A Special Meeting of the Napa County Board of Education was called to order at 5:00 p.m. on Thursday, October 15, 2015, at the Napa County Office of Education, 2121 Imola Avenue, Napa, CA 94559, in Room 108 at Liberty High School, with President Ann Cash presiding. Members Present: Janna Waldinger and Don Huffman. Members via Teleconference: Jennifer Kresge and Lisa Lindsey. Members absent: Steve Orndorf and Ken Slavens.The salute to the Flag was led by Don Huffman.
Visitors were welcomed to the meeting.
The Agenda was approved on a motion by Mr. Huffman and a second by
Mrs. Waldinger.
There were no comments made by the public.
The purpose of the meeting was to hear an Appeal of Denial of Interdistrict Attendance Agreement filed by Tara Burton, student’s mother, on behalf of Chloe Burton.
In addition to the Board Members listed above, also present were: Mary Burton, Tara Burton, Chloe Burton, Esmeralda Mondragon, Indira Lopez, Monique Saviez, NCOE Counsel Monica Batanero, Court Reporter Sarah Sussman, and NCOE staff: Superintendent Barbara Nemko, Tony Apolloni, Josh Schultz, and Ellen Sitter.
Counsel Monica Batanero met with the NCOE Board in Closed Session at 5:41 p.m. to 6:26 p.m. to review procedural matters.
The Hearing, which was closed to the public, was re-opened at 6:26 p.m.
The Board again adjourned to closed session at 6:52 p.m. to 7:23 p.m.

The Board reported their decision from closed session. The Board’s decision to approve the interdistrict transfer agreement was unanimous. The student will attend Calistoga Elementary School for the school year 2015-2016 and school year 2016-2017. Not present to vote: Mrs. Kresge (teleconference ended at 6:25 p.m.)

On a motion by Mrs. Lindsey and a second by Mr. Huffman, the Board approved Superintendent Barbara Nemko as a voting member of the Napa Valley Adult Education Consortium and for Superintendent Nemko to be able to represent Howell Mountain Elementary School District, Pope Valley Union School District, Calistoga Joint Unified School District, and St. Helena Unified School District on that Consortium. Ayes – Mrs. Cash, Mrs. Lindsey, Mr. Huffman, and Mrs. Waldinger. Noes – None. Not present to vote: Mrs. Kresge (teleconference session ended at 6:25 p.m.).
There being no further business, the meeting adjourned at 7:30 p.m.
