To administer oath of office and secrecy in accordance with the provisions u/s 17 of Cantonments Act, 2006 to Brig. Jaspal Singh, SEMO, MH Meerut on becoming Ex-Officio Member of Cantt Board Meerut.
Board is informed that the SEMO is Ex-Officio Member of this Board by virtue of the provisions u/s 12 of the Cantonments Act, 2006 but till date he has not attended any meeting of the Board inspite of repeated information through agenda for the meeting above referred.
1. Resolution: Brig Jaspal Singh, SEMO took oath u/s 17 of Cantonments Act, 2006 as Ex-Officio Member of the Cantonment Board Meerut.
At the commencement of the discussion on the agenda points PCB stressed that the present state of affairs and environment in Govt offices needs special attention and improvement. The Govt machinery should maintain absolute integrity and secrecy of the official documents/information. No unauthorized official should be permitted to leak any information possessed/maintained by him in his official capacity as the security of the Country as well as security of the classified information is the foremost duty of every government official as they are within the purview of Official Secrets Act.
Progress of the task given by the PCB to the Programmer, Cantt Board Meerut regarding preparation of programme regarding details of serving staff be put up for information of PCB on 01.03.2015.
Progress regarding in respect of Pensioners their PPO, increments, Aadhar linked Annual Life certificate, pension statement through LAN be put up to the PCB on 01.03.2015.
2.ACTION U/S 26 OF CANTONMENT ACT, 2006.
1.To note the action taken by the CEO with the prior approval of PCB dated 17.01.2015 under section 26 of Cantonments Act, 2006 regarding purchase of rack server with cabinet, monitor and online ups for uploading of scanned/digitized records in server of Cantt Board Meerut @ Rs.2,77,095/- for rack server (HP), 6,720/- LED/LCD monitor (DELL), 70,380/- for online UPS (EMERSON) and Rs. 36,645 for rack (42U) (comRACK) from lowest bidder M/s Vardhman Computer and Peripherals as the procurement was very urgent for ongoing digitations work.
2.Resolution: Noted and approved.
3.CONFIRMATION OF FINANCE COMMITTEE
To confirm the minutes of the Finance Committee held on 23.01.2015.
3. Resolution: Considered and resolved that the recommendations of the Finance Committee item No. 1 to 14 are resolved & modified as under:-

03.Considered and resolved that revised rates of minimum wages as per Govt of India Min. of Labour notification dated 13.10.2014 is approved w.e.f. 01.10.2014.
04.Considered and approved the payment of medical bills of employees as mentioned in the agenda side. CEO is authorized to release the payment.
Further resolved that rates of hospital charges like X-Ray, Pathological examinations, Gynecological treatment/procedures be displayed at prominent place in Cantt General Hospital campus.
Further resolved that the hospital committee should consider and submit its recommendations regarding empanelment of private specialized treatment centres for empanelment on the panel of Cantt Board at par ECHS/CGHS. The report should be placed in the next Board meeting in consultation with the SEMO and MO I/c.
05.Considered and approved the payment of bills of news Papers. CEO is authorized to release the payment to the respective news papers/ Advertising agencies.
Further resolved that on query of the Chairman Finance Committee regarding his powers, the CEO stated that the powers under the Business Regulation in vogue applicable for conduct of business during Cantt Board meetings are mutatis mutandis applicable on all the sub-committees.
06.Considered and resolved that highest bid of Rs. 2,21,000/- for one year offered by Shri Sohanpal Singh for collection rights of parking charges from parking stand at Gandhi Bagh is approved.
As suggested by the PCB further resolved that the entry/exit of Gandhi Bagh on Roorkee Road appears to be accident prone. He advised that Adm Comdt and CEO should inspect and explore alternative arrangement of parking and entry/exit etc at Gandhi Bagh.
07.Considered. The CEO informed the Board that the subject meat stall was under illegal occupation @ Rs. 96.50 per month and had never been auctioned since decades. He got the stall vacated during his routine round in the year 2013 and kept lock & under repairing and now it has been auctioned. Resolved that highest bid of Rs.7,400/- per month offered by Shri Sahid Ahamed S/O Shri Rahisuddin of auction of transfer of occupancy right of meat stall No.1 at Handia Mohalla for a period of 03 years subject to 5% enhancement of license fee per year is approved.
Shri Dinesh Goel raised the issue Mutton stall at Sadar Bazar which is being misused for other purposes instead of meat stall. PCB directed that matter be enquired and detailed report be put in the next Board meeting.

Resolved that highest bid of Rs.6,000/- per month offered by Shri Shabbir Quarashi of auction of transfer of occupancy right of meat stall No.2 at Handia Mohalla for a period of 03 years subject to 5% enhancement of license fee per year is approved.
09.Considered and resolved that the lowest rates @ 1,29,000/- month quoted by M/s Agrawal & Co. for lifting of 13 Nos. of dustbins in Cantt area and dumping at Trenching Ground of Cantt Board at Kila Parikshitgarh Road Meerut is approved.
Smt Shipra Rastogi, VP, Smt Beena Wadhwa & Smt Mamta Gupta stated that door to door garbage collection be also undertaken in their wards also as it is very successful. CEO assured that fresh tenders will be issued shortly.
10. Considered and resolved that the lowest rates @ 1,32,000/- month quoted by M/s Aakanksha Enterprises for disposal of municipal waste i.e. segregation and composting of waste at Trenching Ground of Cantt Board at Kila Parikshitgarh Road Meerut is approved.
Shri Dinesh Goel stated that the iron fencing at Trenching Ground has been removed by miscreants. This needs to be attended seriously and action should be taken against the culprits. CEO assured that all necessary action will be taken in this regard and if anybody found guilty will be dealt with suitably.
11.Considered and resolved that overall rates quoted by M/s Pradeep Construction Co. for repairing of India Mark II Hand Pumps in Cantt area as mentioned in the Agenda side is approved. Further keeping in view the work load & quantum of work it is resolved that the contractor having L-2 rates be asked whether he is willing to carry out the works at L-1 rates and if he agree the works orders be given to him also for operating the pump smoothly without delay. CEO is authorized to place necessary work orders.
Shri Jagmohan stated that for projects and funds the Board should approach NCR planning Board. PCB informed that he has already written a DO letter to the concerned authority regarding funds under NCR Planning as well as JNNURM.

14.Considered and resolved that the estimates for maintenance works to be executed in 2014-15 as mentioned in the agenda side is approved. CEO is authorized to place work orders within the revised tender limit as recommended in the agenda.
4.GRANT OF ASSURED CAREER PROGRESSION (ACP) TO THE CANTT BOARD MEERUT CLASS(D) EMPLOYEES W.E.F. 01.12.2008.
To consider UP Govt. Go. No. Ve Aa-2-561/Das-62(M)/2008 dated 04.05.2010 and UP Govt. Go. No. Ve Aa-2-2104/Das-62(M)/2008 /TC dated 22.12.2011 regarding grant of 03 ACP on completion of 10,16 & 26 years satisfactory service w.e.f 01.12.2008 and grant of Grade Pay of Rs. 2400/- ignoring grade pay of Rs.2000/- while may granting 1st ACP on completion of 10 years service to its employees having grade pay of Rs. 1900/- to the employees/ officers of all cadres of UP State govt. in the revised pay structure implemented w.e.f 01.01.2006.
Office Report
1.It is intimated that as per UP Govt. GO. dated 04.05.2010 for grant of ACP, every department shall constitute a screening committee consists of a President and two members. Generally, there will be two meetings of screening committee in January & July every year and committee will submit their report within 15 days to the appointing authority/ competent authority who will approve the financial up-gradation based on report of screening committee.The office has scrutinized the cases of ACP of Cantt Board employees. There are 39 cases is due in which benefit of ACP as per GO’s referred above.
2.It is submitted that as per memorandum of Settlement, Cantt Board employees are entitled for the pay and allowances at par with state Govt. employees. Therefore,pay and allowances of Cantt Board employees have been revised w.e.f. 01.01.2006 at par U.P Govt employees by the GOC-in-C,CC vide letter No. PC-34238/UK/Pay Rev-06/LC-06 dt. 19.08.2009.
3.Since,the state Govt has revised the system of time scale by introducing ACP scheme in the revised structure to its employees vide GO referred above , the employees of Cantt Board are also entitled to get 03 ACP in place of time scale w.e.f. 01.12.2008.
4.It is further submitted that as per memorandum of settlement, Cantt Board Employees are entitled pay & allowances at par with State Government Employees and sanctioning authority for grant of promotional scale is the G.O.C in C, Central Command, Lucknow under Rule 47 read with rule 19(b) of Cantt Account Code 1924.
In view of the above, It is recommended that proposal seeking sanction under rule 47 read with rule 19(b) of Cantt Account Code 1924 for Grant of ACP to the Cantt Board Employees w.e.f 01.12.2008 be forwarded to HQ, Central Command Lucknow after recommendation of Board. The above matter may be put-up before the Board for consideration.
4. Resolution: Considered and resolved that necessary proposal seeking sanction under rule 47 read with rule 19 (b) of Cantonment Account Code, 1924 for grant of ACP to the Cantt Board employees w.e.f. 01.12.2008 be forwarded to the GOC-in-C, Central Command through PD DE.
5.GRANT OF REVISED PAY SCALE OF UNTRAINED COMPOUNDER OF CANTT GENERAL HOSPITAL, CANTT BOARD, MEERUT.
To consider applications submitted by S/Shri Ramesh Chand Kausal and Gurudutt Singh (U/T Compounder) requesting to revised pay scale from Rs. 330-495 to Rs. 1200-1800 w.e.f 01.01.1986 in accordance with UP Go. No. 1826/5-8-92-TC dated 04.11.1992.

- It is submitted that Shri Ramesh Chand Kausal was appointed as untrained compounder on 19.01.1991 and Shri Gurudutt Singh was appointed as untrained compounder on 26.09.1986 and at the time of appointment the pay scale of untrained compounder was Rs. 950-1500.
- It is submitted that as per UP Govt Go. No. 1826/5-8-92-TC dated 04.11.1992 the UP Govt. has revised pay scale as per recommdation of 4th pay commission of untrained compounder from Rs. 330-495 to Rs. 1200-1800 w.e.f 01.01.1986.
- The following Untrained Compounders are geeting pay band of ( Rs. 5200-20200) + G.P of Rs. 1900/- w.e.f 01.01.2006. The RMO Cantt General Hospital has forwarded their application.

The sanctioning authority for grant of sanction of revision of pay is the GOC-in-C, CC under rule 47 read with rule 19(b) of Cantt Account Code 1924.
Board is informed that in compliance of Resolution of Finance Committee meeting dated 18.01.2013 confirmend vide CBR No. 384 dated 11.03.2013, the Principal CAB I/c has submitted the performance report of preceding 05 years of all above teachers as satisfactory.
It is recommended that proposal seeking sanction under rule 47 read with rule 19(b) of Cantt Account Code 1924 for Promotional Scale after completion of 12 years satisfactory service in accordance with UP Go. No. 310/15-08-2009-3011/2009 dated 24.02.2009, 4307/1-8-3038 dated 20.12.2001 & 1551/15-08-2012-3011/09 dated 23.11.2012 be forwarded to HQ Cental Command, Lucknow.

7.RENEWAL OF AGREEMENT OF KALYANAM KAROTI, EYE WING, CANTT GENERAL HOSPITAL, MEERUT CANTT.
Reference: CBR No. 143 dated 01.02.2014.
To consider request dated 09.012.2014 received from Brig (Retd) SC Johar, AVSM, General Secretary, Kalyanam Karoti, Eye-Wing, Cantonment General Hospital, Meerut Cantt regarding renewal of their contract as well as amendment to the existing agreement.
Board is informed that Kalyanam Karoti Eye Wing was permitted to provide medicare facilities regarding eye and limbs as well as tricycles to the poor members of the society under agreement duly approved by the Board vide CBR under reference for a period of one year w.e.f. 01.01.2014 to 31.12.2014.
