Notice is hereby given that a meeting of the Commissioners Court of Harris County, Texas, will be held on Tuesday, April 3, 2007 at 10:00 a.m. in the Courtroom of the Commissioners Court of Harris County, Texas, on the ninth floor of the Harris County Administration Building, 1001 Preston Avenue, Houston, Texas, for the purpose of considering and taking action on matters brought before the Court.

The Commissioners Court may go into executive session, if necessary, pursuant to chapter 551 of the Texas Government Code, for one or more of the following reasons: (1) consultation with the County Attorney to seek or receive legal advice or consultation regarding pending or contemplated litigation; (2) discussion about the value or transfer of real property; (3) discussion about a prospective gift or donation; (4) consideration of specific personnel matters; (5) discussion about security personnel or devices; or (6) discussion of certain economic development matters. The Commissioners Court may announce that it will go into executive session on any item listed on this agenda if the subject matter is permitted for a closed session by provisions of chapter 551 of the Texas Government Code.

1. Public Infrastructure Department
a. Public Infrastructure
1. Recommendation that the County Judge be authorized to execute advance funding agreements with the Texas Department of Transportation for congestion mitigation air quality improvement projects in the total amount of $30.8 million with the county's portion at 20%, or $6.2 million.
2. Recommendation for authorization for the County Judge to execute an amendment to an agreement with Ecology and Environment, Inc., to change the scope for on-call engineering services with no additional cost to the county.
3. Recommendation for authorization to implement changes in support of on-going reorganization of PID and merger of the Facilities & Property Management Division.
4. Recommendation for authorization to negotiate with Kellogg, Brown & Root, Inc., for on-call traffic noise analysis services for various toll road projects.
b. Right of Way
1. Recommendation that the court approve resolutions and orders declaring certain property to be surplus, and on behalf of the Flood Control District to sell to the North Harris County Regional Water Authority for the Sale and Exchanges-4 project in Precinct 4, and for appropriate officials to take necessary actions to complete transactions for:
a. Tract 01-607.0 at the juncture of Theiss Gully and Spring Gully to the south along the east line of Spring Gully in the amount of $14,011.
b. Tract 01-605.0 from the north side of Cypresswood Drive at Spring Gully to the north along the east line of Spring Gully in the amount of $31,210.
2. Recommendation that the court approve resolutions and orders authorizing projects, decreeing public necessity and convenience, and directing acquisition of specific property on behalf of the county, and for appropriate officials to take necessary actions to complete transactions for:
a. A revised tract north of FM 1960 to north of Mills Road for the Perry Road Segment A project in Precinct 4.
b. Three specific tracts from Bissonnet to the county line south of Old Richmond Road for the Eldridge Parkway-2 project in Precinct 3.
3. Recommendation that the court approve a resolution and order authorizing the county to dedicate to the public a road easement across Tract 006 for the Scarsdale Boulevard-1 project in Precinct 1, and for appropriate officials to take necessary actions to complete the transaction.
4. Recommendation that the court approve a resolution and order authorizing on behalf of the county to purchase Tracts 017 and 017E for the FM 2100-1 project in Precinct 4 for the negotiated price of $48,500, $9,440 over the appraised value, and for appropriate officials to take necessary actions to complete the transaction.
5. Recommendation that the court approve a resolution and order declaring Tract 001 to be surplus property, and on behalf of the county to sell the tract by public auction for a minimum bid of $5,222,250 in connection with the Chimney Rock Center project in Precinct 3, and for appropriate officials to take necessary actions to complete the transaction.
6. Recommendation that the court confirm and approve the sale by sealed bid of a waterline easement across Tract 1 WLE near the west line of Jahnke Road south of Louetta Road to Klein-Spring Montessori School, Inc., for $500 for the Klein-Spring Montessori project in Precinct 4, and for appropriate officials to take necessary actions to complete the transaction.
c. Toll Road Authority
1. Recommendation for authorization to execute eight agreements with Union Pacific Railroad Company in amounts of $1,500 each for fiber optic wireline crossing on the Hardy Toll Road for the Palestine Subdivision in Precincts 1 and 2, and for appropriate officials to take necessary actions to complete the transactions.
2. Request for authorization to purchase two vehicles at an approximate total cost of $45,000.
3. Recommendation for authorization to execute on behalf of the county a temporary license agreement with Inter Nos, Ltd., to construct and maintain a temporary fence on an easement owned by the county.
4. Recommendation for authorization for appropriate officials to execute two special warranty deeds conveying Tracts A and B of Park Row to the City of Houston.
5. Recommendation for authorization to increase a cellular phone allowance and cancel another.
6. Request for authorization to negotiate with Turner Collie Braden, Inc., for an annual maintenance system inspections on roadways, facilities, bridges, and retaining walls within the Toll Road Authority jurisdiction.
7. Request for authorization to pay deputy constables of Precincts 1, 4, 5, 7, and 8 overtime for traffic control and incident clearance associated with the IH 10 Katy Freeway reconstruction program at the Sam Houston Toll Road at an approximate total cost of $200,000.
d. Construction Programs
1. Recommendation that Public Infrastructure be authorized to negotiate with Walter P. Moore for design of sound walls on the Westpark Tollway.
2. Recommendation that Public Infrastructure be authorized to negotiate on-call service agreements in support of toll road construction activities with:
a. KBR for construction management and inspection services.
b. Washington International Group, Inc., for construction inspection services.
c. HTS for testing services.
3. Recommendation for authorization for the County Judge to execute a change in contract with Jerdon Enterprise, LP, for restriping of Westpark Drive from east of South Rice Avenue to west of IH 610 W, adding 15 days and resulting in an addition of $38,613 to the contract amount.
e. Flood Control District
1. Recommendation that the County Judge be authorized to execute agreements for environmental consulting services with:
a. Crouch Environmental Services, Inc., in the amount of $150,000 to provide records of environmental consideration for the district's federal projects.
b. SWCA, Inc., in the amount of $200,000 to provide compliance support at the Greens Bayou wetlands mitigation bank in Precinct 4.
2. Recommendation for approval of changes in contracts with:
a. Shaw Environmental, Inc., contractor for Halls Bayou regional detention basin at Keith-Wiess Park and Halls Bayou Greenway, Segment 2, in Precinct 1, resulting in an addition of $93,985 to the contract amount (05/0403-02).
b. Spring Equipment Company, Inc., contractor for general repairs in Precinct 4, resulting in no change to the contract amount (06/0195-01).
3. Recommendation that the director be authorized to renew an annual agreement with Buffalo Bayou Partnership for continued participation in a program to manage and remove floatables and other pollutants from Buffalo Bayou in the amount of $282,458 in connection with the district's NPDES/TPDES Program in Precincts 1, 2, and 4.
4. Recommendation that Unit L500-04-00 be added to the district's stormwater management system for identification purposes only in connection with the Little Cypress Creek watershed in Precinct 3.
f. Architecture & Engineering
1. Recommendation for authorization to seek bids for:
a. Renewable term contract to furnish and deliver various sizes of reinforced concrete pipes, saddle inlet risers, and related items to Precinct 2 for a two-week period at an estimated cost of $70,000.
b. Repairs/replacement of concrete pavement, curbs, driveways, sidewalks, and related items in the Genoa Red Bluff Camp area in Precinct 2 for a three-week period at an estimated cost of $300,000.
2. Recommendation for approval of the following plats:
a. Deerbrook Estates, Section Four in Precinct 4; LJA Engineering & Surveying, Inc., and Prejean & Company, Incorporated.
b. Deerbrook Estates, Section Six in Precinct 4; Jones & Carter, Incorporated.
c. Brunswick Lakes, Section Four in Precinct 1; Brown & Gay Engineers, Incorporated.
