POSITION TITLE:State-Local Agency Coordinator–Golden Pass Environment, Regulatory and Land (ERL)

DESCRIPTION:PROJECT POSITION

LOCATION:Houston, TX with regular travel to Austin, Tx and Baton Rouge, La (initially)

TIMING:

Reports To:Environment, Regulatory and Land Lead

ROLE

  • Lead effort to acquire state permits and complete required consultations for the Golden Pass Liquefaction project, with emphasis on securing major source air permits
  • Serve as a day-to-day technical staff contact with state regulators that have jurisdiction over the various components of the project
  • Serve as a subject matter expert for the various state permitting and consultation requirements for the project
  • Provide strategic regulatory planning input related to state permitting

TASKS AND RESPONSIBILITIES

  • Evaluate ERL baseline schedule to optimize acquisition of state permits and other authorizations
  • Assure acquisition and compliance with required state authorizations associated with field studies
  • Assist in cost and schedule estimating, forecasting, and stewardship with focus on state regulations and permitting requirements
  • Monitor emerging state regulations and emerging Federal regulations that would cascade into state regulations
  • Ensure that environmental andregulatory requirements / standards related to state regulations are properly integrated into project design and implementation plans
  • Maintain alignment within the ERL Team regarding overall work plans and obligations; organize / participate in weekly and monthly meetings with ERL contractors and ERL Team to ensure common understanding of requirements/deliverables and status of the work
  • Assist in the public consultation component of the state permitting process
  • Highlight permitting issues/recommendations to the ERL Lead on a real-time basis for resolution
  • Steward ongoing activities and compliance issues with the ERL Lead
  • Manage interfaces among the various disciplines responsible for advancing action items
  • Provide weekly and monthly progress reporting on permitting status and issues
  • Provide personal SSH&E leadership in actions as a project team member
  • Handle other ERL duties as requested by the ERL Lead
QUALIFICATIONS AND EXPERIENCE
  • University Degree in Earth or Environmental Sciences, Natural Resource Management, Engineering or other field related to environmental study (advanced degree preferred)
  • 10 – 15+ years broad-based experience in environmental permitting and regulatory compliance in the oil and gas industry with strong subject matter expertise on Texas state regulations preferred
  • Proven management and leadership skills
  • Experience with interacting with state, and local government officials
  • Experience interacting with a variety of external entities (e.g., local communities, NGO’s, etc.)
  • Strong influencing,consulting, and analyticalskills
  • Strong organizational and technical judgment skills
  • Strong interpersonal, facilitation and communication skills; persuasive with strong business perspective
  • Ability to adapt to tight deadlines, heavy workloads, and changing priorities
