Board of Selectmen

November 5th, 2015

The meeting was called to order at 6:30pm by Chairman Scott Owens. Other members present were, Peter Laverdiere (Vice-Chair), James Goforth, Roger Jackson and G. Scott Hunter. Also present were Town Manager Michael Chammings and Town Clerk Sheila Cole. Eighteen Members of the Public were present. One reporter present. Chairman Scott Owens led all in the Pledge of Allegiance.

Chairman Scott Owens opened meeting with a Public Hearing at 6:31 P.M. for Junk Yard Permits. Town Manager Michael Chammings advised that the Town of Oxford has not had issues with them, nor has the CEO Rodney Smith had any issues. Chairman Scott Owens asked if there were any questions or comments from the Public. Public Member Tom Cushman asked if there were only two. Chairman Scott Owens advised that yes there are and that they are Oxford Auto Salvage, Inc. and Ayotte’s Junk Yard. Tom then asked why there were only two. Chairman Scott Owens explained that only two had applied for the permits. Town Manager Michael Chammings advised that it also depends on when they apply and how long in between when they need to apply. Tom Cushman also asked when would be the right time to talk about the other four junk yards in town. Chairman Scott Owens advised that that question would be addressed during Public Comments. Chairman Scott Owens then closed the Public Hearing at 6:33 P.M.

3. Action on Minutes-

A. November 5th, 2015- Selectman James Goforth made a motion; to which was seconded by Vice-Chairman Peter Laverdiere to accept as presented the minutes of October 15th, 2015 Selectmen’s Meeting.

Motion passed 5-0.

4. Adjustments to the Agenda-

Motion made by Vice-Chairman Peter Laverdiere to add 8G) Bid Policy Waiver; to which was seconded by Selectman James Goforth.

Motion passed 5-0.

Town Manager Michael Chammings advised the Board of the following updates: Had meetings with MDOT; Projects with them for putting in three lanes from Welchville down to the south end of Fore Street. Also going to be on Rt. 26 and Station Road bringing embankment down to eye level for better visibility for traffic. Installed new guardrails down on the Hebron Road. Town Manager also advised that he got in touch with an OHCHS Art Class Teacher for class to design new Town of oxford Welcome signs. Town Manager asked about giving some sort of an incentive to the students in the class for creating the signs, possibly an iPad. Call Center has been purchased and have come in to get permits to be putting in some retail stores. Also possibly applications to come in for some commercial buildings across from casino. Permits to be submitted to turn mill into condo units.

Tom Cushman asked about the following: how things are going with other junk yards in Town, free shop at the Transfer Station; chance of putting one on left of scales, Scales at transfer station-going down the trap door. Betty Wuori asked about the following: the law if junk yards have to have a fence around them, why does Town have to have different insurance to have free shop at Transfer Station, what did bid include for Transfer Station Scales, how are the Public Works employees get paid when working on Town’s Projects. Bob Williams asked about what if hazardous waste is placed into the fee shop at the Transfer Station. Mark Blaquiere asked about the following: trees being replaced at Rec Hall, Credit Card machines, when is Dunkin Donuts opening.

Selectman G. Scott Hunter asked about the following: When will building be put in at Rec Ball Field? When will concrete be poured? Selectman G. Scott Hunter also asked Town Manager Michael Chammings for an expense report on the sewer, grant money, loans etc. Selectman Roger Jackson asked how many working on Highway Department and if we have any applicants.

8. New Business-

A. Catering Permit:

Motion made by Vice-Chairman Peter Laverdiere to move to approve and sign application; to which was seconded by Selectman Roger Jackson.

Motion passed 5-0.

B. Junk Yard Permits:

Motion made by Selectman James Goforth to move to approve the Junk Yard Permits for Oxford Auto Salvage and Ayotte’s Junk Yards; to which was seconded by Vice-Chairman Peter Laverdiere.

Motion passed 5-0.

C. School Board Appointment:

Motion made by Selectman Roger Jackson to move to appoint Stacia Cordwell to the M.S.A.D. #17 School Board; to which was seconded by Vice-Chairman Peter Laverdiere.

Motion passed 5-0.

D. Floor Bids:

Motion made by Vice-Chairman Peter Laverdiere to move to award the Floor Tile Installation Bid for the Public Safety Building to Mark Bossee in the amount of $9,538.80; to which was seconded by Selectman James Goforth.

Motion passed 5-0.

E. Transfer Station Bids:

Motion made by Selectman James Goforth to move to award the Transfer Station Repair & Upgrade Project to Billy Frye in the amount of $16,483.87; to which was seconded by Vice-Chairman Peter Laverdiere.

Motion passed 5-0.

F. Fence Bids:

Motion made by Selectman James Goforth to move to award the Fence & Gate Project at the new ball field facility to Double T Fence in the amount of $11,900.00; to which was seconded by Selectman Roger Jackson.

Motion passed 5-0.

G. Bid Policy Waiver:

Motion made by Selectman James Goforth to move to waive the bid process and receive direct quotes for the replacement of cement at the Transfer Station; to which was seconded by Selectman Roger Jackson.

Motion passed 5-0.

9. Sign Warrant(s): #38, #40 & #42

Motion made by Selectman Roger Jackson to approve and sign Warrants #38, #40 & #42; to which was seconded by Vice-Chairman Peter Laverdiere.

Motion Passed 5-0.

10. Executive Session-NONE

Motion made by Selectman Roger Jackson to adjourn the Selectmen’s Meeting; to which was seconded by Vice-Chairman Peter Laverdiere.
