DDT/BSA/other insecticides to keep drains free from mosquitoes and other insects.

9. Daily cleaning of all open spaces and roads inside the campus.

10. All other activities related to keeping the campus green, clean and tidy.
