1.0 Background Information about UNABCEC

1.1 Introduction

UNABCEC is a non profit, non political, member-driven association bringing together building and civil engineering contractors as well as construction-related materials manufacturers and/or suppliers to promote their mutual interest.

1.2 Our vision

To be the lead engine for growth and development of the construction industry in the region.

1.3 Our mission

To promote and protect the shared interests of Members, and the construction industry as a whole, through mobilization, advocacy, networking, and innovative service provision.

UNABCEC is the principle interface between the construction industry on one hand, the public, development partners and the Government on the other. In pursuit of this broad mandate, the association emphasizes fair and ethical business as a standard code for its members and the construction industry in Uganda.

1.4 Our Services

  • Subsidized Business Insurance and Guarantees: Bid, performance and advance payment guarantees for members are now reduced to 50% because of CROSSROADS Intervention Programme funded by DfID.
  • Training and certification in construction related courses.
  • Training and certification of heavy equipment operators at a subsidized price for members.
  • Interaction with stakeholders in the construction industry at UNABCEC social functions.
  • Access to Joint Venture formulation with both local and international companies arranged and overseen by the Association.
  • Opportunities for subcontracts and supplies of goods and services to member companies.
  • Channel for airing out views to policy makers that are relevant to the industry.
  • Regular e-mail updates to members about job/contracts adverts.
  • Forum for alternative dispute resolution for member companies.

2.0 Outline of the Estimating, Costing and Building up Rates Training

2.1 Introduction

Estimating, Costing and Building up Rates training is one of the key capacity gaps that were identified during the training needs assessment that was conducted on UNABCEC members. The training needs assessment was followed by a number ofpreparatory activities that have steered us to this pilot public training course.

2.2 Justification

It is often thought that winning work in the construction industry, executing it to the required standards and making profit out of it is extraordinarily difficult compared to other industries. This is not necessarily true with the relevant knowledge and skills. As UNABCEC moves towards improving services to its members and help raise the standards of contracting in Ugandantherefore, training on estimating, costing and building up rates is very important.

2.3 Course Objectives

By the end of the training, participants should be able to;

Build-up realistic unit rates based upon evidence of costs and productivity

Assess and cost common risks and allow for contingencies

Price competitive tenders

Monitor and record costs to provide a firm foundation for building up rates

Identify opportunities for profit from tender documents and Bills of Quantities using contractor’s estimates

Make final adjustments to win tenders

2.4Target Group

The training course is of value for contractors and their staff, owners/employers instigating construction projects, consulting engineers and engineers involved in costing engineering projects.

2.5Number Participants

The size of the class will be thirty (30) participants.

2.6Application/registration Process

  1. Interested participants are required to fill the application forms that can be obtained from our secretariat, our website ( or requesting them through our email address(). Complete application forms together with the training fees or evidence of payment should be submitted to our secretariat or sent through our email. Acceptance to the limited number of places will be on first come first serve basis.
  2. The course is open to the public at the cost of UGX 500,000/= to cover for tuition, training materials, a certificate, lunch and refreshments, payable in advance. Certified UNABCEC members will be subsidized at a cost of UGX 300,000/=
  3. The training will be conducted in English and therefore participants should be able to understand and express themselves in English.

2.7 Duration

The training will be for 3 days, from16th to 18thmarch 2016

2.9 Resource Persons

The resource persons will be drawn from a pool of UNABCEC expert trainers.

2.10 Training Methodology

This is a practical NOT an academic training and will be delivered through group discussions, practical activities, demonstrations, question and answer, drama or role plays andcase studies.

3.0 Certification

Participants will be awarded certificates upon attendance of at least 90% of the training. No certificates will be awarded if participants are late or leave the course prematurely (before the completion of all the sessions), or if they do not meet the above requirement for whatever reason.
