The personnel policies in effect at the time a classified employee’s contract is entered into or renewed shall be considered to be incorporated as terms of said contract and shall be binding upon both parties unless changed by mutual consent.

Any amendments to personnel policies adopted during the term of such contract shall become effective the following July 1. However, such amendments may take place immediately if approved by a majority of the classified employees voting by secret ballot.

CLASSIFIED PERSONNEL POLICIES COMMITTEE

PURPOSE. The district classified personnel policies shall be reviewed by the Classified Personnel Policies Committee (CPPC) as outlined in this policy. The purpose of any review shall be to update existing personnel policies in order to bring them in compliance with changes in state and federal law; changes in State Department of Education procedures, regulations, and policies; and amendments caused by changes within the school district or desired changes in the school district's policies, procedures, philosophy, or benefits. The CPPC may propose additional policies to the Rogers Board of Education.

DEFINITIONS. Personnel policy shall be defined as any guideline to be followed by employees in carrying out the manner of their work as related to salary, benefits, calendar, evaluation, leave, grievance procedures, separation, reduction in force, and assignment.

ELECTIONS. Classified Personnel Policies Committee elections shouldbe held during the month of September, and must be conducted by October 15, at the latest. All elections shall be by secret ballot and shall be conducted electronically whenever possible and practical. Elections shall be solely and exclusively conducted by the classified personnel. Non-management classified employee members of the committee shall be elected by majority of all non-management classified employees voting by secret ballot.

The rotation system for elections shall be as follows:

ODD YEAR ELECTIONS

  • Maintenance and operations representative
  • Transportation representative
  • Food service representative

EVEN YEAR ELECTIONS

  • Secretarial/clerical representative
  • Aides and paraprofessional representative
  • Nurses, social workers and any other identified groups not otherwise represented

NOTE: Even and odd years are defined according to the calendar year date on which the election is held.

Elected or appointed members who are absent fromtwo consecutive meetings without cause or are unable to serve shall be informed that he/she will be replaced by special election. The newly elected member shallserve for the balance of the term. Committee members may serve no longer than six years on the CPPC, regardless of whether those years are consecutive or intermittent.

STRUCTURE. The CPPC committee shall consist of three (3) classified employee administrators and one (1) representative from eachof the representedgroups. The superintendent shall appoint the three members from the administration.

PROCEDURE. The CPPC shall organize itself in October, elect a chairperson and secretary, and develop a calendar of quarterly meetings. The secretary shall be responsible for notifying members of meetings according to the established calendar. The secretary shall also be responsible for distributing minutes for posting in each worksite, including the administrative offices of the district. Meetings shall be held quarterly, and at other such times as needed.

Either the committee or the Rogers Board of Education may propose new personnel policies or amendments to existing policies, if the proposals by the board have been submitted to the committee at least ten (10) working days prior to presentation to the board. After presentation to the board, final action shall be taken no later than the next regular meeting. The board of education shall have the authority to adopt, reject, or refer back to the CPPC for further study and revision, any proposed policies or amendments to existing policies that are submitted to the board for consideration.

HANDBOOK. Each classified employee being employed by the district for the first time shall be given a copy of the district's personnel policies in effect at the time of his/her employment. Subsequently, policies and amendments will be posted on the district website.
