Overall view of meeting and general commentsWell attended meeting with numerous updates on various initiatives, although at present much of the detail is unknown:
· Job Centre Plus on Welfare Reforms
· Commissioning of Health Services
· EY Quality Improvement Framework
· Enhanced Provision & Single Funding Formula for EY settings
· Prevention & Early Intervention Review
New Buzzwords: Proportionate Universalism – which may mean services for all, but with variable delivery e.g. based on budgets, deprivation etc
Key issues/main points of interest for the voluntary & community sectors
Welfare Reforms:
· Govt moving towards Universal Credit incorporating all existing benefits/credits, aim to launch in 2013,
· Govt hoping to encourage/support unemployed in volunteering while they’re looking for work.
Commissioning Health Services:
· commissioning of services will be devolved to GP’s, local Public Health or a National Commissioning Board, not clear yet which services will be commissioned by who.
EY Quality Improvement Framework
· Final version of 2 QIF docs sent to PVI childcare providers. This should support settings in completing their SEF’s and in identifying where support may be need from Early Years Consultants, BAND or other agencies.
Single Funding Formula:
· Briefing sessions have been held for all EY providers to explain the SFF and new Code of Practice to be introduced in April 2011. SFF will be based on 4 elements: Base rate, Deprivation, Quality & Flexibility. Aims to introduce more equitable funding of provision.
Early Intervention Review:
· A scoping exercise had been undertaken which has led to the development of an area delivery model. It’s hoped this will lead to a proposal for managing change, to be published before the end of Dec 2010.
· Priorities are to support improved family engagement especially in more acute cases where families often choose to dis-engage with CAF process. Overall aim that this will support improved attainment and achievement.
