DIRECTORY AND STATISTICS OF
DEPARTMENT OF MINES AND MINERALS
To facilitate the mine inspection duties of the Department, the coal fields have been divided into six inspection districts. A mine rescue station which serves as the district office is centrally located in each district. The Eastern Kentucky coal field is divided into five districts, with mine rescue stations located at Barbourville, Harlan, Hazard, Martin and Pikeville. An office at Madisonville serves the Western Kentucky coal field.
The operations for the district offices are directed from the office of the Commissioner located in Lexington. General staff and Lexington office personnel are as follows:

Production, employment and accident figures for River mines have been included in the totals for Truck mines for the purpose of compiling some statistical charts.
Many of the coal production figures of individual mines which appear herein have been estimated by the Department. This was necessary because the reports of the operators of those mines, particularly mines which became abandoned during 1996, were delinquent at the time of publication. Some historic tonnage figures have been corrected using computer database error correction.
BARBOURVILLE DISTRICT
The office and mine rescue station of the Barbourville District is located at Highway 25E and Cumberland Gap, Barbourville, Kentucky. The Barbourville District is comprised of Clay, Clinton, Jackson, Knox, Laurel, Leslie, McCreary, Owsley, Pulaski, Rockcastle, Wayne, Whitley Counties and part of Bell. The London District changed to the Barbourville District on October 16, 1996.
There were 91 commercial coal mines in the Barbourville District during 1996. Four hundred forty-five inspections were conducted along with along with 338 violations the Mine Safety and Health Division caused to be corrected. All of the 338 violations have in the past, and can be reasonably expected to in the future, cause serious or fatal injuries. Records show that twelve mines were abandoned in the district during the year 1996.

HARLAN DISTRICT
The office and mine rescue station of the Harlan District is located in the old Margie Grand Theater Building, corner of Central and Second Streets, Harlan, Kentucky. The Harlan District is comprised of Bell and Harlan Counties.
There were 102 commercial coal mines in the Harlan District during 1996. Four hundred seventy-one inspections were conducted along with along with 797 violations the Mine Safety and Health Division caused to be corrected. All of the 797 violations have in the past, and can be reasonably expected to in the future, cause serious or fatal injuries. Records show that two mines were abandoned in the district during the year 1996.

HAZARD DISTRICT
The office and mine rescue station of the Hazard District is located at the Hazard Village Shopping Center, 556 Village Lane, Hazard, Kentucky. The Hazard District is comprised of Estill, Lee, Letcher, Madison, Perry, Powell, Wolfe and parts of Breathitt and Knott Counties.
There were 121 commercial coal mines in the Hazard District during 1996. Four hundred seventy-nine inspections were conducted along with 1351 violations the Mine Safety and Health Division caused to be corrected. All of the 1351 violations have in the past, and can be reasonably expected to in the future, cause serious or fatal injuries. Records show that three mines were abandoned in the district during the year 1996.

MADISONVILLE DISTRICT
The office and mine rescue station of the Madisonville District is located in the old T.B. Hospital Building on Hospital Drive, Madisonville, Kentucky. The West Kentucky District is comprised of Breckenridge, Butler, Caldwell, Carlisle, Christian, Crittenden, Daviess, Edmonson, Graves, Grayson, Hancock, Henderson, Hopkins, McLean, Marshall, Muhlenburg, Ohio, Union, Warren and Webster Counties.
There were 81 commercial coal mines in the Madisonville District during 1996. Six hundred thirteen inspections were conducted along with 626 violations the Mine Safety and Health Division caused to be corrected. All of the 626 violations have in the past, and can be reasonably expected to in the future, cause serious or fatal injuries. Records show that 25 mines were abandoned in the district during the year 1996.

MARTIN DISTRICT
The office and mine rescue station of the Martin District is located in the Coal Building at the Junction of Highways 80 and 122, Martin, Kentucky. The Martin District is comprised of Bath, Boyd, Carter, Elliott, Floyd, Greenup, Johnson, Lawrence, Lewis, Magoffin, Martin, Mason, Menifee, Morgan, Rowan and parts of Breathitt and Knott Counties.
There were 181 commercial coal mines licensed in the Martin District during 1996. Nine hundred twenty-three inspections were conducted along with 1247 violations the Mine Safety and Health Division caused to be corrected. All of the 1247 violations have in the past, and can be reasonably expected to in the future, cause serious or fatal injuries. Records show that no mines were abandoned in the district during the year 1996.

PIKEVILLE DISTRICT
The office and mine rescue station of the Pikeville District is located on Chloe Road, Pikeville, Kentucky. The Pikeville District is comprised of Pike County.
There were 269 commercial coal mines in the Pikeville District during 1996. One thousand twenty-two inspections were conducted, along with 2093 violations the Mine Safety and Health Division caused to be corrected. All of the 2093 violations have in the past, and can be reasonably expected to in the future, cause serious or fatal injuries. Records show that 13 mines were abandoned in the district during the year 1996.
