Calling to Order
Mayor Dennis Greene called this meeting to Order at 7:30 pm.
Attendance
Mayor Dennis Greene, Deputy Mayor Robert Moses, Councillors Kirk Cheney, Bonnie Morse, Phil Ells Jr., Jayne Turner, Mark Ingersoll, Pete Sesplankis, CAO Rob MacPherson, Clerk/Asst. Treasurer Ami Petrovics, Treasurer/Asst. Clerk Alyssa Calder, Pastor Karl Ingersoll, 1 RCMP, and 2 members of the public.

Opening Remarks
- Regular Council Meeting scheduled for March 7th 2016 had to be postponed; we did not have a quorum.
- Mayor Greene, Deputy Mayor Moses, Councillor Ells, and CAO MacPherson met with the Department of Transportation and Infrastructure to get the results from the independent review of the Propulsion System of the MV Grand Manan Adventure. This item is on this meeting’s Agenda.
- Mayor Greene had the pleasure of attending an announcement by our MP Karen Ludwig regarding the funding of the Welshpool Landing in St. Andrews. This is a project which has had continued support of Grand Manan Village Council. It would be a great help for the small cruise ship business.
- Council has worked diligently in matters of concern to Islanders over the past term. There were lots of times when disagreements were had, but all in all it was a successful Council who worked diligently for the Municipality.
- Nomination papers for the May Municipal Election will be available March 21st. If people are interested in Village affairs, this is a great opportunity to offer as a candidate.

Moved by Councillor Phil Ells Jr., seconded by Councillor Kirk Cheney to adopt the Minutes from February 1st, 2016.

Constable Cory Bryant read the RCMP Report for the month of February 2016.
Old Business
Community Mailbox Placement
CAO Rob MacPherson addressed the letter sent from Canada Post in reply to the letter Council sent inquiring on procedures Canada Post follows when placing Community Mailboxes. Council chose to provide Marc Dery’s contact information to citizens concerned with safety issues in relation to Community Mailboxes.
Follow-Up with District Engineer
Moved by Councillor Pete Sesplankis, seconded by Councillor Kirk Cheney to request a formal response by resending the letter sent to Mr. Allen Kerr on August 11th, 2014.

Nick Huggard Memorial Hockey Tournament
Moved by Councillor Phil Ells Jr., seconded by Deputy Mayor Robert Moses to send the tournament a $200.00 donation towards their fund raising efforts.

Shore Road Speed Limit
Moved by Councillor Phil Ells Jr., seconded by Councillor Kirk Cheney to send a letter to the Department of Transportation and Infrastructure Head Office in Fredericton with a courtesy copy sent to the District Engineer requesting an assessment is made as soon as possible on the speed limit of the Shore Road.

MV Grand Manan Adventure
Mayor Greene summarized the meeting held with Representatives of the Province of New Brunswick and the action plan going forward to increase dependability of the ship and ferry system.
New Brunswick Pharmacists’ Association
Moved by Deputy Mayor Robert Moses, seconded by Councillor Phil Ells Jr. to send a letter of support to the New Brunswick Pharmacists’ Association to nominate Glenn Gilmore for the “Bowl of Hygeia” Award.

GMCS Annual Spring Carnival
Moved by Councillor Pete Sesplankis, seconded by Deputy Mayor Robert Moses to table the item until the Recreation Committee has met and is able to make a recommendation to Council.

Moved by Councillor Mark Ingersoll, seconded by Councillor Jayne Turner to do the same with the Long Eddy Lighthouse as was done with Swallowtail Lighthouse.

Grand Manan Music Festival 2016
Moved by Councillor Pete Sesplankis, seconded by Councillor Jayne Turner that Council sponsor the festival by terms of a $200.00 donation at a Silver level of sponsorship.

Community Arena Mezzanine
Moved by Councillor Phil Ells Jr., seconded by Deputy Mayor Robert Moses to accept the presentation from Councillor Cheney and principle to investigate and bring back a proposal to improve the windows in the Arena Mezzanine.

GMCS Request for Donation (Read-A-Thon)
Moved by Councillor Pete Sesplankis, seconded by Councillor Mark Ingersoll to support the GMCS Read-A-Thon by donating two $50.00 gift cards.

Animal Welfare Clinic
Councillor Sesplankis expressed gratitude on behalf of the local Animal Welfare League for the annual donation made by Council and allowing the League to use the North Head Hall for a recent pet clinic.

Councillor Phil Ells Jr. read the 2016 Winter/Spring Fire Department Report.
Public Safety Committee Report
Moved by Councillor Phil Ells Jr., seconded by Deputy Mayor Robert Moses that Council endorse the Community Policing Forum as presented with its tentative schedule and its intention.

Moved by Councillor Phil Ells Jr., seconded by Councillor Pete Sesplankis that CAO MacPherson contact “Safety First” to bring back to Council options for the recommended equipment for reduced speed zone as per DTI specs.
Recreation Director’s Report
Moved by Councillor Pete Sesplankis, seconded by Councillor Phil Ells Jr., to confirm that Municipal Staff including, but not limited to Recreation Director Chris Rayner, Clerk Ami Petrovics, Treasurer Alyssa Calder, and CAO Rob MacPherson have authorization to submit an application to the Canada 150 Fund on behalf of the Village of Grand Manan for the Recreation Revitalization Project.

Council has instructed CAO MacPherson to go into negotiations with Mr. Urquhart on a possible price for the property.
