All Managers Advisory Memo #1: Subject: Emergency Closings

The following is found in the Employee Handbook:

“If we close your work site in the event of an emergency (such as a gas or water leak, power failure, etc.), we will pay you for the hours you were scheduled to work.

In the event of weather-related emergencies, we follow local authorities in deciding whether or not to close the site. We consider our services to be comparable to that of a hospital and make every attempt to stay open. Although we are always concerned for the safety of our employees, if your work site stays open and you choose not to report for your scheduled work assignment because the local authorities have declared a snow emergency for your area of residence, you may use personal leave for the absence. Otherwise, you will not be paid. If this is the decision you make, we still expect you to call your supervisor at least one hour before your scheduled start time or you will be considered absent without leave.”

Here is further guidance:

Indiana Health Centers, Inc. is a health services medical/dental/WIC practice for vulnerable populations. As such, all IHC facilities will be business as usual during inclement weather. An exception is when local authorities, either city or county, announce a snow emergency and indicate emergency vehicles only should be on the streets.

During an emergency-vehicles-only snow emergency, the facility management team may close the IHC site as follows: 1) notify their Operations Officer; 2) place a local PSA for clients and staff, and phone call all staff. In the event of this type of closing; staff will be paid for the hours they were scheduled to work. On SARs, please indicate Snow Emergency for those hours.

In the event you live outside of the City where you work and your City/County is declared a snow emergency, then you may take a personal day if you decide you cannot get to work. If this is the decision you make, we still expect you to call your supervisor at least one hour before your scheduled start time or you will be considered absent without leave.

In the event there is no snow emergency and you decide not to come to work due to the conditions, you will not have the option of using personal time to get paid for that day. In other words, this would be unpaid time off and would also disqualify you for ICP.
